6. Set Public Hearing Dates and Adopt 1996 Maximum Proposed LevyCITY OF G CHANHASSEN MEMORANDUM 690 COULTER DRIVE • P.O. BOX 147 0 CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 ' TO: Mayor and City Council FROM: Don Ashworth, City Manager ' DATE: September 7, 1995 ' SUBJ: Set Public Hearing Dates and Adopt 1996 Maximum Proposed Levy I originally set this as a consent agenda item, knowing that it probably would not survive. However, the county auditor is still working on valuation changes from levy year 1994 to levy year 1995. Accordingly, I was not able to include what percentage change occurred, nor ' could I suggest a levy amount that, in my opinion, would not create a property tax increase. The auditor's office has assured me that this information will be available by noon on Friday. ' At our last work session, the city council suggested that the date for the official Truth in Taxation hearing be set for December 6, 1995 (see attached "budget calendar "). Staff is recommending that the council officially act to set the hearing date for December 6, 1995. The second portion of this item —Adopt 1996 Proposed Maximum Levy — sounds like its an attempt to set the levy at the maximum extent possible under state law without considering why you are making the levy. That would be an incorrect interpretation of what we are attempting to do Monday evening. The "maximum" referred to under state statute recognizes that each jurisdiction must submit to the county a levy amount for inclusion in the Truth in ' Taxation notices,',; Again, the amount set at the initial hearing, Monday evening, is the amount that cannot be exceeded in December which is the basis for this evening's action being ' labeled "maximum levy." Again, I should have the actual growth rate that has occurred during the past year by Monday evening. 0 f L 1996 BUDGET CALENDAR IAuqust 08/10/95 Finance Distribute budgetary worksheets to departments heads 08/21/95 Public Safety/ Budget Work Session - Public Safety 1996 budget requests Council 08/22/95- Finance Prepare 1996 Personal Services Projections 09/08/95 ISeptemberl 09/08/95 Park & Rec/ 1996 budget requests & commentary to Finance for compilation & review by City Manager Planning/ MN Dept of Rev Department of Revenue notifies City of HACA distribution 09/11/95 Council Council sets public hearing dates & adopts 1996 maximum proposed levy 09/12/95- Finance/ Prepare 1996 Revenue Projections 09/22/95 City Manager 09/15/95 Finance Certify to the County Auditor dates for public hearing and continuation hearing, if necessary 09/15/95 Finance Certify to the County Auditor the maximum proposed property tax levy for payable 1996 09/18/95 Park & Rec/ Budget Work Session -Park & Recreation and Planning 1996 budget requests Planning/ Council 09/22/95 Public Works/ 1996 budget requests & commentary to Finance for compilation & review by City Manager Administration October 1 10/02/95 Public Works/ Budget Work Session - Public Works /Administration /Spec Rev Funds /Rev Projections Administration/ Council 10/16/95 Administration/ Budget Work Session -How to Balance the Budget Council 10/17/95- Finance Produce Proposed 1996 Budget document 10/31/95 November 1 11/06/95 Administration/ Budget Work Session - Present Balanced Budget Council Carver County Truth in taxation Notices mailed by the County Treasurer 11/30/95 Finance Advertise Notice of Truth in Taxation Hearing 2 -6 days prior 1996 BUDGET CALENDAR !December 1 12/06/95 Council Truth in Taxation Hearing, 7:00p.m. 12/13/95 Council Continuation hearing, if necessary, 5 -14 days following, 7:00p.m. 12/11/95 Council Formal Adoption of 1996 Budget & Tax Levy 12/18/95 Council Alternate date for Formal Adoption of 1996 Budget & Tax Levy, if Continuation Hearing required 12/28/95 Finance Certify to County Auditor the final adopted property tax levy for payable 1996 12/28/95 Finance Certification of Truth in Taxation to Minnesota Department of Revenue January Finance Produce final 1996 Budget document r I I u Office of County Auditor Carver County Courthouse 600 East 4th Street, Box 1 Chaska, Minnesota 55318 -2184 CARVER Phone: 361 -1910 COUNTY 442 -4468 446 -1722 Fax: 361 -1025, 361 -1581 0 ?-- Mark Lundgren County Auditor Laurie Engelen Deputy County Auditor RECEIVED AUG.1 4 1995 QTY OF CHANMA66EN MEMORANDUM TO: City of Chanhassen FROM: Mark Lundgren DATE: August 10, 1995 RE: Truth in Taxation hearings Please complete the bottom portion of this memo with the dates for your Truth in Taxation hearing and continuance.
