. The Village met in regular meeting October 28th 1965 at 7:30 PM at the
Village Hall. All members present.
Mayor Coulter opened the meeting with the pledge to the flag. The
minutes of the last meeting were read and on a motion made by Councilman
Pauly and seconded by councilman Tessness the minutes be approved as read.
CIVAL DEFENSE:
Mayor Coulter reported that Mr. Earl ATcAllitter and ''?r. Francis Klein attern
ed: a meeting at Chaska , on Cival. Defense, and at this meeting it was sugges
ed that the Village organize a program as soon as possible. This is the
first step that must be taken.
YORTHERN STATES POI L[?,:
Mr. Bill Curry --spokesman for N S P, explained to the Council the rate
changes regarding Street lighting effective in 1967. '•Tr. Curry explained
that N S P would. draw up:,a map and shot,* where mercury vapor lights could
be used. But the Council wishes him to delay this until April of 1966.
It was decided however at this time to have a mercury vapor light install-
ed. at the corner of Lake Street and Saint Aloys Street. (Contract on
file in office of the Village Clerk.)
SEWER REPORT:
The Engineer is studying the possibility of a lift station. The Clerk
then read a list of those persons who are delinquent in their Sewer Service
Charges. They are as follows: Edward 3eurissen- -$64-.50, .Leon Powers ---
$1-X6.509 Leander Petty ----$4.6.50. The Council instructed the Clerk to
certify these names to the County Auditors to have these service charges
placed on taxes for payment.
MAINTENANCE REPORT:
It was reported that Lakeland Asphalt will try to finish the road in
Sunrise ?.ills this creek. As far as the roads in the Uillage where the
water lines were placed, the Village cannot do too much until Fox and
11'eiler finish their part. They 'are expected to begin work tomorrozr.
The Council instructed Douglas Fritz to locate all the snow fence he can
.find and place where they are needed.

Councilman Tessness presented to the Council for approvals forms .for
application for Laterals ?,Tater Neter, and the Billing of Sewer and Tater
together. On a motion made by Councilman Roeser and seconded by Council-
man Danson that the Council accept the forms Councilman Tessness has
presented to the Council for approval. "Votion carried, no neg Votes.
A water -Ordinance was given to each Councilman to take home and read,
and have ready for approval at the next council meeting.
Councilman Tessness explained to the Council that 'the Cost of water
lines to be extended to hhe Eugene Coulter residence will be $1176.00.
It was decided that he would be assessed for 100 feet at $3.50 per foot,
and $250.00 unit charge.
It was decided that Hurbert Foreier would inspect installiation of
all new water lines and meters.
ASSESSOR:
There will be an assessor school the latter part of November to be held
at Chaska, the Village assessor and one Council member must attend this
meeting.
PLANNERS:
The Clerk read the minutes of the October 25th Planning C0111fiission Meet.

On a motion made by councilman Hanson and seconded by Councilman Roeser
that the Village on recommendation by the Planning Commission Change the
Building Ordinance !`,=-33 Subdivision 3 of Section 4 entitled Building Site
Regulations to read as follows: (Refer to Ordinance 60)
TMotion carried, No. negative votes,
On a motion made by Councilman Roeser and seconded by Councilman TIanson
that the Village Council on recommendation by the 'Planning Commission
accept the petition of annexation presented by Mr. ? Mrs Earl McAllister
and T-Irs Susan Klingelhutz. Motion carried. No negative votes.
Clerk instruc-ted to prepare Ordinance u' 61.
Councilmanrelated to the Council that he has requested from the League
information on how much of an area a Village can tame in by resolution.
COMPLAINTS:
1t was reported that the fence is still unfixed behind the Riviera Club.
Behind Frontier Building it is.quite a mess.
Northwestern Bell Telephone Co, is complaining of Flasher pulling pole down.
BUILDING INSPECTORz
Mr. Huber from Shakopee has stated he would be interested in working with
the Village as building Inspector. Mayor Coulter has the authority to hire
him if he seems qualified, after an interview with him.
OLD BUSINESS:
i%Ir. Fritz has the authority to burn up old cars and clean up behind Jerry's
Mileage one day when the wind is in the right direction.
A check was presented to the Village in payment of three bills from Mir.
Robert Scholer. BREAKDO!%NT AS FOLLOWS: $254.75 Road Re;>air, to be paid
to Lakeland Asphalt when it meets Council approval. $233.50 for `crater pipe
in Saint John's Street, Scholer's second addition. $100.00 for M-aintenance
work, for repair of road in Sunrise I -Tills 1.2, work done in 1964.
On a motion made by Councilman Tessness and seconded by Councilman Roeser
that the Village accept the check of $633..25 for breakdown of above from
Mr. Scholer. Council Polled: Tessness, Roeser, Hanson, and. Pauly aye,:
Mayor Coulter --no. B?ot_+.on carried, one negative vote.
Mr. Scholer requested that if the Village Council accepts this check, that
the Village release the bond the Village is holding regarding the road in
Sunrise Hills �,t2. The treasurer was instructed to deliver this bond to
him.
On a motion made by Councilman Tessness and seconded. by Councilman that only
two units be charged against the Pauly Office Building, instead of the
three which are on record. Motion carried. No negative votes.
On a motion made by Councilman Roeser and seconded by councilman Tessness
the meeting be adjourned.
