BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 I MEMORANDUM ' TO: Don Ashworth, City Manager FROM: Diane Desotelle, Water Resources Coordinator DATE: July 20, 1995 ' SUBJ: Change Order for Wetland Restoration and Trail Construction - Powers Boulevard Reconstruction Project No. 93 -29 and Yuma Drive/ Lotus Ravine Water Quality ' Project - SWMP 12A City Council awarded the bid for the Wetland Restoration and Trail Construction along Powers Boulevard and the Yuma Drive/ Lotus Ravine Water Quality Project located near the northwest ' arm of Lotus Lake to Jay Bros., Inc. with the deletion of the excavation of approximately 3,500 cubic yards of wetland materials. This was done under the idea that the Park Department would perform the excavation of materials associated with the wetland restoration and trail construction ' off of Powers Boulevard. The original bid from Jay Bros., Inc. was to excavate the materials at $15.60 per yard. Since this bid was very high, staff attempted to do the project. In the process, we found two park sites to haul the material to and Jay Bros., Inc. has re- evaluated their original bid and offered a rate of $7.40 per yard. This new rate was adjusted after the haul sites were found and they further evaluated the soils. ' ANALYSIS Although the bids were high for this project, staff has made every effort to bring the price down ' while still maintaining efficiency and allowing the project to commence. The Park Department had agreed to perform the excavation of the wetland; however, this would put them behind in the ' other projects they should accomplish this construction season. It seems that it would now be worthwhile to have Jay Bros., Inc. perform the additional excavation of approximately 3,500 yards of material and transport it to the park sites under the supervision of the Park Department. The total amount of the bid award would then be approximately $138,000, which is still about $28,000 less than the original bid. The additions, revisions and corrections contained herein shall be made to the contract documents for the project and shall be come a part of the Scope of Work. Description of Changes: A. The contract is proposed to be amended to perform muck excavation necessary to construct the wetland mitigation area. The original contract quantity for muck excavation was reduced by 3 960 cubic yards due to an unacceptably high unit bid price of $15.60 per cubic yard_ The contract was subsequently awarded with the condition that the City Parks Department Staff would perform the muck excavation work deleted from the contract. Based on further site investigation of the existing soils, the Contractor has proposed to perform the muck excavation work at a unit price of $7.40 per cubic yard_ The proposed unit price of $7.40 for muck excavation is reasonable for the scope of work to be completed.
