The site is zoned IOP, Industrial Office Park and bordered by Eden Prairie to the north, Dell Road to the east, and Quattro Drive and Ver- Sa -Til to the south. The lot area of the office /warehouse site is 2.4 acres and has full access from Quattro Drive. The site plan is for an expansion of an office warehouse building. This expansion was planned for in the year 1990, when the original building (Dexter Magnetic) was approved. It will be added north of the existing building. Materials used on the addition will be identical to those used on the original building, rock faced concrete brick with a single score concrete brick that will be used to accent the building. Staff is recommending the applicant incorporate windows along the east and west sides of the addition to give the 62.8 foot wall addition some architectural interest. Existing loading docks are located along the west side of the site and parking stalls are located along the east side of the building. With the proposed addition, the applicant is proposing to add 34 parking spaces rendering a total of 73 stalls. Staff regards the project as a reasonable use of the land. Based upon the foregoing, staff is recommending approval of the site plan, with conditions outlined in the staff report. BACKGROUND On August 13, 1990, the City Council approved a site plan for a 20,000 square foot office and warehouse facility. The building housed an operation of manufacturing industrial magnets. A future expansion of the building was conceptually illustrated on the plans. The current proposal is consistent with the concept plan which was presented in the year 1990. ' GENERAL SITE PLAN /ARCHITECTURE The proposed office /warehouse building addition, with an area of 9,400 square feet, will be situated north of the existing building. The site is located to the north of Quattro Drive. The addition is fairly straightforward. Access is gained from Quattro Drive. Existing parking is located to the east of the site. Proposed additional parking will be located to the west of the site. Existing truck loading area is located to the west of the site. The truck loading area is screened from off -site views by the existing berm and trees. ' The site plan for the expansion was planned for in the year 1990, when the main building was approved. It will be added north of the existing building. They are proposed to utilize the same materials as the existing building consisting of rock faced concrete brick with a single score Microvision, Corporation November 15, 1995 Page 3 concrete brick that will be used to accent the building. The accent band was painted in the year 1990. At that time, painting accent block was a permitted method. Hence, it is grandfathered in and the use of the painted stripe will continue along the addition. The applicant is proposing to change the accent paint from blue to burgundy. Staff is recommending the applicant incorporate windows along the east and west sides of the addition to give the 62.8 foot wall addition some architectural interest. The building is located 20 feet from the north, 130 feet from the east, 85 feet from the south, and 180 feet from the west property line. SITE PLAN FINDINGS In evaluating a site plan and building plan, the city shall consider the development's compliance with the following: (1) Consistency with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted; (2) Consistency with this division; (3) Preservation of the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance of the neighboring developed or developing areas; (4) Creation of a harmonious relationship of building and open space with natural site features and with existing and future buildings having a visual relationship to the development; (5) Creation of functional and harmonious design for structures and site features, with special attention to the following: a. An internal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; b. The amount and location of open space and landscaping; C. Materials, textures, colors and details of construction as an expression of the design concept and the compatibility of the same with adjacent and neighboring structures and uses; and 1 J 1 n Microvision, Corporation November 15, 1995 Page 4 d. Vehicular and pedestrian circulation, including walkways, interior drives and parking in terms of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. (6) Protection of adjacent and neighboring properties through reasonable provision for surface water drainage, sound and sight buffers, preservation of views, light and air and those aspects of design not adequately covered by other regulations which may have substantial effects on neighboring land uses. Finding: The proposed development is consistent with the design requirements, the comprehensive plan, the zoning ordinance, and the site plan review requirements. The site design is compatible with the surrounding development and the existing building. It is functional and harmonious with the approved development for this area. GRADING & DRAINAGE The Engineering Department has already issued a grading permit for the parking lot expansion on the west side of the building. This permit is for site grading of the parking lot to give the applicant time to install the parking lot prior to inclement weather conditions. Storm drainage will sheet drain across the parking lot down to Quattro Drive where existing storm sewers will convey the storm runoff to a stormwater pond in the Business Park. The proposed retaining walls may require building permits from the City's Building Department. STREETS/PARKING/INTERIOR CIRCULATION Parking requirements for the office section of the building is 3 parking stalls per 1000 square feet which amounts to 29 parking stalls. The manufacturing facility is proposed to accommodate a maximum of 30 employees. Thirty parking stalls will be required as the ordinance calls for 1 parking stall per employee. The warehouse and shipping area has a total area of 10,000 square feet which translates to 10 parking stalls as the ordinance requires 1 parking stall per 1000 square feet. The total required parking stalls is 69. The applicant is proposing 73 parking stalls which exceeds the minimum requirements. LANDSCAPING The applicant has submitted a landscaping plan for the new building and parking lot additions. The plans provide for the required square feet of landscaping area, but according to ordinance, a landscaped peninsula or island is required for every 6,000 sq. ft. of vehicular use area. The new parking lot contains 12,000+ square feet and therefore, two landscaped peninsular islands are required. No additional trees are necessary for the site. Efforts should be made to protect existing trees on the west side of the property from construction damage. The five oaks in the western corner and eight pines along the northwest property line should be protected by tree fencing during construction. LIGHTING Lighting locations for the parking lot have not been illustrated on the plans. Only shielded fixtures are allowed and the applicant shall demonstrate that there is no more than Moot candles of light at the property line as required by ordinance. A detailed lighting plan should be submitted when building permits are requested. Two issues were raised at the meeting. ' Issue: Will roof top equipment be viewed from the surrounding area? Finding: The building sits at a much higher elevation than the street, which results in the screening of any rooftop equipment. Issue: Grading began prior to site plan approval. There are trees on the site that might be impacted by the grading activity. ' A Finding: The Engineering Department is permitted to issue grading permits. Grading and drainage is evaluated before a permit is issued. Planning staff evaluates the request as well and communicates concerns to the Engineering staff. STAFF RECOMMENDATION ' Staff recommends that the City Council adopt the following motion: ' "The City Council approves Site Plan Review #90 -6 as shown on the site plan dated October 13, 1995, subject to the following conditions: ' 1. The applicant shall add windows along the east and west elevation of the proposed addition. I 2. The applicant shall landscape the northeast and northwest corners of the new parking lot. Landscape materials shall be selected from the city's approved parking lot tree list. Concurrent with the building permit, a detailed lighting plan meeting city standards shall be submitted. 6. I have a quick one. Can you keep that up please for a second Sharmin. They've already graded the parking lot. Okay. When, and is that part of what we were approving? The parking lot. The expansion of a parking lot. Al -Jaffa What we have done in the past is allowed grading to take place. ' Mancino: Now do you allow grading to take place? I mean what if there are trees there? I mean are there, do they have to put up fencing. Protection fencing. Would you allow grading prior to the Planning Commission okaying the site? ' Aanenson: It's still permitted through the engineering department. They would review the plans and make sure they're consistent with drainage and everything else. And there's only a ' certain level that they're allowed to permit administratively. Otherwise you have to go through this process. Mancino: So the engineering staff looks at the environmental effects as trees that are up and everything and how. 1 Aanenson: No, they communicate with us to do that. 1 23 Planning Commission Meeting - November 15, 1995 Mancino: Okay. Aanenson: They approve it administratively but it's communications between the different departments but they are ultimately the ones that would administrate it. I'm the architect on the project and I'm representing Microvision. I think Sharmin did a good job of really walking through what we're proposing. On our revised elevations we've already added the windows to the east and the west as requested by the Planning Commission. And I'm really here just to answer questions. We feel, if you've been by that property right now, the blue striping, the new company who is moving in or who owns the building right now, their company color is more of a earth tone burgundy and we feel that actually is an improvement to the... Mancino: Okay. Any questions at this point from commissioners to the architect? Skubic: I have one. Will you be adding any additional rooftop heating or ventilating, air conditioning? Pat Giordana: Yeah there will be three additional rooftop units and they'll be pushed to the back. I think as you drive by this site that the ... quite a ways below the building. You'll be hard pressed to even see the addition on the back side. The building's actually getting buried about halfway back in the hillside... Skubic: You currently have some mechanicals up there? Pat Giordana: Yes. Right now the current mechanical system are all roof top units and we're going to take them to a new roof top units on the back side. Skubic: Staff, do these need to be covered? L F L 1 24 1 Planning Commission Meeting - November 15, 1995 ' Al -Jaff: If you wish we can add a condition that reads all roof top equipment shall be screened. You won't be able to see them. ' Skubic: Okay. The current equipment is not screened. Al -Jaff: You can't see them. Skubic: Okay. ' Pat Giordana: From the angle from the road, the building really blocks out. Again you're sitting about 15 -20 feet below the roof top. Even when you're in the parking lot, you can't see it. ' Skubic: Okay, thank you. ' Mancino: Just a side bar to that. On the northern side, is that residential? Al -Jaff: Yes. ' Mancino: And will they be able to see at all? ' Pat Giordana: There's also a ... line there. ' Aanenson: Railroad tracks. Mancino: So when we get light rail transit and we come by all the time, are we going to see rooftop? That we're going to get next year, light rail transit. Okay, so there's no possibility of the residential seeing. ' Al -Jaff: Here's the railroad tracks. Here's a berm right here. Then you'd have woods separating the site from the residential neighborhood. Mancino: Okay, thank you. Any other questions at this time? Conrad: Where is the retaining wall? Pat Giordana: The retaining wall we had along the west and north of the parking lot. The civil engineer has actually revised some of the grading to deal to omit the... The property owner was able to get an agreement with his neighboring property to the west, which allowed ' 25 1 Planning Commission Meeting - November 15, 1995 him to make that transition more gradual and actually do about 15 feet of grading on his property to make a more easy transition. The public hearing was opened. Mancino: Anyone wishing to address the Planning Commission on this item, please come forward. Paula Jackels: Good evening. I'm Paula Jackels. My address is 8531 Merganser Court. I am an employee of Microvision. I'm the longest standing employee other than the 2 owners and I've got to tell you from personal experience, it's a fabulous place to work. As a result of the company moving to the Chanhassen area I built a new residence out in this area... Our company has grown tremendously_ since we moved to this site. I think if anyone has seen our parking situation right now you would realize that. I don't know how much I should tell you but I know that we moved there with about 30 employees in February of this year. We now are over 85. This has brought tremendous growth to this area. I know there's a lot of employees that are looking at purchasing homes, as well as relocating to this area and I think that's one thing that the Council should take a look at because it is giving a lot back to Chanhassen as a city and I just wanted to make sure that you were aware of what this company is allowing Chanhassen to grow with the company or whatever... because a lot of people are making a large commitment because previously we were renting our site and with the foresight to purchase, that was where my personal belief was yes. I do want to be a part of this company. I know what they've done. I know where they're going and I do want to move with this company and that's why we chose to relocate to this area. And I think by approving this site expansion you will see an increased growth in the company. They have done quite a bit and it will just roll over into an additional amount of employees and such that will relocate to this area. It's something that I felt very strongly... Mancino: Great, thank you. Conrad: What does your company do? Paula Jackels: We manufacture machine vision systems for the truck industry. Basically inspecting... Mancino: Say that again. Basically what they are are computer systems, table sized equipment that takes a look at ... Basically inspecting those components. ' Mancino: Making sure that they work before. Paula Jackels: They're basically just taking a look at the inspection capabilities. There's no function. There aren't ... It's a clean operation. There's no hazardous materials or anything. It's a quiet operation. I think the residents in the area will find that... We were actually looking at a home on the opposite side of the rail for ourselves when we relocated along Twilight Boulevard. Twilight Trail and I just didn't want to be within walking distance. But it is a good company and I think that you're really going to want to make sure that it does stay in this area because of the potential growth. I know there has been discussions of ' relocating to other areas, because I've moved I'd prefer that they would stay in this area but it is a really great company and I think they can do a lot... Took a look at it and the ' applicant is very right in that, when he says that the addition probably won't be seen or very slightly seen from the road. It's going to be, it's really buried back there. You just won't see ' it, unless you're in a parking lot. And as far as rooftop equipment, you would never be able to see it. Looks good. City Council approve site plan review #90 -6 as shown on the site plan dated October 13, 1995 subject to the following conditions, 1 through 6 with the ' recommended change on number 2. That the applicant shall landscape the northeast and the northwest corners of the new parking lot. Landscape materials shall be selected from the city's approved parking lot tree list. The applicant shall enter into a site plan agreement with the city and provide the necessary financial securities as required for landscaping. 4. All areas disturbed as a result of construction activities shall be immediately restored with seed and disc - mulched or wood -fiber blanket or sod within two weeks of completion of each activity in accordance with the City's Best Management Practice Handbook. 5. Concurrent with the building permit, a detailed lighting plan meeting city standards shall be submitted. 6.
