The original bid arnount for this project was $999,503.39 which was 8.1% less than the next lowest bid. A. Change Order for $67,803.00 has been approved. It is anticipated that the final cost will be just under the revised contract amount of $1,067,306.39. The table below compares the estimated construction costs from the Feasibility Report phase to the present. Note that a substantial portion of the project was deleted at the design phase. No. 5 Construction Inspection / Staking City Project 93 -26A Our File 39329 Dear Charles: As we discussed a few weeks ago, I am reviewing the hours and billing for the Galpin Boulevard inspection this summer. This letter summarizes our findings to date. Backeround Bonestroo is not the lead engineer on this project and we did not do the feasibility or design work. Barton- Aschman is the lead engineer, they selected us to team with them on the construction phase since they do not provide inhouse inspection or staking services. Barton- Aschman solicited proposals from a number of firms to complete the construction inspection and staking work. We were selected based on qualifications and costs. Our contract for the inspection is with Barton- Aschman. Invoices for our work are passed on to the City by Barton- Aschman. U 0 1 2335 West Highway 36 ■ St. Paul, MN 55113 ■ 612 - 636-4600 1 Inspection Hours As part of our original proposal for Barton- Aschman, we estimated the number of hours to complete the construction phase at between 1550 and 1800 (see attached letter dated April 20, 1995). We have spent 1399 hours on the project through the end of October. We anticipate that approximately 200 hours will be needed to final out the project next year. This project has a number of unique circumstances that required special attention during the construction phase. These items added to the number of inspection hours spent on the project. Some of the special items for this project are: • Low bid contractor required more "hand holding" than normal. • Inspection of the traffic signal was added to our contract. • Additional staking was completed because construction sequence often destroyed hubs. - • Night paving was required on T.H. No. 5. • Contractor worked over 40 hours per week. • Retaining wall and trail changes were made. • Involvement of State, County, and City along with 6 different funding categories. • Project dragged on beyond September completion date. • Barton- Aschman's Project Manager left their firm in August. We think that the project has gone very well. The quality of the project will benefit the City and County for many years to come. Contrast this project with the County's project on the south half of Galpin Boulevard and you'll see a difference. This project should not be used as a guideline for typical engineering and inspection costs. Typical public improvement projects have engineering costs ranging from 14 to 20 percent of the construction costs. These costs are usually split about evenly between design and ' inspection/staking. For example, the engineering costs we had for Project 91 -17 were just under 16 percent of the final construction costs. 0) 1 Benefits of Inspection Inspection on this project was/is critical to providing the City and County with a high quality, long term product. Diligent inspection was also able to save the City money in a number of cases. For example, we were able to reduce the costs of the retaining walls by over $10,000 by finding another contractor to do the work for less than the prime contractor's price. An educated and experienced inspector was used on this project because of it's complexity. The inspector is actually a registered engineer. He dedicated long hours to the project. Reports and Invoices Attached are copies of the invoices to date for the project along with a copy of the inspector's MnDOT reports. The lead inspector was essentially on the site full time from the middle of May until the end of August. Our invoiced hours to date are also summarized on an attached spread sheet.
