REGULAR MEETING
SUMMARY MINUTES
JUNE 27, 2011
Mayor Furlong called the meeting to order at 7:05 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilwoman Ernst, Councilman
Laufenburger, Councilwoman Tjornhom, and Councilman McDonald
STAFF PRESENT:

PUBLIC ANNOUNCEMENTS:
Mayor Furlong invited all residents, their families and friends

to attend the three day 4 of July celebration and outlined the schedule of events. He also invited
all city employees, commissioners and council members to attend Chanhassen City Employee
th
Recognition Day at the Red Birds baseball game on Wednesday, June 29.
CONSENT AGENDA: Councilwoman Tjornhom moved, Councilman McDonald
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
a. Approval of Minutes:
-City Council Work Session Minutes dated June 13, 2011.
-City Council Verbatim and Summary Minutes dated June 13, 2011
Receive Commission Minutes:
-Planning Commission Verbatim and Summary Minutes dated June 7, 2011
b. Approve Amendments to Purchasing Policies and Procedures.
Resolution#2011-36:
d. 2011 CIP Equipment, Utility Skid Loader Replacement: Award
Bid.
e. Approve Amendments to Chapters 7, 18 and 19 of City Code Concerning Erosion
Control; Approval of Summary Ordinance for Publication Purposes.
Resolution#2011-37:
f. Approve Resolution Accepting $1,000 Grant for Fire Equipment,
CenterPoint Energy.
Resolution#2011-38:
g. Approve Resolution Authorizing Transfers from the General Fund
and Park Dedication Fund.
h. Approve Amendments to Investment Policy.

Resolution#2011-39:
i. TH 5 Improvement Project from TH 41 to Victoria Drive (CSAH
11): Resolution Approving Right-of-Way Acquisition.
j. Flamingo Drive Drainage Improvement Project-SWMP-19 11-01: Award Contract.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS:
Jessica Miller with CenterPoint Energy presented $1,000
Community Partnership Grant to Acting Fire Chief Ed Coppersmith that will be used to purchase
blitz fire nozzles for the fire department.
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Lt. Jeff Enevold provided some
tips on preventing theft from automobiles and asked citizens to report any suspicious activity by
calling 911. Mayor Furlong asked Lt. Enevold to discuss the value of using 911 for response but
maybe not an emergency. Acting Chief Ed Coppersmith reported on calls for service to date,
hiring and training of new fire fighters, filling the fire chief’s position, two fires not reflected in
the report, and training conducted in the month of June with pumper trucks. Councilman
Laufenburger asked Acting Chief Coppersmith to explain the training process for new fire
fighters.
PUBLIC HEARING: NATIONAL POLLUTION DISCHARGE ELIMINATION
SYSTEM (NPDES) ANNUAL REPORT.
Terry Jeffery provided an update on the National Pollution Discharge Elimination System
(NPDES) Phase II Municipal Separate Storm Sewer System (MS4) Permit 2010 and request
authorization to submit the City’s annual report. Mayor Furlong opened the public hearing. No
one spoke and the public hearing was closed. Councilman McDonald asked for clarification of
the request for the Mayor or City Manager’s signature on the annual report.
Councilman McDonald moved, Councilwoman Tjornhom seconded that the Chanhassen
City Council authorizes either the Mayor or the City Manager to sign the City’s National
Pollution Discharge Elimination System, (NPDES) Phase II Annual Report as attached to
this report, and authorizes the distribution of the Annual Report to the Minnesota
Pollution Control Agency. All voted in favor and the motion carried unanimously with a
vote of 5 to 0.
TH 5 IMPROVEMENT PROJECT FROM TH 41 TO VICTORIA DRIVE (CSAH 11):
CONSIDER RESOLUTION GIVING MUNICIPAL CONSENT.
Paul Oehme provided background information on this project. Mayor Furlong asked if there
were any substantial changes to the project since the public hearing was held in April and asked
city staff to work with the City of Victoria on signage informing the public that businesses will
continue to be open during construction.
Resolution#2011-40: Councilman Laufenburger moved, Councilman McDonald seconded
that the Chanhassen City Council approve a resolution for layout approval of the TH 5

motion carried unanimously with a vote of 5 to 0.
CONSIDER AMENDMENT TO CHAPTER 20 OF CITY CODE CONCERNING
VARIANCES.
Kate Aanenson presented the staff report on this item. Councilwoman Ernst asked about
contacting people with pending variance requests. Councilwoman Tjornhom asked about the
reason for the decline in variance requests.
Councilwoman Tjornhom moved, Councilwoman Ernst seconded that the Chanhassen City
Council approves the amendment to Chapter 20, Zoning Variances of the Chanhassen City
Code. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
APPROVE LETTERS AND RESOLUTIONS OF SUPPORT FOR TRANSPORTATION
ENHANCEMENT (TE) APPLICATIONS:
A. TH 5 PEDESTRIAN TRAIL AND TH 41 UNDERPASS.
B. BLUFF CREEK DRIVE TRAIL EXTENSION.
Todd Hoffman reviewed the designs and importance of the two proposed trail projects.
Councilman McDonald asked for clarification of where the Bluff Creek trail would connect.
Councilwoman Tjornhom moved, Councilman McDonald seconded that the Chanhassen
City Council approves a letter of support and resolutions in support of Federal Funding
applications for:
1. Resolution#2011-41: TH 5 Pedestrian Trail and TH 41 Pedestrian
Underpass.
2. Resolution#2011-42: Bluff Creek Drive Trail Extension.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.

COUNCIL PRESENTATIONS:
Councilman Laufenburger provided an update on the 37
Annual Minnesota Lions High School All-Star Baseball Tournament which was hosted at the
Chanhassen High School Storm/Red Birds Stadium.
ADMINISTRATIVE PRESENTATIONS.
Todd Gerhardt informed the council that he has

invited Mike Erickson, City Manager for the City of Hugo, to the July 11 work session to
discuss their emergency management experiences with the Hugo tornado.
Councilwoman Ernst moved, Councilwoman Tjornhom seconded to adjourn the meeting.
All voted in favor and the motion carried unanimously with a vote of 5 to 0. The City
Council meeting was adjourned at 8:25 p.m.
