Dear Todd:
As a follow up to our phone conversation of October 12, 1995 in regards to the outlot
A or park area concept plans drawn by your consultant. I am very concerned about the
course that you have been determined to take regarding the grading of the outlot. If I
understood you correctly your consultant erred in the two plans for the park - area by
assuming that the grades on our plan were at one foot intervals. This would effectively
double his estimates of material to be removed from the site.
At the city council meeting both plans were acceptable layouts for the park. The layout
with the least grading was the design of your preference. At the council meeting this
plan would have generated less then 3000 cubic yards of fill material for our
development. A secondary plan is a grading plan that would have generated
approximately 6000 cubic yards of material. Both plans seemed to satisfy the council.
The issue of concern to the council as brought up by you and your consultant was the
accuracy of our grading plan which has approximately 12,000 to about 13000 cubic
yards of material being removed from the park. This material is required on our
development. In your memo to council it was inferred that our grading plan would
remove trees and that the grading would create a site that would be substantially lower
then Galpin Blvd.
We represented to the council a conservative number of 15,000 cubic yards of material
required to be removed from the outlot. Our plan in reality is between 12,000 and
13,000 cubic yard of material removed. I represented to the council that we would
grade to our elevations plus or minus one foot. I provided the council a cross section
of the grading plan that indicated that the elevations were at least level with Galpin
Road or higher.

Dear Ms. Al -Jaff:
In response to the proposed approval of Ref: 1, the City
Staff developed five alternate area development proposals as
documented in Ref:2. The City Staff also designated one of the
five alternatives (Option E) as the preferred method of area
development. The undersigned property owners whose property
adjoins the proposed plat and would be most impacted by Option E
are unanimously opposed to Option E. The reasons for this are
as follows:
1. Constructing a public street down the middle of these
subject properties is detrimental to the Kerber and
Petersen properties. In the case of the Kerber property
the lot values would be significantly impacted, due to
the loss of walk -out topologies and is estimated to
double the development cost. The Petersen property
would gain one lot which is of marginal economic value.
Both Robert Petersen and Larry Kerber are opposed to
Option E.
2. The addition of a cul -de -sac to the Ravis property
has been estimated to cause a 20% decrease in the value
of the existing home and a significant decrease in the
value of proposed Lot 2.
3. Mr. Kohman desires any development to have minimal
impact on his property. The cul -de -sac will cause
significant traffic noise to the family areas of the
Petersen, Ravis and Kohman properties.
The adjacent property owners recommend the following
alternative and support approval of the preliminary plat of
Golden Glow Acres with the following conditions:
1. The applicant shall be responsible for extending
water to the north line of Lot 2.

2. The City Council grant a variance to allow for five
houses on a private driveway as provision for possible
development concurrently or in the future by William
Infanger. Russell Kohman has indicated no desire to
subdivide his lot now or in the future.
3. The Ravises agree to grant to William Infanger access
to the private driveway and utilities (water and sewer)
should it be needed concurrent with the Golden Glow
development or as part of a future Infanger development.
The cost to him will not exceed 25% of the cost of the
water, sewer and driveway specific development and
construction costs of Golden Glow Acres.
We are willing to meet with City Staff to discuss the
above matters as soon as a meeting can be arranged.

This request is being submitted in response to your�bctober 10, 1995 letter regarding the BWSR
grant for administration of the Wetlands Conservation Act. As you are well aware, Chanhassen is
very proactive in the natural resource department. In addition to the administration of the WCA, we
are going to set up a plan to modify the City's existing Surface Water Management Plan to meet the
state and federal agency requirements to provide a "one stop shopping" scenario. We are also in
the planning stages of starting a monitoring program. ,This includes the purchase and use of
monitoring equipment, analysis of samples, and calibration of our water quality model in an attempt
to identify wetland protection needs M We have received a Wetland Conservation Act General
Permit 17 Implementation Grant 'from BWSR. Enclosed is the work plan. We will be
purchasing the monitoring equipment with that grant match; however, we did not request funding
for the program's implementation. Therefore, I think it is appropriate to include this funding in
our request for the WCA grant. ,The following table outlines the cost of our wetlands program:

I hope this information is suitable for the County Board's approval. I understand that the County 1
can match up to half of the City's cost of the WCA implementation, but this will be based on the

total requests. I would like to know what kind of report you will need on City expenditures.
Since most of the money is associated with personal time, I am assuming I could show you the

WORK PLAN AND BUDGET
INTRODUCTION
The City of Chanhassen has prepared the following work plan as part of the General Permit 17 Wetland '
Regulatory Simplification Grant for the Board of Water and Soil Resources. The City has been striving
to obtain local one stop shopping for the administration of all wetland impacts, but has failed to receive '
any recognition for its Surface Water Management Plan (SWMP) let alone comments for what is needed
to allow one permit application to work. The City plans to identify the steps needed in order to make this '
happen so all LGUs can move forward in this direction. Furthermore, the City plans to purchase some
water quality equipment in order to analyze the water quality at pilot sites in the City. This will help us
calibrate the modeling in the City and identify the effectiveness of the SWMP's water quality criteria on ,
the various types of wetlands.

ruining all of our neighborhood gar and flowers -- and a menace on the roads!!

just to summarize our conversation. You remember
about a year and a half ago when we had a very
different conversation regarding some complaints
I had concerning your inspection department, i.e.
scheduling and personnel. You assured me at that
time that things would be corrected and I'm de-
lighted to acknowledge that things have indeed
been corrected! The cooperation I receive from
the girls on the phones scheduling inspections
is outstanding. Randy Debner, in his first year
of septic inspecting, has shown great ability and
is very cooperative. Steve Kirchman is extremely
pleasant, well organized, very informed and is the
politest inspector I've ever had the pleasure of
dealing with. As far as I'm concerned, Scott, you
and your team are No. I!!
