Enabling legislation related to this `project on dust fund expenditures states that money in the trust fund may be spent for enhancement of piblic education, awareness, and understanding necessary for the protection, conservation, restoration, and enhancement of air, land, water, forests, fish, wildlife, and other natural resources and activities that preserve or enhance fish, wildlife, land, air, water, and other natural resources that other wise may be substantially impaired or destroyed in any area of the state. Expenditures. ,F Don Ashworth May 17, 1994 ' Page 2 This project falls specifically under LCMR project strategies c and j. The project will enhance the knowledge base for natural resource decision making by applying a model process for watershed planning in a developing urban watershed. This process is predicated on delivery of environmental knowledge to local officials and citizens so that they may make ' sound natural resource management decisions. This effort will demonstrate the practical value of ecosystem- based, collaborative management approaches so that they may be applied in similar watersheds (strategy j). This project will preserve, protect, and restore the ' significant natural resources within the Bluff Creek Watershed. Those resources include wetland habitat, native prairie and oak savannah habitats, scenic bluffs, and unique and sensitive flora and fauna (strategy c). ' State agencies as well as local units of government have not traditionally managed natural g resources on a geographic basis (such as that of a watershed). This makes it difficult to focus ' the resources and expertise so that they can be brought to bear on a specific geographic area. This is a pilot project intended to manage natural resources on a watershed basis and to change the way state and local entities with resource management responsibilities work with ' each other to effectively manage natural resources. ' Bluff Creek is one of the few remaining pristine areas with unique natural features in the metropolitan area. The City of Chanhassen is developing at a very rapid pace and it is a goal to protect, enhance, and preserve the resource for generations to come. Again, I encourage ' you to support this project and a new way of managing our resources.
