MINUTES OF THE SEPTEMBER 9th, COUNCIL MEETING.

The Village Council met in regular meeting on September 9th, 1965 at
the Village Hall. All members present.
Mayor Coulter opened the meeting with the Pledge to the Flag. The minutes
of the last meeting were read and. on motion made by Councilman Tessness and
seconded by Councilman Pauly the minutes be approvedas read.
Payor Coulter reported that he had just attended a meeting with M. B. Hagen
Reality, Village Engineer and the Fiscal agent, RE: the proposed purchasing
by M. B. Hagen Co. of the Harold Kerber Property. Mayor Coulter stated that
the Council probably would be hearing from this committee within a few
weeks.
N S P - WATER SYSTEM
Mr. Bill Curry -Representative from N S P appeared before the Council de-
siring the Council to pass a Resolution stating that the Village of Chan-
hassen purchase the electricity for the water distribution system from N.S.P.
and by doing this it would enable the Village to go on a reduced rate that
applies to all Villages and cities. On a motion made by Councilman Hanson
and seconded by Councilman Roeser that this Resolution be approved. Resolu=
tion on file in Clerks Office. ;`lotion Carried. No negative votes.
PLANNERS:
Mayor Coulter reported to the Council that the Planning Commission is going
to study and consider two advisory ballots for the next election;
1) Should the Village have contract Garbage Collection?
2) Should the Village purchase land for a park?

COMPLAINT:
Mr, Dean I1all_entine appeared before the Council and wishes to know what the
Riviera Club plans to do with their broken fence? He stated it is an eye
sore. Mayor Coulter stated that he has talked to 'r. Fred Davora'c about
this matter, and he stated it would be fixed as soon as possible.

IIn a motion made by Councilman Tessness and seconded by Councilman Pauly
that the building permit schedule be changed to read.:
On a residential home ---$3.00 a cubic foot

CONTRACT -SEWER 1"2Xk ?MATER-REDPATH:
_71Ir. Don XOlty--Village Fiscal agent reported that he has a written agreement
ready to be signed by 'Ir. Greg Redpath RE: Sewer and Mater extension to his
property (formerly owned by Bill Iongard) stating that he agrees to pay the
entire cost of extending water and sewer to his property on an assessment
basis. (annually) After much discussion on a motion made by Councilman
Roose.r and seconded by Councilman Hanson that the Council approve plans and
specifications on Sewer and Water extension to the Greg Redpath property and
authorize Fox and Weiler Const. to start work immediately. Iotion carried
No negative votes.

WATEI: REPORT:
Councilman Tessness read the contract between Chicago Bridge and Iron Co.
and the Village of Chanhassen regarding the construction of the dater
Tower.
The Clerk reported that the money from the Sale of the Waterworks Imprv.
bonds has been .received; Totaling --$1139052.63 plus the good faith check
which the Village was holding of $2,300.00, which has been deposited at
the State Bank of Chanhassen. The Council decided at this time to rein-
vest $63,000.00 in Treasury notes at said Bank until such time that this
money is needed to pay off construction of dater works System.
The Clerk is instructed to invest said amount as follows: $12,000.00 for
three months, $29,000.00 for two months, $22,000.00 for one month.
The Council moves that the $300.00 borrowed from the General fund to the
Water Fund be put back into the General. fund.
RESOLUTION: On a motion made by Councilman Pauly and seconded by Councilman
Danson approving assessment for Waterworks Improvement No. 1965-1 and call-
ing a hearing thereon. The date for the hearing is September 28th. at
7:00 PM at the Village IIall, Motion carried. No neg. Votes.
Councilman Tessness stated that the water ordinance will soon be ready.
Mr. Franklin Kurvers appeared before the Council and expressed a desire to
have water extended to his property -(known as the Nick Timmers property).
The Council stated at this time they could hot give him a definite answer.
SEWER REPORT :
Francis Klein reported that the Sewage Disposal plant has been painted.
Everything seems to be in good shape.
MAINTENANCE REPORT:
The Welfare Department has contacted Mayor Coulter and wishes that if the
Village Council is going to hire someone, they would like to have the
Council consider hiring Douglas Fritz. The Council then moved that Francis
Klein be instructed to hire Douglas Fritz at $2.00 per hour when ever he
is needed.
POLICE:
Francis Klein has reported that three cars have been stolen in the Village
in the "past couple of weeks. The Sheriff is conducting a safe driving plan,
for two weeks; warning tickets will be issued, the following two weeks
regular tickets will be issued.
CIVAL DEFENSE:
Mayor Coulter wishes that the Council have a man to head Cival Defense
for Chanhassen by the next Council meeting.
BUDGET :
COUNCILMAN TESSNESS makes a motion the the Village request $159500.00 be
raised by taxes from the residents of the Village of Chanhassen through a
mill rate. Councilman Roeser seconds that motion.

After mucic discussion Rouncitman Roeser moves we table this motion until the
next meeting.
The Council moves that all bills due be paid, and approved.
On a motion made by Councilman Roeser and seconded by Councilman
Tessness the meeting be adjourned..
