"The City Council awards a construction contract for the 2011 Sanitary Sewer
Rehabilitation (UI) Project 11 -02 -1 to Insituform Technologies USA, Inc. in the
amount of $99,801.15 and a contract for Project 11 -02 -2 to Parrott Contracting, Inc. in
the amount of $27,934.95 ."
City Council approval requires a simple majority vote of the City Council present.

For this year's Inflow /Infiltration project, staff is recommending pipe lining and replacement

1971 and is an 18" diameter reinforced concrete pipe (RCP). Major infiltration is present due
to the loss of structural strength in the pipe, thus allowing ground water to enter. The cause

liner which is reinforced with a
resin. The proposed lining project will use the existing pipe as a form and create a new pipe
without removing any soil. A benefit to pipe lining is that it is composed of a material which
isresistant to hydrogen sulfide and will add structural strength equal to a new pipe. The liner
has the structural integrity and longevity of PVC pipe. The City lined RCP off Lyman
Boulevard in 2009 using the same product.

The project also proposes to replace MH 23 -172 at the north end of the project. This manhole is the discharge
point for Lift Station #10 and Lift Station #12 which picks up the flows from most of the properties on the
west side of Lotus Lake. The reason for replacing this manhole is due to lack of access and to better separate
the forcemain flows from a private property service which discharges in the manhole. Current access is not
possible due to the inside drop of the forcemain. The new manhole will allow for a backflow preventer to be
installed in the manhole for the 4" sewer service.
Two alternates were considered while quoting this project. Alternate #1 was included so that a price is
available if our pumps are unable to bypass the lined section. It is not anticipated that Alternate #1 will be
needed. Alternate #2 was pricing for rehabilitating two manholes in the area in need of repair. Staff believes
that this work can be completed in the future for a lower price.
On April 28, 2011 at 2:00 p.m., quotes were received and opened. The quotes and engineer's opinion of cost
are shown below:

There are two reasons why the price is higher than anticipated. The condition of the pipe influenced the time
allotted for the contractor to complete the project. Another reason may be due to a recent letter the City
received from suppliers on a major increase in the price of material.
The low bidder for this project was Insituform Technologies USA, Inc. This contractor constructed a 2l"
liner in the City in 2009, their work was acceptable.

The low,bidder for this project was Parrott Contracting. This contractor has completed similar work in the
City and - their work is-acceptable.
Funding for this project has been budgeted for in the 2011 CIP, Project SS -012, and will be paid for by the
Sewer Utility fund. The amount budgeted for 2011 is $200,000. All the work associated with this project is
eligible for offsetting the MCES surcharge.

Description I
This annual project includes televising, repairs and rehabilitation of existing sanitary sewer. The program also detects and eliminates points of
entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration
Report. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees.
Justification
City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage
treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its
way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to
the City for sewage disposal and increasing the load on the City's lift stations. Also, MCES would place a surcharge on the annual charge if the
City was not actively trying to reduce the inflow and infiltration problem.

efforts may decrease operational costs, MCES fees and emergency call outs. It is also the City's intent to use connection charges to help fund
those costs. It is the City's belief that as new customers come on line those connection fees should help fund future infiltration problems.
