1j. Air Compressor Emergency Purchase1 1 CITY OF CHANHASSEN 690 COULTER DRIVE • P.O. BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 TO: Mayor and City Council FROM: Don Ashworth, City Manager DATE: August 3, 1994 SUBJ: Emergency Purchase, Air Compressor, Chanhassen Fire Department ' Yesterday I was notified by the fire department that the air compressor used to fill our portable air tanks had a major engine failure. Costs to repair the compressor are estimated at $3,000 to $4,000. We purchased the unit used twelve years ago. The unit is marginal in its ' capability to fill the new air packs currently being purchased and likely to be purchased as older tanks are replaced. If repaired, the chances for.Te- failure are relatively high. u This office considers this purchase to fall into the categor replacement cost is estimated to be slightly outside of the can take action, i.e. the cost will likely exceed $15,000, $20,000. I would anticipate having two quotes in by late the award to the lowest responsible bidder. I will distribi Monday evening. Accordingly, Monday evening's action council of the award I am anticipating making today. Ag piece of equipment. The delivery is anticipated to take a] that we will have to rely upon mutual aid, modifying trail involving air packs, and support from neighboring depart, i of "emergency repairs." The legal range under which this office it is estimated to be less than this afternoon and I plan to make to the quotes to the council on would be confirmation by the city iin I consider this to be a vital proximately 6 weeks which means ing schedules to delete exercises rents ,during_ the next 6 weeks. Within the next month I would anticipate this item reappearing on the city council agenda as a budget amendment. Funding for' "the emej sources: 1) the sale of fire department equi purchases; and 3) potentially through fire de )ense is likely to occur through 3 cost savings and other equipment fund raiser monies. Should the city council find that the action taken by myself today is not acceptable, I anticipate that we would be able to cancel that order without penalty to the city. Should the city council support the action taken by myself, I would ask that you pass a motion confirming that the purchase represented an emergency purchase and the City Manager's office correctly acted in ordering the replacement unit (a retroactive approval of the low bid). 1 MEMORANDUM U e C ompressAir f Equipment Co 910•0. ••wsae as wssoelatas Aciyus t ? r 1994 lLui:al' :fart i!: 4399 C:harlhas en F ire pfa l]dr tAlefl t (ai.trt: Chief Jame_, McMahan Phone; 44 Fax; 493- -2fj1-,t Sut; i er t ; Hauer air c.umpressors near Chief McMahon; 12925 16th Avenue North Plymouth, Minnesota 55441 612.557 -0104 Fax: (612) 557 -9467 v'e y Per ypf.fr req►fest we are Pleased to of ter the following equilamcntI One ( 1 ) 13a:ier K 10- 1- 10E - 31 air coolf;d five 5 i:u ()r ovicle a C-11ar'ging rate of I3. breat hable air t five ( 5 stage rcimpr p ' r s i g, cfm of breatha t, Cmjlu f'c7 +rEr is scfpptled by a 10 f1p 3/60/210 volt electric motor anci tell vul tacit if►l.ecral lriotc-lr- s tarter. • f ►f i 1 fjaf.lge Panel aftcl hour meter • 6 011 air temperattfre fswi tch with fault lamp t anal pressure swi tch interstage pressure relief valves • I =r on light a"Offlatic condensate drai • ur'610aded starting • inter and after coolers H - purificatiun with SeCurus rontrul for 1 50000 cupi trot Of air flow inlet filter Ill electrical panel All mnffrltred it' a horizontal frame suitable for floor Iflotdntinsg.
