Cities can request advancement of state aid funds, without interest, if the state aid account has
enough funds to cover the requests. The advancement of state aid funds for this project is to
Planning &
help pay for the City's portion of the improvements. The City was responsible for 45% of the
Natural Resources
project cost based on the Master Agreement for Lyman Boulevard with the County. The total
Phone: 952.227.1130
cost to the City for the project is $4,387,000. However, the County has not finalized the
Fax: 952.227.1110
project and there may be additional right of way costs due to one property owner contesting
the value of the purchase price of land. At this time, staff feels the City should advance state
Public Works
aid to cover the known costs of the project. The amount requested to advance is $194,300.

The amount requested for advancement has been reduced since the 2010 advancement

request was voided and the City did receive state aid funds in 2011 that went toward this

project. The City will have the advancement paid off in 2012 with next year's annual
allotment.

The Capital Improvement Plan does not have any projects planned in the next two years using

State Aid funds so advancement of funds will not delay any other projects.
