SUBJ: Award of Bids for a Temporary Traffic Control Signal on Trunk Highway 5 at
Galpin Boulevard - Project No. 93 -26A -1
On Thursday, June 29, 1995, bids were received and opened for the temporary traffic control
signal project at the intersection of Trunk Highway 5 and Galpin Boulevard. A total of two bids
were received. The low bid was submitted by Electric Service Company at $71,631.00. The
other bid received from Kilmer Electric was $72,317.00. The bid submitted by Electric Service
Company is roughly $700.00 less than that submitted by Kilmer Electric and approximately
$3,400.00 less than the engineer's estimate of $75,000.00. A reference check on Electric Service
Company has been made and was found to be favorable.
It is therefore recommended that the temporary traffic control signal for the Trunk Highway 5
and Galpin Boulevard intersection, Project No. 93- 26A -1, be awarded to Electric Service
Company at a contract bid of $71,631.00.

Dear Mr. Folch:
' Bids for the captioned project were opened on June 29, 1995. The attached Bid Tabulation
lists the Engineer's Estimate and the bids of the two contractors that chose to submit bid
' proposals. Copies of the bid proposals are also attached.
Barton- Aschman has verified that low bidder Electric Service Company has satisfactorily
' completed similar signal installations for the Cities of Mendota Heights, Cottage Grove, and
Chaska. In addition, Electric Service Company is already serving as the roadway lighting
sub - contractor for the McGlynn Drive construction project.
' Therefore, Barton- Aschman is pleased to recommend award of City of Chanhassen Project
93 -26A to Electric Services Company. Please note that final award of the project is
' contingent on the concurrence of Mn/DOT and Carver County.
Final Mn/DOT plan approval was obtained on June 27, 1995 (see attached plan set title
' sheet). The project is funded by Mn/DOT's Municipal Agreements Program. Therefore,
Mn/DOT will be preparing a Cooperative Agreement for the project similar to the agreement
for the TH 5 widening work (Chanhassen Project 93 -26A).
Comparison with Feasibility Study Cost Estimate
The January 1994 Feasibility Study for the TH 5, Galpin Boulevard (CSAH 19), and
McGlynn Drive roadway projects included a $40,000 estimated cost for the TH 5 /Galpin
Boulevard signal. At that time, upgrading of TH 5 to a four -lane expressway was scheduled
to commence in year 1998. A relatively simple temporary traffic signal was therefore
' assumed.
Delay of TH 5 upgrading to post -year 2000 led to designing a much more durable, long -term
' signal installation. Thus, the final engineer's estimate for the signal was $75,000 with the
low bid at $71,631.

Conclusion
Barton - Aschman looks forward to continuing to work with the City during construction
phase of Project 93 -26A1. The contract requires that the signal be operational by August 21,
1995.
