Moody's review of the proposed bond issue will be extremely intent. They will double and redouble their analysis as to whether the agreements between the City and County are clear as to our ability to use tax increment to fund our part of the project, is the City guaranteed to be able to use the County's portion of tax increment to reimburse our costs, etc. etc. Springsted/Holmes & Graven have been re- examining these issues for the past two to three weeks. I anticipate their findings/report within the next 15 -20 days. At the time, a feasibility study had been completed and was presented to the Council for improving a section of Powers Boulevard (CSAH 17) from Trunk Highway 5 Ito approximately 2,200 feet south. Following a rather peaceful public hearing and a great deal of debate amongst the City Council, the project was voted down. This action was not the result of any objections received concerning the project, but rather, a lack of comfortable understanding as to what or who Nvas the underlying impetus for the project at that time and even more so, that fact that there was going to be no County funding participation with the project. It is no 2' /z years later and this project is once again coming before the City Council but with a totally new look. The size of the project has more than doubled with the project limits now extending from Trunk Highway 5 south to Lvman Boulevard. In addition, the City has since entered into'a joint powers agreement with Carver County to design, construct and finance this proposed Powers Boulevard (CSAH 17) improvement project. One element that does remain the same from the previous project is t1i proposal to assess the abutting business park properties along the project. Therefore the City is required to take the necessary steps including preparing a feasibility study which identifies the primary project elements, project costs, and proposed special assessments, and hold a formal public hearing on .the project. The project engineer .has provided a ,tentative project as forecasted at this time (see attachment). If authorized, the feasibility study would be submitted to the City `Council atits regular meeting on December 12, 1994 with a public hearing tentatively scheduled forJanuary'9, 1995. During the: ntenm Carver County has schedule a neighborhood informatonal. meeting for December 8, 1994. It is therefore recommended that the City Council authorize the reinitiation of?he feasibility study for the Powers Boulevard (CSAH 17) Improvement Project No. 93- 2p(Carver County Cooperative Project). jms Attachments: Letter from BRW dated November 21, 1994. A public hearing was held on April 27, 1992, for the above-referenced project, which included the reconstruction of CSAH 17 (Powers Boulevard) Minneapolis, from Highway 5 to approximately 2,200 feet south. At that time, the MN 55415 612/370-0700 Council elected to reject the project due to concerns associated with the lack of any County funding. Fax 612/370-1378 Denver Milwaukee Minneapolis Orlando Phoenix Portland San Diego The City has since entered into a Cooperative Agreement with Carver County to upgrade a number of County roadways within the City, including CSAH 17. As a result of this agreement, CSAH 17 is scheduled for reconstruction in 1995. The project scope has also been extended to include the reconstruction of CSAH 17 an additional 5,600 lineal feet to the south to Lyman Boulevard. Seattle An Environmental Assessment Worksheet (EAW) was completed and Donald W. Ringrose approved in September, 1994 for the project. The preparation of the EAW was mandatory as a result of the nature and length of the project. The Richard P. Wolsfeld Thomas R Carroll Craig A. Amundsen Donald E.
