1965 01 28MINUTES OF THE JANUARY' 28 9 1965 COUNCIL MEETING `}
The Village Council of Chanbassent Minnesota met in regular meeting at
7:30 PX, January 289 1965 at the Village Hall'. All members present except:
Councilman Pauly- who came late at 8:45 PMF:
Mayor Coulter opened the meeting with -the Pledge to the flags, The
minutes of the last meeting were read and a motion made by councilman Tessnee
and seconded by councilman Hanson that the minutes be approved as readf. Motio
carriedE No neg. votest
The first order.of business was to reappoint a Village Health Officier+
At the January 6th. meeting the Shakopee Medical Center wad appointed Village
Health Officiers`. NOTE:Only and until a doctor becomes a Village businessman::
Dr. L A Whitesell Jr. NCF'has opened an office in the Village.{ A motion made
by councilman Hanson amd sedonded by counci3:man Tessness that Dr. L A
Whitesell be reappointed the Village Health Officier. MOTION CARRIED. NO NEG'
VOTES. It was suggested at this time to send a letter of congratulations to
said doctor and also that a similar letter be sent to every new home owner
just moving into the Village.
A motion made by councilman Tessness and seconded by councilman Hanson
that electric bills be' paid automatically on due date. MOTION CARRIED,.. NOD NEC
VOTES -4.
A motion made by councilman Tessness and seconded by councilman Hanson
that the Village buy numbered purchase orders from Maverick Printing Shop.
MOTION CARRIED. NO.NEG. VOTES::
It is noted at this time that Emil Paulyq Councilmant is a director in
Victoria D. X. Oil Co.q and that councilman Hanson and Mayor Coulter have
stock in said- company:
Number six on the agenda which went into effect at this meeting was a
report of officiers and committies as follows:
WATER Adolph. Tessness Chairman -By the 25th of February we should have a
complete layout and cost of water system
PLANNERS=Bernard Schneider, President=?The planners attended a joint meeting
with the Chaska Planners at Chaska. Mr Schneider said it is his be-
lief that Chanhassen should consider annexing Lake Susan Areap and
that the planners from Chan. and Chaska should work together':
It was suggested at this time that the Village Clerk fill out amount of
information asked for regarding Building Permits and send it monthly to the
Federal Reserve Bank of Minneapolis.
It was suggested that the Justice of the peace receive a receipt for al:
money turned over to the treasurer from him for traffic tickets, fines, eters
Vern Zetah presents accepted the job of BLDG;. INSPECTORS for the year
1965=. He is to report back the lst,. meeting in February and make recommedat=
ions on Bldg. Permits etc'.
On a motion made by councilman Tessness and seconded by councilman.:
Hanson that the Village adopt the Procedure for getting a building permit
which is as followst REFER TO PAGE 4, MOTION CARRIED. NO NEG. VOTES.
On a motion made by councilman Hanson and seconded by councilman Pauly
that the budget Mayor Coulter presented be accepted as is', MOTION CARRIED.
NO NEG. VOTES.
It was suggested at this time that Councilman Roeser publish in the
Weekly Valley Hearld some of the points of interest accusing at the Council
Meetings`. -
A police report --was given by Sheriff Lester Melchart of Carver County:
The Sheriff stated that he was well pleased with the progress that the
Village is making in providing better police protectiot e residents of
the Village. He suggested that the Village step up planson

Defense Program such as; the 1st. Wednesday of the month check siren with
surrounding communities`. Mayor Coulter told Francis Klein to make necessary
arrangement s�:
Other suggestions: Licensed motor bikes
Take out false Arrest Insurance
Notify residents two weeks in advance as to different changes
that will.be made.
4 Mayor Coulter suggested that the sheriff return each year for a yearly
conference. The sheriff consented:
On a motion made by Councilman Tessness and seconded.by councilman Hanson
that the meeting be adjourned.

PROCEDURE FOR SECURING A BUI;MING OR REMODELING PERMIT
COMMERCIAL OR INDUSTRIALS
V Have 2 sets of plans and specifications approved by the Village Planning
Commission:
2�. Have plans and specifications approved by the Building Inspector.
N Have plans and specifications approved by the Village Engineer and Village
Maintenance man when recommended by either the Planning Commissioner,
Building Inspector, or Village Councih..
4r. Have plans and specifications approved by the Village C&uncil-,,
5r, Submit complete set of plans and specifications to the Village for files,
and secure building permit from the Village Clerk.
6,. Submit certificate from land surveyor, showing that iron monuments have
been placed at property corners.
RES IDENT IALs
1. Have 2 sets of plans and specifications approved by the Building Inspector.
2F. Submit plan showing house location on lot, including finish grade, etc.
% Where drainage problem may exist, the Building Inspector shall consult
with the Village Engineers,Village Maintenance man and contractor before
approval of the plans,
4Y. Submit approved set of plans and specifications to the Village Clerk, and
secure a building permit.
5% Submit certificate from land surveyor, showing that iron monuments have
been placed at property corners'.
6: For, interior remodeling no plans or specifications are necessary".

Anyone securing a building permit must have major construction underway
within 90,days after securing a building permits or building permit will
be cancelled and no refunds will be made.
