Attached please find material from City of Chanhassen Stable Inspector Carol Dunsmore and
Chanhassen Water Resources Coordinator Diane Desotelle regarding the above stable permit re-
applications. The procedure is that the City publishes a notice in the newspaper when a stable
permit is up for renewal, requesting any complaints.
We did receive one complaint regarding both addresses. Because of the nature of the concerns
expressed, Carol Dunsmore and Diane Desotelle did follow up on the complaint, outlining their
response in the attached memorandum.
RECOMMENDATION
It is the recommendation of staff that these two stable permits be issued.

This memo is to respond to a complaint (copy enclosed) received regarding the issuance of two
stable permits for 1995:
Ann & Tom Nye 1641 West 63rd Street
Russ L. Stoddart 1611 West 63rd Street
BACKGROUND
The complainant stated that the pasture runoff from the above two addresses is polluting Clasen
Pond.
ANALYSIS
On June 21, 1995 we inspected the two stable properties. The Stoddart property is a dirt pasture
with no grass. We could readily confirm that Mr. Stoddart cleans up after his horses since there
was no manure present. The Nye's pasture at 1641 West 63rd just east of Stoddart's property
was also clean of manure.
The complainant requested a water quality pond east of the horse farms and just west of Clasen
Pond. Unfortunately this would not enhance the quality of the pond water. Clasen Pond must
have a long history of pollution impacts because the majority of the water quality problems and
odors associated with the pond are within the pond itself. Last year City staff took samples from
the pond. Phosphorus is a good measure of the nutrients associated with a water body and the
levels of phosphorus were extremely high in Clasen Pond. In addition, there was no oxygen

there was no oxygen below 5 feet. Without oxygen, there will be no vegetation or fish and
most of the activities in the pond will be under anaerobic (no oxygen) conditions. This is
what produces the sulfur -like odors from the pond.
The horse farms to the west are very clean. The owners are quite meticulous about picking
up the manure and there is also a grass area where the water runs through before entering the
pond. Stormwater runoff filters through a vegetated swale before entering into a culvert which
discharges the runoff under Yosemite Road through a wooded area and then into the pond.
A good solution for Clasen Pond is treatment to the pond itself to reduce the amount of
phosphorus coming up from the bottom of the pond. When the land south of the pond is
developed, the City will require water quality treatment ponds and possibly at that time the
City and the residents may want to review the benefits of treating the pond itself.
RECOND ENDATION
Staff recommends the City Council approve the 1995 stable permits for 1611 West 63rd
Street and 1641 West 63rd Street. These horse pastures are suitably maintained, and do not
contribute to Clasen Pond's existing condition.

Dear Sir:
' Mary Emmer and I live at 6321 Yosemite Ave. Part of our property
includes part of Clasen Lake that lies east of the Stoddart and
Nye properties.
The Stoddart horse pasture drains into Clasen Lake through the
Bogema property 4t 6371 Yosemite. The Nye's eas pasture drains
through Stoddart's lot into Clasen Lake. Both pastures have very
' little grass most of the year.
Clasen Lake is thirty feet deep at the center, is spring fed in
part and has the potential to be a clear lake. It drains into
Christmas Lake by a stream through the subdivision just east of
Clasen Lake.
' The lake appears to be dying and has a very strong methane smell
in winter.
' The run off from these two pastures should be modified by at
least two settling ponds on the Stoddart property just west of
Yosemite Avenue. Very heavy nutrients pollute the lake year round
' after rain and especially at the spring run off.
We are asking that appropriate settling ponds be required as a
■ condition of the issuance of these permits.
