SUBJ: Approve Plans and Specifications and Authorize Advertising for Bids for Lyman
Boulevard Surcharge Contract - Project No. 93 -3213-1

I am sure you and many of the Council will recall that the Phase I portion of the Lyman
Boulevard Reconstruction and Lake Riley Area Trunk Utility project was substantially completed
last fall. Phase I basically consisted of the installation of trunk watermain along Trunk Highway
101 from the Chanhassen Hills subdivision north to 86th Street and east through the Mission
Hills development.
Phase II of the overall improvement project consists of the reconstruction of Lyman Boulevard
and Lake Riley Boulevard and the extension of trunk sanitary sewer and watermain south along
Trunk Highway 101 and east along Lyman Boulevard. The Phase II portion of the project was
officially ordered by the City Council last October.
During the preparation of plans and specifications for the Phase II portion of the improvement
project, a geotechnical investigation was conducted. The geotechnical investigation revealed that
there are two areas of poor quality soils along the proposed widening portion of Lyman
Boulevard apprdxI "mately 1/8 of a mile east of the junction with Trunk Highway' 101 and at the
intersection of Lyman and Lake Riley Boulevards. There are basically two options to remedy
the situation. The first is to surcharge the soil and the other is to remove the poor material. At
this point, due to the economics associated with the extensive depth of the poor material required
for removal and the current time schedule for the road construction, it is recommended that a
surcharge operation be conducted. This is the most cost - effective solution.
The surcharge operation is expected to take six to nine months to stabilize the subgrade. It is
anticipated that the contract for Phase II will be let later this fall, with the intent of completing
some off -road utility work this year; however, the remainder (bulk) of the contract and road
construction would take place in 1996. Therefore, it is important that the surcharge material be
placed as soon as possible so that it is completed by next summer. As such, staff recommends
that a separate contract for the surcharging operation be prepared and let this summer.
The project engineering consultant (OSM) has prepared the plans and specifications for this
contract. The engineer's estimate to complete the surcharging operation is estimated to be
approximately $125,000.00. It is therefore recommended that the City Council approve the plans
and specifications for the surcharge operation on Lyman Boulevard and authorize advertising for
bids, Project No. 93- 32B(1).

SUBJ: Accept Sanitary Sewer and Water Improvements in Stone Creek 5th Addition
Project No. 9416
Staff has received a letter from Mr. Derrick Passe, Project Engineer with Passe Engineering, Inc.
requesting the City consider acceptance of the public utility improvements in the above -
referenced project. According to Mr. Passe, the public utility improvements have been completed
in accordance with the approved plans and specifications including the first lift of bituminous
asphalt. The public utility improvements have been tested and approved by City staff. Staff has
performed a walk- through inspection of the project and found that some minor adjustments are
required by the contractor prior to final acceptance by the City. For the record, the utility portion
of the project shall include only the watermain and sanitary sewer system. The storm sewer and
ponding facilities shall be considered for acceptance upon completion of the final wear course
(streets).
It is therefore recommended that the City Council accept the public sanitary sewer and water
improvements in Stone Creek 5th Addition, Project No. 94 -16, for perpetual maintenance and
ownership conditioned upon the developer and/or contractor supplying the City with an
acceptable maintenance bond guaranteeing the utilities for a two -year period commencing on the
date of acceptance and the contractor completing any outstanding punch list items by July 31,
1995.

1 completed through the bituminous base course. The final
bituminous wear course will be completed in July 1996. I certify
that all utility and street construction completed to date on this
project has been done in conformance with the approved plans and
1 specifications. We hereby request the city take over ownership
and maintenance responsibilities, and that all sureties placed by
Hans Hagen Homes, Inc. for the same be released.
