PROPOSED MOTION
"The City Council approves quote in the amount of $28,300.00 to Champion
Coatings Inc. for repainting the Downtown water tower."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
The downtown water tower has a 100,000 gallon capacity and is located at 500 West
76 Street. The tower was constructed in 1965 and was last painted in 1989. It is not
used for water storage at this time because the Lake Lucy tower was built to a higher
elevation which makes the downtown water unusable from a hydraulic standpoint.
The tower is currently only used for cellular providers. Staff has looked at raising the
tower bowl to a higher elevation to make it hydraulically usable but it is not cost
effective to complete this work since the storage of the tower is undersize for the
community needs.

taken down if cellular providers were not using it. Staff has studied taking the tower
down and constructing a cellular tower in its place. This option is safer and would

provide a long -term cost benefit to the City as well as reduce our liability. However,

proximity to the existing tower. A cellular tower could be constructed on the City
Hall campus or the Chanhassen Elementary School property, however, for this to

Recently, staff had the interior and exterior coating inspected and had the tank
inspected for structural problems. Based on this evaluation, no structural problems
were identified. The interior coatings are in relatively good condition with no coating
repairs needed at this time. The exterior of the tank has between 2 to 5 percent spot
coating failure. Overall, the coating is worn off to a point that recoating or repainting

the tank is recommended. It is recommended the coating failures be spot repaired and the tank be
cleaned and the entire exterior of the tank be given a full finish coat. The CIP budget included costs
to remove the paint and reprime the tank. Based on the paint testing, only a finish coat is needed at
this time. The finish coat painting should last 15 to 20 years since the tank is not used for water
storage.
The color of the tank is proposed to be painted similar to the existing color. The tank would be
white with a slight hint of sky blue color. The word CHANHASSEN would be painted on the north
and south sides of the tank similar to what is currently on the tank. The font would be Birch font
which is the City's standard font and 5' tall.
Three cellular provides currently use the tower. In order to paint the tower, the cellular equipment
does not have to be removed but the equipment has to be turned off during painting. The cellular
providers have been notified about the potential project per the lease agreement and they will need to
make arrangements to turn off the equipment while the tank is being painted.
Once staff has a schedule from the contractor for the work, residents will be notified of the schedule.
The work is to be completed by August 31, 2011.
QUOTES
The City has received three quotes for the rehabilitation of the 0.1 MG Downtown Water Tower.
The bids ranged from $28,300.00 to $84,500.00 and are as follows:

The low bid was submitted by Champion Coatings, Inc. of Savage, Minnesota.
Staff has checked references of similar scope that Champion Coatings, Inc. has completed. Based on
these references it is our opinion that they are a responsible bidder in being able to do this work.
The Champion Coatings, Inc. bid is substantially under the engineer's estimate because the
contractor is in need of work.
Staff recommends proceeding with a contract award to Champion Coatings, Inc. in the amount of
$28,300.00.
