Stormwater ponds are designed for water qua water quantity treatment purposes. The
stormwater ponds are designed in accordance City's SWMP design parameters with a
maximum depth of six feet with an overall ave ge of three to four feet. Staff did not believe it is
necessary or prudent to overexcavate ponds to 12 feet deep as requested by Mr. Halla. Staff is
concerned from a liability standpoint as well as water stratification may occur in the ponding
system thus reducing the water quality abilities. Mr. Halla's request for the City to take over the
ponds and install an aerator system is not recommended nor feasible. In many ponds in the City

such as in the Lundgren Bros. developments, the homeowners' association has gone ahead and
installed aesthetic pond fountains on their own behalf. The City does allow aeration systems
such as fountains as long as they are installed and maintained by the homeowners' association.
There would be considerable time and expense incurred by the City to maintain such a system.
Staff is recommending that Mr. Halla's request to eliminate the stub street, Columbine Trail, and
redesign the storm ponds be denied.

Dear Mayor and council members,
We appreciate your concern about Great Plains Golf Estates development. We have worked to
solve many city staff concerns and changes in engineering and SWMP rules. Our engineer has
redrawn the plan several times to accommodate these changes. Pond sizes have doubled and we
are now handling 100 year rains and treating all water for water quality. We have reached an
impass on two issues and would like to discuss them with you.
It has been required that we install two stub roads to serve a private road with flour homes on it.
We feel one stub may be reasonable, but two stubs would be a detriment to the neighborhood,
excess cost to the development, a waste of land and should not be required. The property to the
south can not have any subdivision or additional homes built on it until sewer and water come
in, which may not happen for twenty years, if ever. Charles Cudd of Cudd Development has
brought up the issue of the stub roads at every meeting we have had with him and his staff. They
are interested in being the anchor builder in the project and feel the stubs are a strong negative
for the new neighborhood.
The second area of concern is the SWMP ponds. Where practical we have requested they be 12'
deep. The reason for this is that we do not want them to be stagnant and develop algae as has
happened in other city and Minneapolis ponds. We would stock the ponds with bass and sunfish
to prevent this, If we are not allowed to do this we would like the city to install fountains or
aerators to prevent the stench of blue -green algae. Would you like the smell in your front or back
yard?
This development may be the last large lot development in Chanhassen. We want it to be a
prestigious landmark for the city, architecturally sound and a wonderful place to live.
Your attention and consideration in resolving these issues is greatly appreciated.
