City Council approval requires a majority vote of City Council present. EXECUTIVE SUMMARY The City of Chanhassen is requesting site plan approval to construct a 750,000 gallon water tower on the Minnetonka Middle School West site. Utility services are a permitted use on the site. The water tower will be located in the extreme southwest corner of the property between the school building and the south and west property lines. Staff visited the Minnetonka Middle School site to evaluate the material options. The school building material is primarily red brick. Staff recommends the use of 12008 Mankato Cut Stone (see photo). The design of this custom rock concrete resembles the brick design. The horizontal lines will de- emphasize the height of the tower. Staff also recommends the use of www.ci.chanhassen.mn.us an expanded cornice at the connecting point of the tank and pedestal to add architectural interest. If this material is used, staff strongly recommends that the tank color be a shade complimentary to the tan and avoid using the typical sky blue. Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Todd Gerhardt July 11, 2011 Page 2 PLANNING COMMISSION SUMMARY The Chanhassen Planning Commission held a public hearing on June 21, 2011. The Planning Commission voted unanimously to recommend approval of the site plan for the 750,000 gallon water tower. The Planning Commission noted that the reason for the water tower was to improve public safety through the provision of adequate water capacity in the northwest part of the city. Planning Commission minutes are item 1 a of the July 11, 2011 City Council packet. RECOMMENDATION The Planning Commission and staff recommend adoption of the motion approving the 750,000 gallon water tower on the Minnetonka Middle School West property subject to the conditions of approval specified on pages 6 and 7 in the staff report dated June 21, 2011. If it meets these standards, the City must then approve the site plan. This is a quasi-judicial decision. PROPOSAL /SUMMARY The City of Chanhassen is requesting site plan approval to construct a 750,000 gallon water tower on the Minnetonka Middle School West site. Utility services are a permitted use on the site. The water tower will be located in the extreme southwest corner of the property between the school building and the south and west property lines. To the south of the tower are single - family homes. West of the tower is the right -of -way for Highway 41. The proposed water tower provides the storage capacity needed within the high- pressure zone in the City. CITY OF CHANHASSEN Planning Commission Water Tower Site Plan — Planning Case 2011 -05 June 21, 2011 Page 2of8 This site was evaluated along with five other locations for the high zone water tower and was determined to be the best location. In November 2008, the city completed an update to the Comprehensive Water Plan. As part of the plan, a storage analysis was performed that recommended additional storage be constructed in the existing high service zone. The high zone water area has seen significant growth in recent years, which has driven the need for additional storage capacity. The city has two main pressure zones. The low zone area services about 88% of the current city demand. Two water towers service this area along with the east water treatment plant. The high zone area is serviced by two wells and a 200,000 Melody Hill Tank located next to Minnetonka Middle School West. The tower was constructed in 1971. The population of Chanhassen in 1970 was 4,875. Today the population of Chanhassen is 22,952. The high zone is mainly in a residential service area which has seen significant growth in the past 15 years. Currently, the demand in the high zone area can be as little as 100,000 gallons a day during the winter months and as much as 1,800,000 during peak summer time usage (2007). Since the high zone does not have much storage capacity, during high demand periods the tank cycles continuously, which causes many problems. The high cycling causes condensation to form on the tank which accelerates tank corrosion. The continuous cycling also puts additional stress on pumps and motors needed to supply the tower and is a very inefficient way to supply water. Also, the undersized storage facility leaves little time for utility staff to respond to power outages and start auxiliary power generation. In addition, the tank at this time is undersized for fire flow design. One of the most critical roles that a water distribution system provides, especially in urban areas, is fire protection. The Insurance Services Office (ISO) provides a score for municipalities based on their ability to meet industry standards for required fire flow based on building size, occupancy class, construction type, etc. Lower scores indicate better ability of systems to suppress fires and typically result in lower insurance rates for commercial and industrial property. The standard required available fire flow that ISO has is 3,500 gpm for 3 hours. Since this is mostly a residential area and all the commercial buildings are sprinkled, the fire marshal recommends using a 2,750 gpm for two -hour fire flow. Water storage capacity should be adequate to sustain normal system demands as well as fire protection operations. The existing Melody Hill Tank is not capable of providing 2,750 gpm as recommended. In addition, the amount of storage required to provide two hours of 2,750 gpm of available fire flow for full build -out is shown to be approximately 725,000 gallons. This volume gives the city capacity to supply a 2,750 gpm fire flow rate for two hours while concurrently meeting projected maximum day demands on the system. The standard tank size for this demand is 750,000 gallons. Staff is recommending approval of the site plan for a 750,000 gallon water tower subject to the conditions of this report. Planning Commission Water Tower Site Plan — Planning Case 2011 -05 June 21, 2011 Page 3 of 8 APPLICABLE REGUATIONS Chapter 20, Article II, Division 6, Site Plan Review Chapter 20, Article XXI, "OI" Office and Institutional District BACKGROUND On January 24, 2011, the Chanhassen City Council approved an interim use permit to permit site grading for the tennis courts at Minnetonka Middle School West (Planning Case #2011 -01). On February 27, 2006, the Chanhassen City Council approved Interim Use Permit #2006 -03 to permit the grading of approximately 3,400 cubic yards for an infiltration basin and drainage swales to reduce downstream erosion and sedimentation along Highway 41 (Planning Case #2006 -03). On June 9, 2003, the Chanhassen City Council approved Interim Use Permit #2003 -02 to permit grading in excess of 1,000 cubic yards to install a storm water pond and reconfigure the bus circulation route and parking area on the north side of the school. GENERAL SITE PLAN /ARCHITECTURE The height of the 750,000 gallon water tower is approximately 170 feet to the very top of the tower. Besides the tower, site improvements include a bituminous driveway and fencing around tank; grading of the site to raise the location of the proposed tower to reduce the height of the tower; relocation of the storm water retention pond; relocation of storm water piping/outlet structure; relocation of water service to the school building; relocation of approximately 500 feet of overhead power lines; and installation 200 feet of 16 -inch water main to TH 41. The tank bowl will be a steel shell painted sky blue to minimize the visual impact of the structure with the green Chanhassen Maple Leaf. The tank diameter is 60 feet. The pedestal will either be a steel shell painted sky blue or a composite concrete material that will be stamped with architectural patterns to mimic blocks or brick. The pedestal diameter shall be 28 -32 feet. LIGHTING /SIGNAGE Lighting shall be limited to requirements of the Federal Aviation Administration and a single light above the overhead door. The light fixture shall have a 90- degree cut -off angle and be shielded from off -site view. The only signage on the water tower will be the Chanhassen Maple Leaf Planning Commission Water Tower Site Plan — Planning Case 2011 -05 June 21, 2011 Page 4 of 8 ACCESS Access to the proposed water tower will be by the existing middle school access on the east side of Highway 41. A 12 -foot wide driveway is proposed from the southwest side of the existing pavement. EROSION CONTROL 1. If the total disturbance exceeds one (1) acre in area, an NPDES General Stormwater Permit for Construction Activities will be needed from the MPCA. 2. If an NPDES Permit is needed, a Storm Water Pollution Prevention Plan (SWPPP) will need to be prepared and submitted for review and the conditions of the permit must be met. 3. The outlet to the right -of -way for Minnesota Trunk Highway 41 will need to be stabilized immediately upon connection. 4. The pond must be protected from sedimentation to the greatest extent practicable during construction and all sediment deposited during construction must be removed to return the pond to the design conditions. A record drawing shall be prepared showing this condition has been met. 5. The plan must address the comments from the Carver County SWCD. STORM WATER MANAGEMENT 1. The proposed conditions will result in a decrease in runoff rate for the 2, 10 and 100 -year events and an increase in total phosphorus and suspended solids removal. 2. The underdrain bedding material shall be washed river rock wrapped in a high -flow filter fabric. 3. According to the Carver County Soil Survey and double ring infiltrometer tests performed by the School District, this site may well be conducive to infiltration. To this end an additional hold down should be constructed below the underdrain such that the feature is a filtration/partial recharge feature as described in the Minnesota Stormwater Manual. 4. Eliminate CBMH 109 and bulkhead the outlet from the upstream structure to the west. Move CBMH 107 to the east into the location of the existing manhole. Replace this structure as needed and outlet to the pond. The end result will be a single outlet point into the first cell near the pinch point of the 1035 -foot contour. GRADING Based on the consultant's calculations, over 5,000 cubic yards of loose material will be cut from the site, with almost 2,900 cubic yards of loose material being filled within the site. Haul routes must be established for the trucking of material off the site. A tiered retaining wall system is proposed on the west side of the proposed tower. A building permit is required for the retaining walls since they will be at least four feet high. The retaining walls must be designed by an engineer registered in the State of Minnesota. The following additional information must be shown on the grading plan: `M G.. / a) Show the top and bottom of wall elevations. b) Provide more spot elevations along the driveway and the area to the north of the driveway, ensuring that minimum I% grade is achieved on paved surfaces and minimum 2% grade is achieved in the green area. LANDSCAPING/TREE PRESERVATION There are existing trees at the edge of the grading limits that are proposed to be preserved. Staff recommends that tree protection fencing be installed at the edge of the grading limits. MISCELLANEOUS A building permit is required. Geotechnical investigation and report required. All plans must be prepared and signed by design professionals licensed in the State of Minnesota. Portions of retaining wall(s) exceeding four feet in height must be professionally designed. The owner and/or their representative shall meet with the Inspections Division to discuss plan review and permit procedures. UTILITIES Some private storm sewer and sanitary sewer lines must be relocated due to the proposed grading. A plumbing permit is required for the proposed sewer relocations. A 16 -inch trunk watermain is proposed between the new water tower and the existing trunk watermain within the east side of the Highway 41 right -of -way. Contact the Utility Department at 952- 227 -1300 a minimum of 48 hours before tapping into the existing watermain. MnDOT permits are required for the installation of the proposed watermain and storm water pond outlet pipe. Following you will find my comments: -A National Pollution Discharge Elimination System permit will be required for this development. -The General Contractor who has overall charge of day to day operations needs to be on the NPDES Permit as the contractor. The Owner and or General Contractor have the responsibility for the NPDES permit, not the grading contractor. The owner must have an individual qualified to complete stormwater inspections. A box will need to be placed on site for these specific documents, and or kept in the project office. The Carver SWCD will be completing inspections of the rules of the NPDES permit and city ordnances to see if the owner and or contractor are in compliance with the permit. General Comments: The existing drainage from the 5+ acres of mostly impervious surfaces is very flashy and has caused sever erosion issues in the past at this site. The SWPPP will need to address how the construction of the water tower and the building of the new stormwater pond will be sequenced in order to handle the existing stormwater that drains to this spot. A plan will need to be developed AN EQUAL OPPORTUNITY EMPLOYER - that lays out the proper sequencing for the contractor to implement to create a protection for them and the city, as the downstream receiving waters is a shallow lake. - Perforated pipe needs to be documented. If drain tile will be PVC, the PVC pipe will need have additional holes drilled on site to meet the requirements of a typical plastic drain tile, and or order the equivalent. Traditional PVC drain tile only has holes drilled at the 4 — 8 o'clock. - Perforated drain tile should be placed off the bottom at an elevation of 1033.5 to allow for volume water retention storage for plants. The information I received did not have planting materials and I'm assuming the plants will be water loving plants that can handle both wet and dry conditions. If this is the case, by placing the tile on the bottom, conditions of the filtration media will become quite dry, verses placing the tile about a foot off the bottom. - The perforated tile should be placed in washed river rock and or equivalent instead of washed sand.
