Requested Action:
Approve acquisition of a temporary salt & sand storage unit.
Discussion:

Need:
The City of Chanhassen currently uses a salt-sa.nd mixture during the winter to
Provide traction and melt ice on the City's public streets. The City currently
has no storage unit, which means the City is forced to store these materials in
stockpiles, which are exposed to the elements. This exposure causes material
loss through erosion and exposure to moisture. The current stockpile is
adjacent to a wetland complex. The complex as yet has not shown any
adverse effects; however, continued stockpiling without protection from wind
and rain could eventually cause impacts.
In addition, this open-air storage does not comply With the City's Zoning
Requirements and is not consistent with the City's emphasis on wetland and
surface water quality. Additional information regarding road salt and
pollution prevention is attached.
Description:
Attached is a brochure for this type of unit. The unit proposed by City Staff
would be 40' x 80' and would be installed in the same location currently
occupied by the existing salt-sand pile at the City Public Works Facility.
Carver County has installed a larger version of the unit shown in the brochure
and has been pleased with the product. Staff is recommending a silver or gray
shell over white or gray support frame. It is felt these colors will be less
obtrusive than a white or dark colored shell.
Engineering Staff has discussed the potential unit with Planning Staff. Based
on those discussions it appears that this type of unit does not require any
Planning Approvals. "
Cost and Financing:
The City has received two quotes which are attached in the amounts of
$27,288 and $29,048.77. Both quotes include engineering, delivery, and
installation.

Staff has identified two sources for financing: Storm Water Utility Fund
(50%) and the Street Maintenance Operating Fund (50%). The Operating
Fund dollars are due to one time savings experienced in the Street Department
in 2002 due to:
a) A decreased sand/salt usage during the 2001/2002 winter and
projections for 2002/2003. (The weather conditions that allowed this
are not typical for Minnesota.)
b) The City was able to capitalize on available recycled asphalt to reduce
the maintenance materials purchased in 2002.
The storage unit would be expected to b~.i.n._g§~e.f~or 102_[.5 years. The City has
a permanent salt and sand storage unit scheduled in the CIP in the year 2005,
which is estimated to cost $200,000. This purchase would delay and
potentially eliminate the need for a permanent structure, as alternatives to salt
and sand become more attractive.
Timing:
Staff would like to have the storage unit in place prior to stockpiling of
materials for the 2002/2003 winter. Delivery and installation is anticipated to
require a minimum 2 months lead-time. Therefore, Staff is requesting
authorization to proceed with this project as soon as possible.
