Mayor Furlong called the work session to order at 5:35 p.m.

DISCUSS MINNEHAHA CREEK WATERSHED DISTRICT AMENDMENT TO
SURFACE WATER MANAGENT PLAN.
Terry Jeffery updated the council on Minnehaha Creek Watershed code amendments and local
st
water management plans and it’s impact in Chanhassen explaining that September 1 is the
deadline for communities to implement these changes or show substantial progress towards
making those changes. Mayor Furlong asked how the City can meet the load reduction goals.
Councilwoman Tjornhom asked staff to clarify the statement that the City needs to be consistent
but doesn’t need to adopt these rule changes. Mayor Furlong asked about dealing with private
property rights versus State, County, and Watershed District controls. Todd Gerhardt asked staff
to explain the approval process for the plan amendments with the Watershed District and City
Council. Mayor Furlong asked how the City’s plan conforms currently to the proposed changes
(more restrictive or less restrictive) and asked that staff bring back information to evaluate how
Chanhassen compares to other communities.
DISCUSS ALTERNATIVE ANALYSIS FOR CR 18 (LYMAN BLVD) BETWEEN CSAH
13 (BARVARIA ROAD) AND TH 41.
Paul Oehme reviewed the purpose and need for this road construction project, the proposed
construction schedule, traffic analysis numbers (volumes before and after construction of
Highway 212), schematic of a typical roadway section, cost estimates and information submitted
to Carver County regarding existing congestion and safety concerns. Mayor Furlong asked about
capacity levels for different stretches of highway in Chanhassen. Councilman McDonald asked
staff to explain who’s going to use this section of roadway when there’s no development down in
this area and since the money’s not in the CIP, where will the money for this project come from.
Councilman Laufenburger asked how estimated right-of-way acquisition costs compare with
other projects and if the City doesn’t support this project, can the County do it anyway.
Councilwoman Ernst asked why the City would or should support this project. Paul Oehme
explained that this project is out for comments and staff will continue to monitor progress of the
planning process.

DISCUSS 2012 STREET RECONSTRUCTION PROJECT AND OVERVIEW OF 5
YEAR CAPITAL IMPROVEMENT PROJECT (CIP)
Paul Oehme reviewed the purpose and need for the projects proposed in the 5 year CIP. The
Minnewashta Heights neighborhood reconstruction project in 2012, and the Utica neighborhood
scheduled for mill and overlay in 2013. Mayor Furlong asked if the PCI numbers suggest
reconstruction in this area. Paul Oehme explained that reconstruction is not recommended due to
limited space for storm water management. The Dartmouth Drive/Cypress Drive, Barberry and
Arbor Lane neighborhood is scheduled for 2014, and a portion of the Carver Beach Area, Lake
Drive East/Dakota Lane are proposed for mill and overlay in 2015. A proposed change to the 5
th
year CIP is accelerating construction in the Kiowa Trail and 96 Street which sustained
significant damage over the winter.
Mayor Furlong adjourned the work session at 7:00 p.m.
