f Several of our commissions have members whose terms are expiring, i.e. two Planning

Commissioners, two Public Safety Commissioners, and two Park and Recreation
Commissioners. Staff has advertised these and two applications have been received for the
Planning Commission (one of those applicants listed the Park Commission as an alternate)
and two applications for the Public Safety Commission. All existing commission members
whose terms are expiring would like to be considered for reappointment.
I have two or three questions which I would like to pose to the City Council Monday
evening. The first question is, should we try to squeeze the interviews with the four people
applying onto the council agenda for December 12 knowing that that agenda is likely going to
be lengthy, i.e. the Nez Perce extension is logically going to be on that agenda together with
a number of year end -type of items — Personnel Policy, Pay Compensation Plan, etc.? In the
alternative, does the council wish to set a special meeting date to accomplish this, potentially
in conjunction with some other type of work session? [Note: The Code of Ethics work
session is on December 5.] The third question I have deals with reaffirming the existing
policy that makes that selection prior to year end. My recollection was that the council
established this policy so as to ensure that commission members were in place and were able
to take their seat effective the first of the year and be off and running. The other side of the
coin recognizes that city councils do change and that their can be feelings that a new council
should make the selection of the commissioners who are going to be serving that city council.
Staff is not pushing for one philosophy versus the other, simply asking the question in light
of the two city council calls that I have received regarding the policy. Lastly, I will assume
that the council does not need to interview incumbent commission members.

WHEREAS, it is important that Commissions never risk the
lack of a quorum; and
WHEREAS, it is important that incumbents know if they
are reappointed prior to the expiration of their term on December
31st; and
WHEREAS, it would be helpful for new appointees to have time

to become acquainted with their responsibilities prior to taking
office on January 1st.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chanhassen as follows:
1. That an advertisement announcing the Commission vacancies
be placed in the official newspaper during the first week
'
in October and shall be published for three consecutive
weeks.
2. That after the third publication, applications shall
remain open for another two week period.
'
3. Commission members interview applicants at their regu-
larly scheduled meeting just prior to Thanksgiving.
4. That the Council interview applicants at their first
regularly scheduled meeting in December. The Council may
interview all applicants or just those referred to it by

the Commission.

Jim Manders' and Fred Berg's terms expire this December 31. Both Commissioners are
seeking reappointment. The City received one new application from Mr. Bob Skubic who
indicated he would be interested in being considered for the Park and Recreation Commission
if not selected for the Planning Commission. Members of the Commission interviewed Mr.
Skubic on November 15.
Upon concluding their discussion of this issue the Commission made the following motion:
"Commissioner Andrews moved, Commissioner Lash seconded to recommend
the City Council re- appoint Jim " Manders and Fred Berg to the Park and Recreation
Commission. Commissioners Andrews, Lash, Meger, Huffman, and Roeser voted
in favor and the motion passed unanimously."
The Commissioners that interviewed Mr. Skubic felt it would be appropriate for the City
Council to interview him as well.
