This is a critical link between a major population center of the city and the western entrance to our downtown. The sidewalk is proposed to originate at Santa Vera Lane and travel north one -third mile to Saddlebrook Curve. Construction would be limited to the east side of Powers Boulevard. Strgar - Roscoe - Fausch, Inc. (SRF), the consulting engineer for the "parent project" (92 -3 widening /reconstruction . of Powers Boulevard), prepared this report at the request of the city. As indicated in the report, this trail work was to be completed last summer. The delay in scheduling was required to allow further monitoring of the road embankment. With their ' evaluation complete, SRF has forwarded three alternatives for this construction. These "options" are detailed in the report. Highlights of each include: ' Option A: 8 ft. asphalt surface at grade with Powers Boulevard. Trail set behind existing guard rail. Requires modular block wall or sheet piling. ' Estimated Cost: With modular block wall $196,000 With Sheet Piling $552,000 ' Option B: 8 ft. asphalt surface set below the grade of Powers Boulevard. Requires modular block wall or sheet piling. ' Estimated Cost: With modular block wall $210,000 With Sheet Piling $552,000 ' Option C: 6 ft. concrete walk at grade with Powers Boulevard. Walk set behind existing guard rail. Requires less modular block wall. (See Figure 1.) I INTRODUCTION In April of 1993, construction of City Project 92 -3 began, which included ' widening /reconstruction of Powers Boulevard (CSAH 17). During the course of construction, the City of Chanhassen expressed an interest in constructing an eight -foot wide bituminous trail on the east side of Powers Boulevard between Santa ' Vera Drive and Saddlebrook Cv. A number of options were evaluated, and the decision was made to construct a bituminous trail adjacent to the proposed guardrail. A modular ' block retaining wall on the east side of the trail was proposed to prevent additional wetland impacts. Braun - Intertec designed the retaining wall for this portion of the project. Shortly before construction would have begun on the trail /retaining wall, a ' crack in the embankment was discovered which ran parallel to Powers Boulevard (in approximately the same location as the proposed retaining wall). The decision was made to monitor the slope and to determine the extent of the failure before construction of a retaining wall was undertaken. Based on the information presented by Braun - Intertec on the slope failure, three alternatives are evaluated in this report for the construction of this trail. Trail Improvements ' The three trail alternatives which were evaluated are shown in Figure 2. Options "A" and "B" consist of bituminous walks and retaining walls along the east side of Powers Boulevard. (See Figure 3 for differences between Option "A" and ' Option "B. ") Option "C" involves the construction of a six -foot wide concrete walk along the east side of Powers Boulevard. Each of the alternatives is described in more detail and evaluated below. In addition to the trail improvements, some ' additional slope correction, as recommended by Braun- Intertec, will be necessary to repair the existing crack no matter which option is selected. ' 1. Option "A" This option involves the construction of an eight -foot wide bituminous trail ' along the east slope of Powers Boulevard, and requires either a modular block retaining wall or sheet piling from Santa Vera Drive to approximately 620 feet north of Santa Vera Drive. This option is very similar to the ' original plan for constructing the trail and retaining wall. However, the proposed wall would need to be approximately five feet deeper than originally planned to minimize the possibility of the wall collapsing in the ' event the slope continues to fail. Although the cost of sheet piling is very high, the recommendation from Braun- Intertec is to use the sheet piling rather than the modular block wall, as there is still some risk that the ' modular block wall could collapse. It is their opinion that if the slope continues to fail, the sheet piling would prevent any possible damage to the trail. In this case, the modular block retaining wall (or sheet piling) would ' be below the proposed trail. In addition, a metal pipe rail would be required along the top of the wall (or sheet piling) to prevent pedestrians and bicyclists from leaving the trail. Also, reconstruction of a portion of Powers ' Boulevard as well as the removal and replacement of some of the new guardrail would be necessary for the installation of a modular block wall ' under this option. 2. Option "B" ' Similar to Option "A ", this option also involves the construction of an eight -foot wide bituminous trail along the east slope of Powers Boulevard and re a modular block retaining wall or sheet piling from Santa Vera Drive to approximately 620 feet north of Santa Vera Drive. Again, a metal pipe rail would be required along the east edge of the trail to prevent pedestrians and bicyclists from leaving the trail. In addition, reconstruction of a portion of Powers Boulevard would be necessary, as well as the removal and replacement of all of the new guardrail for the installation of a modular block wall under this option. Even with the additional cost for reconstruction of Powers Boulevard, the cost of constructing a modular block retaining wall is still considerably less expensive than the installation of sheet piling and, in this instance, no additional stability for the trail would be provided by the sheet piling. 3. Option "C" This option involves the construction of a six -foot wide concrete sidewalk along the east slope of Powers Boulevard. A modular block retaining wall would also be necessary for this option, but the length of the retaining wall is considerably less than with Options A or B. The retaining wall would be approximately 270 feet long for this option (compared to 620 feet long for Options A or B). In addition, the retaining wall for this option would not be in danger of collapse as it would be beyond the area of the slope failure. Like Options A and B, a metal pipe rail would be necessary from Santa Vera Drive to approximately 620 feet north of Santa Vera Drive to prevent pedestrians and bicyclists from leaving the sidewalk. B. Easements and Right -of -Way No additional right -of -way is necessary for any of the options. However, the temporary easements obtained for the original construction of Powers Boulevard have expired. Hence, it will be necessary to obtain easements to construct any of the options. ESTIMATED COSTS The estimated costs of the three options evaluated are summarized below. Construction costs are indicated, and an allowance is included for design, inspection, legal, administrative and fiscal expenses. Detailed estimates of construction costs for the three options are included in the Appendix. The costs presented on the following page do not include any amounts for easement acquisition, nor do they include costs for any corrective work on the failed slope. Although the walk would only be six feet wide (instead of eight feet wide for a bituminous trail), the cost savings over other alternatives is considerable and still provides a benefit to all trail users. In addition, the trail north of Saddlebrook Cv., with which the proposed sidewalk would connect, is also only six feet wide. However, if the City desires to construct an eight -foot wide bituminous trail, we would recommend Option "A" with the modular block retaining wall. The alternatives proposed herein are feasible from an engineering standpoint.
