SUBJ: 1996 Southwest Metro Drug Task Force Cash Match and Resolution
The purpose of this memo is to seek authority from the City Council to enter into an agreement
with the Southwest Metro Drug Task Force to maintain our involvement in 1996. As in the past,
the Task Force is required to receive a commitment from cities to be involved in order to seek
the reimbursement grant for next year. The cash match has remained under $10,000.00 per city
each year that the cities have been a part of the Task Force, and while the final figures have not
been specified, it will be at or just under $10,000.00.
After advising the City Council and Public Safety Commission in advance that this item would
be on the July Public Safety Commission agenda, the Supervisor of the Drug Task Force did
provide a report on the unit. After discussion, the Public Safety Commission voted unanimously
to endorse our continuing as a member of the Task Force in 1996.
RECOMMENDATIQN
It is the recommendation of staff that the Chanhassen City Council pass the attached resolution
authorizing Chanhassen, as a member of the Southwest Metro Drug Task Force, to enter into a
contract with the Department of Public Safety in order to obtain financial reimbursement, and to
' commit to providing the 1996 cash match at or just under $10,000.00.

1996 DRUG TASK FORCE COMMITMENT
At the July 13th Public Safety Commission Meeting at 7:00 PM, representatives from
the Southwest Metro Drug Task Force will be in attendance to discuss the
organization in preparation for my submitting to the City Council a formal
resolution that we continue in 1996.
In order to obtain Federal grant' 'monies; the 13 agencies thaf comprise the Southwest Metro
Drug Task Force:,(Carver County, Scott County, McLeod County, Excelsior,. Greenwood,
Tonka Bay, Sho ewood,,Chaska, Shakopee, Mound, St. Bonifacious, Minnetrista and
Chanhassen) are required to'pas*s by resolution, a commitment to continue their membership
for the following year. The City of Chanhassen, as a charter.membei of the organization, has
budgeted $10,000.00 each year since the task force began in 1987.
Last year, I erred in merely providing the Council with a draft of the resolution and a short
memo recommending it be passed. At least one Council Person had questions, so this year I
wanted to be sure that any questions receive the time necessary to address them.

I have scheduled as an agenda item for the July 13th Public Safety Commission Meeting an
update on the status of the Drug Task Force by Sgt. Wolff, the Supervisor of the Unit. He
will bring us up to date on the activity of the Task Force, as well as future direction. It will
be my recommendation as a Public Safety Director, that we continue as a member of this
multi jurisdictional operation.

A RESOLUTION ENTERING INTO AN AGREEMENT WITH THE STATE OF
MINNESOTA FOR REIMBURSEMENT MONIES THROUGH THE FEDERAL
ANTI -DRUG ACT OF 1986
WHEREAS, the Minnesota Department of Public Safety has been designated to administer
Enforcement funds available through the Federal Anti -Drug Abuse Act of 1986; and
WHEREAS, the City is eligible to receive funds for services set forth in its grant application;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chanhassen as
follows:
1. That the City enter into an agreement with the State of Minnesota, Department of
Public Safety, to reimburse the City for monies spent for approved activities in
connection with this grant application.
2. That the City Manager is hereby authorized to execute said agreement and any
amendment thereto.
Passed and adopted by the Chanhassen City Council this 24th day of July, 1995.
