Specifically, Councilman Berquist contacted me earlier in the week stating that he would not be able to attend Monday evening's meeting. He felt very strongly that this item should be voted on by all council members. An additional reason for tabling is to assure that the dollars anticipated to be available through tax increment will in fact be available. Specifically, the city council requested that Springsted 1 review the existing tax increment projections prior to the city making any commitment for bonding for county roads. That report has been delayed for two reasons: 1) Carver County has decided that County Road 17 cannot be a 1995 project, and 2) changes in property values have not been available from the Assessor's office. At our last work session, Todd Christopherson reported and recommended that the project not be phased„ i.e. public safety wing built in 1995 with administrative offices /library/senior expansion occurring in 1996. I believe that Todd's points were correct, but if the second phase could in fact be put off for 3, 4 or 5 years, the same answer would not be given. Accordingly, staff.is again reviewing the phasing concept and should have an answer to the tax increment question within the next two weeks. It may very well be to our advantage to ' ensure that the dollars are in fact on hand rather than being "projected revenues" available in 1998 or 1999. Again, tabling action on this item is recommended. 1 1
