A special Council Meeting --Public Hearing-- was held. on September 28
1965, at 7:00 P1,1, at the Village Hall. The following members present:
i`ayor Coulter, Councilman Hanson, Roeser, and Tessness. Councilman Pauly
was absent. The hearing was called to be held on Special assessments pro-
posed to be levied for special benefit derived from the construction of
Waterworks Improvement No. 1965-1.
Mayor Coulter opened the meeting, after said proposed assessments were
thoroughly explained and after all persons present were afforded an oppor-
tunity to be heard, the following objection was made:
John Velter---Chanhassen Ykinn. Nature of objection --does not improve
property.
Councilman Tessness then introduced the following resolution and moved its
adoption: RESOLUTION ADOPTING SPECIAL ASSESSMENTS FOR WATERTATORKS IMPR.OVE-
mENT NO. 1965-1, Motion seconded. by Councilman Roeser. Potion carried,
no negative votes.
Reference and extract of minutes on file in Clerks office.
On a motion made by councilman Tessness and seconded. by Councilman
Roeser the meeting be adjourned.
MINUTES OF THE OCTOBER, 14th. VILLAGE COUNCIL MEETING
The Chanhassen Village Council met in regular meeting on October 14th',
1965, at the Village Hall at 7:30 PM, All members were present.
Mayor Coulter opened the meeting with the pledge to the flag. The minutes
of the last meeting were read and on a motion made by councilman Tessness
and seconded by Councilman Roeser the minutes be approved as read.
On a motion made by Councilman Ranson and seconded. by Councilman Roeser
that the clerk shall have one key to get into the safety deposit box at the
State Bank of Chanhassen, where important Village documents are kept. The
Clerk was also instructed. to renew, invest and withdraw those certificates
as follows: Add $1000,00 to the $3000.00 already in the General Fund, as a
Time certificate (note)
Withdraw $29,883.84 from the water fund.

CIVAL DEFENSE:
It was formally stated. at this time that Mr Earl 'McAllister would accept
the job of Cival.Defense Head for the Village of Chanhassen.
WATER:
Mr. Tory Flatebo--Village Engineer reported that the streets are still not
dry enough to have the streets completed as per specifications in the Water
Contract, Just as soon as possible these roads will be fixed. Tory explain•
ed the bill of Fox and Wei _ler that was submitted for payment to the Council,
On a motion made by Councilman Tessness and seconded. by Councilman Hanson
that the water assessment for Ann Koltyk Bar known as Jerry's Old. h*est Bar
remain two units as billed., but that a 3/4 unit be charged. for her apart-
ment. Motion carried, no negative votes. The Clerk was instructed to send
her a bill for this 3/4 unit immediately.
Mayor Coulter instructed. T, Flatebo that when the final inspection on the
coater system takes place that he notify each Councilman of this so they can
also make this inspection.
The Council instructed the Clerk to send to those parties who have not
paid for their water meter deposit, another statement, stating that this
meter deposit must be paid by the 20th. of October or said meter will be
r.dwoved.

ifATER Contd.
A discussion was held on hiring a maintenance man to maintain the
water system. Mr. Flatebo stated as far as the health regulations are
concerned they do not have to have a licensed. man to pperate this system.
The subject of hiring a maintenance man shall be checked into before the
next meeting.
RESOLUTION ---By special resolution of the Village Council, the inspection
fees would be free for the original homes connecting to the water system
prior to January 1st, 1967.
ANNEXATION:
Mr. Russ Larson speaking in behalf of Sunrise Hills stated they are
seriously contemplating joining the Village of Chanhassen, but first they
would like to know what other areas the Village is interested in and
where will the Village draw their boundary lines. Sunrise Hills would
like to see the Village consider and study going as far south as hiway
and as far north as possible. The question was then asked Mr. Larson
do these people expect water and sewer immediately if they would become
a pant of the Village of Chanhassen? Mr. Larson stated that they could
not demand sewer and water but could demand street maintenance.
DEDICATION OF ROADS:
The council instructed Mr. Larson Village Attorney to procede to have
Mr. Zetah and ',Ir Mingo dedicate that portion of land which is now being
used for a roadway to the Village. They both have been consulted on this
matter.
BUILDING PERMITS:
The Council by resolution changes building permit fees to read:
a3.00 per 1000 cubic foot.
NORTHERN STATES POWER:
A letter was read from NSP regarding Street Lights and their rates. It
was decided at this time to have Mr. Bill Curry at our neict meeting to ex-
plain these rate changes._
REDPATH :
Regarding the application of Gregory Redpath to erect a two family
dwelling in Highland Park, at this time cannot be granted, because the
application has not been signed and a plot plan is missing.
ACCOUNTS PAYABLE:
The Council approves all bills due for .payment except Lakeland Asphalt
The Council approves only $800.00 payment and the remaining to be paid
upon completion of the job.
On a motion made by Councilman Tessness and seconded by Councilman
Roeser the meeting be adjourned.
