Dear Mr. & Mrs. Carter:
This letter is to respond to your most recent requ or additional traffic control on Lake Lucy
Road in the area of Charing Bend.:
To review our recent conversation, you advised CaptairtHolt at the Carver County Sheriffs
Department and me that while earlier responses'to your traffic concerns through increased
enforcement had shown positive results, vehicles were again traveling at an excessive speed. Mrs.
Carter advised me that you had set up an area marked off by chalk and were calculating speeds
with a stopwatch, with traffic averaging 5,0=60 MPH, wieschool buses being among the violators.
Several days ago Mrs. Carter called to advise me that on a Oy that squad cars were unable to be
running radar on Lake Lucy Road thaf&struction trucks were traveling at 50 MPH.
As I discussed with Mr. Carter`Immediately requested a saturation enforcement effort in your

Drawing your attention to the attached letter sent to your neighborhood in August of 1994 in
response to concerns last year, my conclusions are the same as before, i.e., that while speeding
does occur, average speeds remain close to the posted speed limit. Continued traffic enforcement
will maintain this.
I have spoken with City Engineer Charles Folch who after v'
re iewmg this most recent data, still
draws the conclusions set forth in his response I provided in the August 1994 letter. He feels that
' this study confirms that traffic patterns on this street are typical of an urban collector road.
In the August 1994 letter, I relayed our concern that Charing Bend in the area of Lake Lucy Road
was a dangerous place for children to be playing. During the course of our present increased
enforcement efforts we observed a portable basketball hoop placed directly adjacent to Charing
Bend, obviously done so that children would be using Charing Bend as their playing area. Also,
while conducting radar surveys and stopping vehicles, we had to ask boys on Charing Bend to
remove the bicycle jump ramp that they constructed in the middle of Charing Bend, and advised
them that this was a dangerous activity and an inappropriate use of the roadway.
As Mr. Carter and I discussed, we are not against enforcement. This is our job. I feel confident
that Lake Lucy Road in the area of Charing Bend continues to get traffic enforcement
attention, and will continue to do so.
As stated, we will continue to have Chanhassen and Carver County patrol units work the area as
time permits, as well as our supplemental traffic units. I have again requested the State Patrol
radar trailer, which will be placed on Charing Bend and Lake Lucy Road, in addition to other
streets within the City.

American Automobile Association's 56th annual Pedestrian Protection Program. The award is
given to communities that have gone nine or fewer consecutive years without a pedestrian
death. Chanhassen has gone 4 years without a pedestrian death.
Enclosed with your award are two copies of a news release for you to hand out to your local
media. We encourage you to submit the release to local newspapers with a black and white
glossy photo so that the papers can publicly recognize your efforts. Also enclosed is a list of
winning Minnesota cities, and the AAA Pedestrian Protection Program winner's fact sheet for
your city.
The goal of the Pedestrian Protection Program is to focus attention on pedestrian safety
across the country by recognizing those communities that are most successful. Thank you for

AAA MINNESOTA HONORS CHANHASSEN FOR
PEDESTRIAN SAFETY EXCELLENCE
AAA Minnesota announced that Chanhassen has earned a Pedestrian Safety
Citation Award in the 56th annual AAA Pedestrian Protection Program, designed to
stimulate community concern and involvement in pedestrian safety.
Selected from among more than 2,173 cities nationwide that participated in this
year's competition, Chanhassen was recognized as a community that has gone nine or
fewer consecutive years without a pedestrian death. Chanhassen has gone four years
without a pedestrian death.
"We're especially pleased that Chanhassen was recognized for its efforts to make
the roads safer for pedestrians," said AAA Minnesota president Duane J. Crandall. "The
city can be proud of its accomplishment. It has an effective program that provides
tangible benefits to its citizens."
AAA's Pedestrian Protection Program seeks safer conditions for pedestrians
through cooperative action and communication among local program managers, traffic
engineers, police and safety organizations.

' The program was begun in 1939 in response to pedestrian fatalities that had
reached 12,400 per year. By 1994, the number of fatalities had been reduced to 5,472
annually. During this time, the pedestrian death rate has declined from 9.4 to 2.4 per
' 100,000 population.
Winners were selected by an independent panel of traffic safety experts from the
' Federal Highway Administration, the National Association of Governors, the National
Highway Traffic Safety Administration, the Institute of Transportation Engineers, the
International Association of Chiefs of Police, and the Automobile Club of Southern
California.

offices providing nearly 36 million members in the U.S. and Canada with travel, insurance,

Now that our Livable Communities implementation program is fully underway, I th6ii6t it wbuld be important to
provide you with an update, and reaffirm the Metropolitan Council's commitment to the Metropolitan Livable
Communities Act.
Our first implementation step has been negotiating affordable and life -cycle housing goals. As the Council's staff
has indicated to you, we believe we have a framework for goal- setting that is market based, reflects funding realities,
and recognizes the abilities of local units of government to create an environment in which affordable and life cycle
housing can occur.
During our negotiations, however, we have heard local officials express great concern about their limited ability to
influence production of affordable and life cycle housing. We understand this concern. We also understand that the
marketplace will continue to play the primary role in determining how development occurs. In addition, we also
know that limited resources are available to help you meet your goals, therefore, you will not be penalized if
resources do not materialize.
As we move forward together in this process, it is important that you clearly understand our expectations. We
believe cities should be accountable for their zoning and approval processes, and for pursuing available affordable
housing resources. Therefore, we will expect you to examine zoning and approval processes to determine what, if
any, changes could be made to help create an environment for developing affordable and life cycle housing. Once
that is completed, we would expect you to develop an action plan that states your willingness to pursue available
funding opportunities.
We understand that it takes time to build trust between partners. We also appreciate the fact that the law requires a
rapid decision - making process. We value and need your cooperation and feedback.
In summary, we are entering into our discussions with high hopes and good faith intentions. We want you to know
that your community will be held accountable only for those things that you control. We understand that the market
and available resources will continue to determine whether your goals are actually accomplished.

inform Chanhassen residents of the importance of keeping debris, oil, and other pollutants
out of the storm sewer system. This method is used in a number of local communities
and is a well known reminder symbol to people as we all work toward maintaining high
quality wetlands, lakes and streams. Your enthusiasm and efforts in this community is
very much appreciated. Enclosed is a small compensation ($50) to be used for troop

Dear Mayor Chmiel:
The Department of Trade and Economic Development has examined
the application and exhibits submitted by you relating to the
proposal to offer revenue bonds as authorized by the Municipal
Industrial Development Act, Minn. Stats. Sections 469.152 through
469.165.
Based upon the information you submitted, approval of the
project is hereby granted by the Department of Trade and Economic
Development. Such approval shall not be deemed to be an approval
by the Department or the State of Minnesota regarding the
feasibility of the project or the terms of the revenue agreement to
be executed or the bonds to be issued therefore, nor whether the
project falls within regulations of Federal Law.
This approval does not in any way constitute an approval of an
allocation in excess of an entitlement award pursuant to Minn.
Stats. Section 474.A. Accordingly, it may be necessary for the
issuer to seek an allocation under Minn. Stats. Section 474.A.
Included with this letter is a Project Closing /Notice of Issue
report which must be completed by the bond counsel and returned to
this Department within five (5) days after the obligations are
issued. Failure to file this report within the five day period
will void the obligations if the obligations are subject to a
federal limitation act.

Dear Ms. Aanenson:
The Metropolitan Council staff has reviewed the Highway 5 Corridor Land Use Design Study
plan amendment received by the Council on October 11, 1995. We have determined that the
proposed amendment presents a potential impact on the metropolitan system plans, specifically on
the metropolitan transportation system.
A proposed amendment that has a potential impact on metropolitan systems may not be put into
effect by the local government until the Council review is complete. The law allows the Council
60 days from receipt of the proposed amendment to complete its review. If the Council requires
a modification to the proposed amendment, the amendment may not be put into effect until the
Council has approved the modification.
The 60 -day review period ends on December 11, 1995. Within that period, Council staff will
complete a review of the amendment and forward a copy of the staff report to the city.

This letter is to confirm the Christmas Lake Homeowner's Association's agreement to pay
one -third the cost of the Christmas Lake Management Program Report you are
coordinating. We understand that the balance of the report will be paid by the cities of
Chanhassen and Shorewood and that you anticipate the total cost of preparing the report to
be about $5,000.
Dick Osgood of Ecosystem Strategies has independently prepared a similar report. A copy
of Dick's report is enclosed. The purpose of supplying you this copy is to provide you
information that may assist in coming up with your own objective report. As we discussed
earlier, if you find that Dick's report provides a savings in the preparation of your
report, you will credit the Christmas Lake Homeowner's Associations portion of the cost
for your report accordingly. To eliminate any confusion regarding lake management
reports, we will coordinate any dissemination of Dick's report to the city through you.
Please contact me if you require additional copies of Dick's report.
Please direct the invoice for the report directly to me at my residence.
We understand that you anticipate providing us a draft copy of the report by sometime in
February 1996.

Having the U.S. Open Golf Tournament at Hazeltine in the year 2001 is a very exciting
' opportunity for the State of Minnesota. We in the Governor's Office strongly support your
initiative and will do our best to make sure that the transportation system can meet the demands
that such an event places on it. I would like to note that we have demonstrated this in other large
' events in the past and are continually upgrading our techniques to meet the challenges that come
with these special events.
' I have discussed your concerns about improvements to Trunk Highway (T.H.) 5 from T.H. 41 to
County Road 17 with Commissioner Denn. The environmental documentation for this project is
' nearly completed and a consultant has already started work on the construction plans. The only
issue remaining is the project funding. Estimated cost for construction and right of way is
approximately ten million dollars. The Minnesota Department of Transportation (Mn/DOT)
' Metro Division will submit this project to the Met Council in January for funding through the
Federal Surface Transportation Program. Mn/DOT believes that this project has an excellent
chance to receive financing in 1999 or 2000. If so, Mn/DOT will have the project designed and
' under contract in time to be completed before 2001.
In reference to other trunk highway improvements Mn/DOT has ar. overlay project planned for
' T.H. 5 west of T.H. 41 in 1997 which will include some intersection work at County Road 13. For
T.H. 212 and T.H. 41, Mn/DOT sees only minor safety improvements and perhaps some signal
installations at warranted locations and these will be operational for the golf tournament.
