PROPOSED MOTION
"The City Council approves a resolution of support for a grant application for
roadway improvements at TH 101 and Pioneer Trail."
City Council approval requires a simple majority vote of the City Council
present.
DISCUSSION
Staff is requesting that City Council approve a resolution of support for a grant
application for improvements to the intersection of TH 101 and Pioneer Trail.
The grant application is for roadway widening, turn lane, signal, and drainage
improvements at the intersection. The improvements will improve the safety and
operation of the intersection.
City staff is currently working with representatives from MnDOT and Carver
County on the preliminary design of TH 101 between Lyman Boulevard (CSAH
18) and Pioneer Trail (CSAH 14). TH 101 is proposed to be constructed to a
four -lane divided design with turn lanes at intersections along the roadway. The
proposed roadway widening and turn lane improvements at Pioneer Trail would
be constructed as part of the proposed TH 101 improvements.
The grant application is through MnDOT's Metro Municipal Agreement Program.
The Municipal Agreement Program provides funding for construction projects
that are developed and administered by local agencies and provide a benefit to
both the local community and the trunk highway system. These funds are
intended to pay for a portion of the construction costs of the project. Right -of-
way, utility relocation, and final design costs are not eligible for funding,
however, these cost are included as part of the TH 101 reconstruction plan.
If the City's application is successful, the grant will provide additional funding for
the overall TH 101 project. Staff has been working with MnDOT and Carver
County to establish the budget and financing plan for the project and the
Municipal Agreement Program was identified as a possible source of additional

funding. The maximum funding available for any individual project through this program is
$702,000. The grant requires a 10% local match, however, this match is anticipated to be paid
by MnDOT in conjunction with the TH 101 reconstruction. Staff is proposing to request the
maximum funding amount.
The Municipal Agreement applications are due on July 29, 2011; however, the current State
shutdown may impact the application deadline. Notification of the successful grant applications
will occur in November, 2011 and the grant funds would be available after July 1, 2012.

WHEREAS, the intersection of TH 101 and Pioneer Trail is in need of roadway widening,
turn lane, signal, and drainage improvements in order to increase safety and improve operation; and
WHEREAS, MnDOT's Metro Municipal Agreement program provides funding to
construction projects that are developed and administered by local agencies and provide benefit to
both the local community and trunk highway system; and
WHEREAS, these funds are intended to pay for a portion of the construction costs of the
project. Right -of -way, utility relocation, and final design costs are not eligible for funding; and
WHEREAS, if the project is funded, the City would be responsible for the remaining
project costs (engineering, some construction, and right -of -way needs); and
WHEREAS, the remaining project costs are proposed to be funded through the TH 101
Improvements project, City Project PW671
NOW THERE BE IT RESOLVED that the City of Chanhassen supports a grant
application for roadway improvements at TH 101 and Pioneer Trail (CSAH 14).
