1965 09 23MINUTES OF THE SEPTEMBER 23rd. COUNCIL MEETING 43 The Chanhassen Village Council met in regular meeting on September 23, 1965 at 7:30 PSI at the Village Hall. All members present. Mayor Coulter opened the meeting with the pledge to the flag. The minutes of the last meeting were read, and on a motion made by Councilman Tessness and seconded by Councilman Pauly the minutes be approved as read. BUDGET: The motion that„was tabled last meeting (September 9th.) pretaining to the budget which read: $109000.00 General 19900.00 Water 39500.00 Sewer was brought back on the floor. After much discussion Councilman Tessness moved to amend said motion and so moves that we request $16,000.00 be raised by taxes from residents of Chanhassen Village through a mill levy. Emil Pauly -Councilman seconds that motion. BREAKDOITINT: $109600,00 General 19900.00 Water 3,500.00 Sewer '-notion carried, no negative votes. ASSESSOR: Mr. Ray Dietz -- Village Assessor appeared before the Council and was ask- ed by the Council to have the tax record books in the Clerks hands by the 1st. of November. Therefore enabling the Council to better inform the tax pav®rs as to how their taxes have been computed. :tiATER The ?dater Committee has decided to use the same type of meters as are presently being used in the existing system. These meters are NEPTUNE. The Sales representative --Mr. Robert Wigley from Neptune Meters was present at this meeting; he so stated that the Village would be better off to order as many meters as needed and not to have a large stock on hand. The discount between buying a large quantity or just what is need- ed is very little. ,Mr. Tory Flatebo--Village Engineer read a letter to the Council from Chicago Bridge and Iron Co. RE: .bettering on the Tower. After much discussion a motion made by Councilman Hanson and seconded by Councilman Pauly the the Tower Contractors --Chicago Bridge and Iron Co. shall paint the name of the Village (CIIANTETASSEN) on the tower in accordance with the drawing and letter submitted to the Village dated September 20th. 1965. The color of the lettering shall be dark green.. With the Village bearing the additional cost of $200.00. 2Totion carried. No negative votes. COLOR CF TANK: On a motion made by Councilman Tessness and seconded by Councilman Roeser that the Exterior Painting of 100 �zG :^Iaters.phere Tank shall be Du Pont Dulux enamel, and the color shall be (medium green) similar to that which was furnished to the Char Lynn Corp. this summer. This paint shall take the place of the two coats of aluminum as specified the additional cost to the Village shall be $235.00. IMOTION CARRIED. NO NEGATIVE VOTES. The Clerk was instructed to have statements made out and sent to each property owner in the Village affected by the Ihater System, immediately after the hearing on September 28th, 1965, Councilman Tessness approves that the complete check for labor for Douglas Fritz be taken from the Water Fund, seeing as though his work has been due to the installation of the water. system. BOND FOR HIWAY : On a motion made by Councilman Pauly and seconded by Councilman Roeser that the Village take out the bond for the hiway department for the sum of $2,000.00. (Requested by the hiway department) 'Cont. 44 Minutes of the September 23 Council meeting Contd. Motion carried. No negative votes. The Clerk is instructed to take care of this. Reading of bond on file. ANTI POVERTY PROGRAM: Mayor Coulter reported that Theresa Erickson is the chairman from this area for the anti -poverty program, known as the Scott -Carver Economic Council. C LERK : The Clerk was instructed. by the Council to join the Minnesota ILunieipal Clerks' and Finance Officiers Association. The dues of $3.00 are to be taken from the Village funds. O.n a motion made by Councilman Tessness and seconded by Councilman Roeser that the Clerk be instructed to purchase a typewriter for the Village not to exceed ,$100.00. Motion carried. No negative votes. S Et IER The Clerk was instructed by the Council to send a notice to any one that is two quarters and more delinquent in their Server Service Charges and inform them that this bill must be paid by the 10th. of October or the amount they are in arrears would be certified to the County Auditor for Collection on their taxes. CIVAL DEFENSE: The Council desires to have Mr. Earl McAllister as Cival Defense head for the Village of Chanhassen. ?Mayor Coulter and Councilman Roeser will inform 'Ir. McAllister of this matter within the next couple of days and get his answer. Mayor Coulter read a letter from the League RE: Hors many Liquor Licenses the Village of Chanhassen can issue. It was suggested to send a. letter to those who have applied for a license stating that in the near future they will be called upon to present their plans on.as to the type of operation the; have planned regarding their Liquor License Application. North Western Bell Telephone Co. have complained to the Council that the' flasher which is attached to their telephone pole is causing this pole to lean. They wish the Council would find some other place to attach flasher. POLICE: It was so decided. by the Council at this time to put Francis Klein on Police- ing and Sewer only. IIe would come on duty at 10:00 PSI and work: until 4:00 All on policing and spend two hours per day on Sewer. He will work six nights a geek on policing having one night off. Nr..Klein's salary will remain the sar,ne as previous months at $475.00 just for the month of September. In Oct. his Salary shall be ---250.00 for Policing, $125.00 ---Sewer. ($4.500.00 per year ------$3,000.00 Policing, ;1,500.00 ---Sewer.) This arrangement is open to review in six months.
