eastbound Pleasant View Road to southbound TH 101 is also proposed. While a
signal is not warranted by Mn/DOT standards at this time, the improvements are
expected to improve safety and traffic circulation at the intersection. Left turning
vehicles from TH 101 under the existing geometric conditions result in significant

speed differentials for northbound and southbound traffic when compared to operations at a similar
intersection where there are left -turn lanes on the non -stop controlled approach. Speed differential is
a factor that often contributes to increased crash rates. In addition, considerable queuing and delay
has been witnessed at this intersection during afternoon peak travel times. The queuing and delays
experienced on a stop - controlled approach to an intersection can lead to aggressive behavior and
ultimately an increase in the crash rate. The proposed left -turn lanes on TH 101 and right -turn lane
from eastbound Pleasant View Road to southbound TH 101 will improve this condition and are
proactive improvements that have been found to result in a decrease in the crash rate.
The project also includes trail improvements to connect the current gaps in the trail system in the
area. Multi -use trails currently exist along the west side of TH 101 south of Pleasant View Road and
north of Townline Road. The proposed improvements will complete this gap in the trail along TH
101 where currently pedestrians and bicycle traffic must utilize the roadway to travel between the
two trails. The 45 mph speed limit in this area creates a very hazardous situation for pedestrians and
bicyclists traveling between the two trails. The proposed improvements also include the extension
of the trail along the north side of Pleasant View Road from TH 101 to the existing trail crossing at
the Near Mountain trail connection.
In addition to the turn lane and trail improvements, drainage improvements are proposed to improve
the conveyance of storm water and treafthe additional discharge due to the increase in impervious
area. Concrete curb and gutter is proposed along the west side of TH 101 and north side of Pleasant
View Road adjacent to the new trail. New storm sewer is proposed in the areas receiving curb and
gutter. The field survey identified a significant amount of sediment in the bottom of the existing
pond located at the northwest corner of TH 101 and Pleasant View Road. The proposed
improvements include the removal of this sediment as well as expansion of this pond to address the
additional storm water discharge as a result of the increase in impervious area.
The scope of the project has increase slightly from the concept phase, when the project was
submitted to MnDOT for funding, to the preliminary design phase. These scope changes include:
• Larger pavement section for the TH 101 turn lanes than expected.
• Additional turn lane reconstruction at Fox Hollow Drive.
• Additional pond oversizing and cleanout along with more storm sewer pipe.
• Taller retaining walls.
RIGHT OF WAY
Temporary and permanent easements are required from some property owners north of Pleasant
View Road that back up to TH 101. Staff is currently working on all necessary easement
acquisitions. No right -of -way on the Eden Prairie (east) side of TH 101 is anticipated.

PERMITS AND APPROVALS
Reconstruction of the roadways and construction of the trail will disturb over one acre and will
require a National Pollution Discharge Elimination Systems (NPDES) General Storm Water Permit
(MNR 10000 1) that must be obtained by the City of Chanhassen from the Minnesota Pollution
Control Agency (MPCA).
The Minnesota Department of Transportation (MnDOT) requires that the City of Chanhassen obtain
a Limited Use Permit for the construction of the trail within MnDOT right of way. The City Council
approved a limited use permit authorization at their February 28, 2011 meeting.
FUNDING
The City has received a total of $594,000 in grant funds for this project. Included in this funding is
$44,000 to help pay for construction administration costs. The current construction cost estimate is
$850,000. The City's local share is proposed to be funded through the Park Dedication Fund, the
Street Management Fund, and the Stormwater Utility Fund.

The State government shutdown will impact the schedule for receiving final approvals from MnDOT
on the project. Depending on the duration of the shutdown, this delay could result in bidding and
constructing the project in 2012.

PROJECT NO. 11 -05
WHEREAS, pursuant to the resolution passed by the Council on March 28, 2011, the City
Engineer has prepared plans and specifications for the TH 101 and Pleasant View Road Intersection
project and has presented such plans and specifications to the Council for approval;
NOW THERE BE IT RESOLVED that the Chanhassen City Council:
1. Such plans and specifications, a copy of which can be reviewed at the office of the City
Engineer, are hereby approved.
2. The city clerk shall prepare and cause to be inserted in the official city newspaper and
Construction Bulletin, an advertisement for bids upon the making of such improvement
under such approved plans and specifications. The ad shall be published at least three
times, shall specify the work to be done, shall state that bids will be opened and that the
responsibility of the bidders will be considered by the Council at 7:00pm on Monday,
August 22, 2011, in the Council Chambers of the City Hall. Any bidder whose
responsibility is questioned during consideration of the bid will be given the opportunity to
address the Council on the issue of responsibility. No bids will be considered unless sealed
and filed with the clerk and accompanied by a bid security payable to the clerk for 5% of the
amount of such bid.
