SUBJ: Award Bid for Wetland Restoration and Trail Construction - Powers Boulevard
Reconstruction Project No. 93 -29 and Yuma Drive/ Lotus Ravine Water Quality
Project - SWMP 12A
BACKGROUND
The bids for the plans and specifications of the two surface water management projects noted
above were opened on June 20, 1995. The two projects were bid together in order to keep the
field of potential bidders more diverse; however, only two contractors responded. Attached is
a letter from BRW summarizing the bids.
The first part of the project is the wetland restoration and trail construction associated with the
Powers Boulevard reconstruction project. A dike and control structure will be constructed near
the north end of the existing wetland located north of Lyman Boulevard and east of County Road
17. In addition, the wetland will be expanded by excavating upland area along its western edge.
The control structurewill allow a permanent pool

Although the bids were high for this project, staff has made every effort to bring the price down
while still maintaining efficiency and allowing the project to commence. The Park Department
has agreed to perform the excavation of the wetland. The material will be transported to park

property where it is needed for park improvements. The grading will be performed in accordance
with City standards. This change would reduce the contract total by $58,188 since the contractor
will only be excavating 650 cubic yards for the berm construction (City crews will excavate the
remainder of the material). The total amount of the bid award would then be $112,122.60.
Staff is working on the details of this change order and plans to have the necessary
documentation from the contractor at the council meeting on Monday, July 10, 1995. If the City
Council awards the bid with the changes discussed, the following schedule is proposed for the
project:
Start Construction July 24, 1995
Complete Construction September 15, 1995
RECOMMENDATION
Staff recommends that the City Council award the bid for the Wetland Restoration and Trail
Construction along Powers Boulevard and the Yuma Drive/ Lotus Ravine Water Quality Project
located near the northwest arm of Lotus Lake to Jay Bros., Inc. with the deletion of the
excavation of wetland materials over 650 cubic yards.

13ased on discussions wit City Staff we recommend to re duct the project cost by reducing the
amount of muck excavation performed by the contractor to 650 CY which is the amount
needed for berm construction. This change would reduce the contract total by $58 ,183.00 to
a total amount of $112,122.60. The remainder ral (he exciviLion. wc)rk uould be accomplishttd
by city crcw3 with the CXCC33 muck material utilized for city park im
We have worked with Jay Eros., Inc. on previous projects and are confident the contractor is
ca pahle of completing the work required by this project.
