The full project plan set consists of more than 40 sheets and is too large to be included with the packets. A copy of the full plan set and specifications is in my office should anyone desire to review or discuss them. ' This �roject consists of reconstructing Galpin Boulevard to an urban roadway section (similar to Phase I north of Timberwood Drive) with concrete curb and gutter, storm sewer, trails, and landscaping. Carver County will be administrating this improvement project and it is their intent to begin construction in September and substantially completed by November. Both the City and the County agree that it would be of benefit to conduct this improvement and the associated road closure and detour yet this year since Powers Boulevard (CSAH 17) between Trunk Highway 5 and Lyman Boulevard is scheduled for reconstruction next year. Due to very tight time constraints in the project plan preparation and submittal for State Aid ' review and the fact that the fall planting season is not compatible with the project schedule, a landscape plan is not included in this plan set. However, a landscape plan will be prepared over the winter by the consultant, Barton- Aschman, and presented to the City Council for review and ' approval. The landscape plan is intended to be consistent with the plan north of Timberwood Drive and will work well for a spring planting. It should also be noted that NSP will prepare a lighting plan and cost estimate for the entire segment of Galpin Boulevard from Coulter ' Boulevard to Lyman Boulevard. This decorative lighting will be similar to that on Minnewashta Parkway. 1 Don Ashworth August 8, 1995 Page 2 Finally, I am sure the Council is becoming familiar with the fact that MnDOT requires the establishment of "No Parking" on all Municipal State Aid and County State Aid improvement projects. This restriction on Galpin Boulevard would potentially affect three existing residential properties and the City cemetery. However, special occasion parking permits can be obtained from the City to accommodate these relatively infrequent situations. It is therefore recommended that the City Council approve the plans and specifications for the Galpin Boulevard (CSAH 19) Phase II reconstruction project between Timberwood Drive and Lyman Boulevard (CSAH 18) dated August 4, 1995, (Carver County project) and that no on- street parking be allowed on Galpin Boulevard from TH 5 south to Lyman Boulevard. ktm Attachment: 1. A RESOLUTION ESTABLISHING A NO ON- STREET PARKING ZONE ON GALPIN BOULEVARD FROM TH 5 SOUTH TO LYMAN BOULEVARD WHEREAS, on August 14, 1995, the City Council approved the plans and specifications for the Galpin Boulevard Phase 11 Improvement Project (Carver County Project, S.A.P. 10- 619 -04; and WHEREAS, the City of Chanhassen is currently reconstructing Galpin Boulevard (Phase I) north of Timberwood Drive under State Aid contract, and 1 WHEREAS, State Aid maintenance and future needs funding is desired to continue for this road; and WHEREAS, MnDOT plan approval for this project requires that no on- street parking be allowed on either side of Galpin Boulevard (from TH 5 south to Lyman Boulevard) following the completion of the Phase I and Phase II improvement projects. NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council that no on- street parking be allowed on either side of Galpin Boulevard (from TH 5 south to Lyman Boulevard) following the completion of the Phase I Improvement Project No. 93- 26A, S.A.P. 194- 116 -01 and Phase 11 Improvement Project, S.A.P. 10- 619 -04.
