December 28, 2001 Mr. Scott Botcher City Manager City of Chanhassen 490 City Center Drive Chanhassen, Mn 55317 Dear Mr. Botcher, I am writing on behalf of the 2002 Carver County Elected Officials Leadership Program Design Team to share with you our plans for the 2002 Carver County Elected Official Leadership Program. The 2001 Leadership Program had great feedback, participation and interest, thus a 2002 Design Team was formed, content planned and letters of invitation are going out. The 2002 Leadership Program will again seek to support the leadership of elected officials through a series of workshops to all levels of local government. This year's workshops will offer leadership and management tools designed to understand and address local complex policy issues around the Carver County Quality of Life Indicators. More specific content is included on the attached 2002 program overview. The Carver County Quality of Life Indicators is a report that provides key information (currently around 40 key indicators) to community leaders. It is a tool to utilize in decision making and ultimately maintain and improve the quality of life in Carver County. The Leadership Program is again being sponsored and planned by a design team of nine Carver County elected leaders representing various councils and boards across the county with the University of Minnesota Humphrey Institute, University of Minnesota Extension Service, Carver County and Ridgeview Medical Center. The University of Minnesota Humphrey Institute is also currently working with elected officials from the State Legislature on a similar program. Many of you had council or board members participate in one or more of the 2001 Carver County Elected Officials Pilot Leadership Program Sessions. It is our goal that those that attend share the information with the remaining council or board members as well as staff. At the last session, held Nov. 28th, they received an overview of the 2002 program along with a registration form to share with their council or board. Your council or board chair will be receiving a letter in the next day or so to remind them to decide on one less majority per board/council to register for the 2002 program. Last year, Southwest Metro Transit provided service for Chanhassen for such events like the Dave Huffman 5K run and a senior center outing to Como Zoo. The 20 hours will be available during off-peak hours on days we operate (Monday-Friday). Any weekend service will be offered at our marginal costs for service. This year we have scheduled a majority of these meetings 1/2 hour prior to your regular scheduled meeting with the intention of eliminating an extra meeting date for the boards. Box 147 Chanhassen, MN 55317-0147 Dear Todd: The Southwest Corridor Transportation Coalition is gearing up for the next legislative session and we look forward to your continued financial support and active participation in our efforts. We were delighted to hear from Congressman Mark Kennedy that Congress has included $3 million for the New Highway 212 project in the Transportation Appropriations bill, which has been signed by President Bush. Congressman Kennedy has worked hard to make this happen and has worked with the coalition to make sure that these dollars would be put to the best use in advancing the realignment project to construction. The Coalition is continuing this dialogue with MnDOT to apply these additional federal dollars to advance the design of this project. The Coalition has reorganized its Board of Directors and the Board will be meeting on a regular basis to help guide the activities of the Coalition. I have attached a list of the Board members and encourage you to let me know if you would like to be more involved with our activities. At the last membership meeting of the Coalition, it was agreed that now is the time for the Coalition to become more aggressive in its efforts to complete the construction of the New Highway 212 and the environmental work west of Carver County Road 147. The lnelnbership also felt that the Coalition needs to continue to xvork on behalf of increased capacity for Trultk Highway 5 west of Trunk Highway 41. To that end, the Board of Directors has established a budget for the coming year that would increase the work of the facilitator, Fred Corrigan, and to add a communications element to our efforts to expand our message to residents and businesses along the entire 212 Corridor and along Highway 5. This increased program will require the Coalition to increase its dues for the first time in many years and to reach out to additional public and private entities. I have attached an invoice for membership dues for your organization for the calendar year 2002. We appreciate your attention to this request and hope that you will be able to support this increased effort. Please let me know if you have any questions about the coalition or this request. We believe that we can be successful in moving the New Highway 212 up on the state's construction schedule and continue to discuss capacity needs on Highway 5.
