SUBJ: Consider Award of Bids on the Reroofing of Old St. Hubert's Church
As you are aware, the city has a lease agreement for $1 with the archdiocese /St. Hubert's to
maintain the building and equipment until 2009. The current lease is renewed every five years
with St. Hubert's having the option to take the building back. The city in return has subleased
' the building to Colonial Church for $475 per month ($5,700 /year). The existing roof has been
leaking for some time now and is at the point where we are starting to see substantial water
damage to the walls and ceiling.
' Staff has advertised for bids twice this year to reshingle the church. Once in February where no
bids were received and now in October where we received two bids. The results of the October
bids are as follows:

' Staff has done a background check on Kastle Company and their references and feel they have
the experience to complete the project as specified (see attachment #1 for specifications).

Based on the above bids received, staff would recommend that the City Council select the cedar
shingles alternative. The life expectancy of cedar shingles is approximately 50 years versus the
fiberglass shingles which is about 25 to 30 years. The cost difference between the cedar and the
fiberglass is $2,525.00, based on Kastle Company's bid.
RECOMMENDATION
Staff would recommend that the City Council award the bid to Kastle Company, using the cedar
shingle alternative, with the bid amount of $20,850.00. Staff should also be directed to work
with St. Hubert's in entering into a new lease agreement. The new lease would allow the city to
be reimbursed for the improvements made to the roof, if St. Hubert's should exercise their option
to reuse the building.

I. PURPOSE OF REQUEST
' The City of Chanhassen (the "City ") is seeking proposals for "bids" to re-
shingle the old St. Hubert's Church, located at 7801 Great Plains
' Boulevard.
II. INSTRUCTIONS TO BIDDERS
' A. All bids should be sent and all questions should be directed to:

' B. All bids must be received at the administrative reception desk no
later than 10:30 a.m., November 6, 1995, after which time they will
be opened.
' C. The City will review the bids and notify all bidders-of additional
action or requirements.
STATEMENT OF QUALIFICATIONS

A. Those bidders submitting bids shall have a thorough knowledge of
"installing cedar shingles /fiberglass shingles and additional skills
required to complete the project (replace valleys and plumbing
stacks, apply ice and water shields, etc.)." The City will also be
requisition a bid alternative using fiberglass shingles.

B. The bidder is expected to demonstrate the following skills, abilities
and experience:
'
1. Provide a list of references that have knowledge of your
services of a similar nature to those as outlined in this
'
"Request for Bids."
2. Ability to work effectively with the needs and demands of the
'
tenant of the church (current tenant; Colonial Church at

Heritage Square; contact Pastor Cindy Shepherd at
949 - 0570).
IV.
SCOPE OF WORK
A. General work elements include but are not limited to the following:
1. Remove existing cedar shingles from the church and
dispose in a certified demolition landfill.
2. Protect the building during construction with tarps, plywood,
and any other types of measures needed to protect this
historic facility.
3. Replace all valleys, plumbing stacks and bird proof vents
with new material as required by City building codes.
4. Apply "NSP Ice Shield" manufactured by Northern
Elastomeric, Inc., or approved equal. Product to be installed
per manufacturer's instructions. (As required by City code.)
5. The bidder will also be responsible to obtain the necessary
permits and inspections from the City of Chanhassen
Inspection Division prior to commencing the work. All costs
associated with the permit process will be the responsibility
of the bidder.
6. Replace decking as needed. (in the bid sheet specify at
dollar amount per square foot to include labor and
materials.)
7. Bidder must install a special purpose wood shingle roof in
accordance to UBC1504.5.1.2 and UBC Table 15 -4. This

includes, among other components, non - bituminous felt and
no. 1 shingles, or, a Class C roof covering in accordance to
UBC 1504.3 and UBC Table 15 -A. This is to include, among
'
other components, no. 1 pressure treated wood shingles.
'
8. Bidder must also provide a written three (3) year warranty on
workmanship and materials.
'
9. The Bidder shall have limited use of the premises for
construction operation. Keep driveways, sidewalks, and
exits for both public and private clear at all times using
'
barricades and warning signs where and when needed.

The Bidder must submit proof of insurance. Specifically, "ICC of
Minnesota Certificate of Insurance, Form 705, shall be used and sent to
the City of Chanhassen, attention Todd Gerhardt. The contract will not be
signed until the City of Chanhassen has received the proper certificate
' showing coverage."
' VI. BIDDER'S LIABILITY INSURANCE
The Bidder liability insurance shall be written not less than the following
' limits of liability:

These shall include "Universal" or " All States" endorsement.
10. Cleanup shall consist of daily removal of construction debris
or daily depositing debris in an onsite container. Final clean
up shall include pick -up of debris, raking of the areas

adjacent to the building and sweeping the areas adjacent to
the building with a magnet of sufficient strength to pick -up all
ferrous materials deposited during the Job.
11. Alternate #1. Bidder must install INDEPENDENCE
SHANGLES manufactured by CertainTeed. Shangles shall
be of Class A Fiberglass composition. Color to be
determined by the City. Sheathing and underlayment shall
be provided per manufacturer's requirements.

Manufacturer's approval of alternate decking (including
spaced wood decking) must be furnished to the City prior to
installation. Bidder must supply a copy of the completed
'
manufacturer's warranty to the City prior to final payment.

V. INSURANCE

The agent who issues the Certificate of Insurance shall certify that he has
Errors and Omissions Insurance in an amount equal to the insurance he is
certifying.
VII. COMMENCEMENT OF WORK
The Bidder shall assure site management and commence work within 10 days
after Notice to Proceed or execution of the contract. Property insurance
evidence must be submitted to the owner before commencement of construction.
VIII. COMPLETION OF PROJECT
Substantial completion of the entire project shall be accomplished on or before
the date shown on the bid proposal.
IX. TEMPORARY FACILITIES
A. Temporary utilities provided by owner shall include (an approved source
location to be determined by owner):
1. Water service
2. Electric service

B. Temporary services to be provided by Bidder shall include but are not
limited to the following:
1. Toilet facilities.
2. Field office with telephone service.
3. Storage facilities.
4. Fire protection of the project and material.
5. Barricades and warning signs.
6. Environmental protection.
X. METHOD OF PAYMENT
A. Payment will be made on a lump sum basis at the completion of the
project.

ACCEPTANCE:

within seven (7) days of receipt of acceptance of this bid.
If this bid is accepted within the time stated, and we fail to commence the work or
we fail to provide the required Bond(s), the Bid Security shall be forfeited as
damages to the Owner by reason of our failure, limited in an amount to the lesser
of the face value to the Bid Security or the difference between this Bid and the

The Work of this Contract (assumed to be executed on November 13, 1995)

to construct the Project as defined by the Plans and Specifications as prepared
by the Architect for the compensation amount stated in the bid.
The Bidder, in submitting this Bid, certifies that the Bid is based upon careful
examination of the Plans and Specifications and waives all rights to plead any
misunderstanding.
The Bidder, in submitting this Bid, agrees to the Owner's right to waive
irregularities and to reject bids.
