FROM: Paul Oehme, Dir. of Public Works /City Engineer DATE: July 11, 2011 SUBJ: Accept EA /EAW and Call Public Hearing TH 101 Improvements, Lyman Boulevard to Pioneer Trail City Project PW671 �r PROPOSED MOTION "The City Council approves resolution accepting EA/EAW; Call Public Hearing for August 8, 2011" BACKGROUND Over the past nine months, Chanhassen staff has been working with representatives of Mn/DOT and Carver County to identify a preferred design for the reconstruction of TH 101 between Lyman Boulevard (CSAH 18) and Pioneer Trail (CSAH 14). The intent is to have all preliminary design and environmental reviews and approvals for the project completed by December 2011 to allow final design to proceed in late 2011 or 2012. Project construction is currently planned for 2013. The project construction is proposed to be financed primarily through Federal Transportation Funding secured through the 2009 regional solicitation process. As a result of the scope of the proposed improvements and the Federal funding, the preparation of an Environmental Assessment /Environmental Assessment Worksheet (EA/EAW) is required to review the potential environmental impacts of the project. The EA/EAW document has been completed and is available for review in the City's Engineering Department or on the City's website. The EA/EAW notice was published in the EQB (Environmental Quality Board) Monitor on June 27, 2011 and the public comment period is proposed to be extended from July 11, 2011 through August 22, 2011. A public hearing for the EA/EAW is proposed to be held at the City Council meeting on August 8, 2011. DISCUSSION TH 101 is currently a two -lane undivided roadway with a number of safety deficiencies including steep grades, sharp curves, and inadequate sight distances resulting in blind intersections. The primary goals of the project are as follows: Improve safety for people along the existing TH 101 corridor ✓ Reduce crashes to the extent possible ✓ Add turn lanes to provide safe turning movements at intersections ✓ Improve sight distance by reducing sharp curves and steep grades near intersections Improve capacity and connectivity along the TH 101 corridor ✓ Accommodate regional and local transportation needs of anticipated population and employment growth in the TH 101 corridor by increasing traffic capacity Provide transportation solutions that minimize environmental impacts • Avoid /minimize /mitigate impacts on environmental, social, and cultural resources • Minimize need for new right of way takings from park, business and residential properties Public involvement activities have been initiated for the project including the following: • Distribution of newsletter #1 to inform area residents about the project in November 2010 • Public open house meeting #1 was held on December 2, 2010 • Distribution of newsletter #2 to update residents on the project in June 2011 • Public open house meeting #2 was held on June 22, 2011 Attachments: 1.
