Update on Halla Great Plains Addition Final Plat, Development Contract and
Construction Plans and Specifications Approval - Project No. 95 -13
On June 26, 1995, the City Council approved the final plat for Halla Great Plains Addition
conditioned upon a number of conditions. One of those conditions was that the applicant enter
into a development contract with the City and prepare the necessary construction plans for the
site development. Approval of the development contract and construction plans and
specifications for Halla Great Plains Addition has been pulled three times for City Council
agenda due to changes in the final plat, items missing from the submittal or trying to resolve a
few disagreements in the conditions of approval.
Staff has been meeting with the applicant to resolve the differences in the conditions of approval.
' We have resolved most of the differences. It appears that this approval process is being dragged
out by means of either miscommunications or failure to submit the necessary items. Therefore,
we are sending a letter (attached) to Mr. Halla outlining the remaining items that need to be
' completed and /or submitted to staff in order to proceed with the approval process. We are also
giving Mr. Halla�a deadline of October 13, 1995 to have all of these items submitted or staff will
prepared a report to the City Council for the October 23, 1995 City Council meeting
' recommending rescinding the previous plat approval.

Dear Mr. Halla:
Apparently there has been some miscommunication in the past with regards to items needed
by the City in finalizing the plat, development contract and construction plans for your
development. At our last meeting on August 21, 1995, we discussed changing the two outlots
(B and C) into buildable lots contingent upon finding acceptable septic sites. After
discussions with Building Official Steve Kirchman it appears that there are acceptable sites on
the outlots if the streets are slightly modified. As we have discussed we were open to the
idea of shifting the street to give you these additional buildable lots. As a result of this
change, staff indicated we would need a new final plat showing the changes and a new lot
area tabulation for each lot. To date, we have not received these items and therefore are
unable to proceed with approval of the development contract and construction plans and
specifications. In an attempt to further clarify the items needed I have listed below the items
that need to be submitted to the City before approval of the development contract and
construction plans and also items that are needed to be completed before the final plat is
recorded. These items are as follows:
ITEMS TO BE COMPLETED BEFQRE APPROVAL OF FINAL PLAT, DEVELOPMENT,
CONTRACT AND CONSTRUCTIONS PLANS.
1. Submit 10 folded copies of the final plat showing Outlots B and C as lots and blocks.
2. Submit a lot area tabulation for the entire plat.
3. Revise and provide 10 folded copies of the landscape plan including the area along
Pioneer Trail (County Road 14) as we discussed at our August 21, 1994 meeting.

4. Submit boring logs of borings done at each proposed ISTS site with a unique
' identification for each to the Building Department and indicate boring numbers for
each site on the site grading, drainage and erosion control plan or some other
' acceptable plan.
These items must be submitted to the city by October 13, 1995 or staff will prepare a report
' to the City Council for the October 23, 1995 City Council meeting recommending rescinding
the final plat approval and therefore eliminating your plat. This would result in changing the
density to one unit per ten acres for future development.
' ITEMS TO BE COMPLETED BEFORE RECORDING OF THE FINAL PLAT
' 1. Evaluate existing ISTS on Lot 10, Block 1 and repair or replace the ISTS if it is a
failing or non - complying system. Repair or replace, if necessary. Must be done in an
acceptable ISTS site other than the site currently labeled as "secondary" site.
' 2. Protect ISTS sites as detailed in the June 12, 1995 letter from Steve Kirchman.
