1966 01 13MINUTES OF THE JANUARY 13th, 1966 VILLAGE COUNCIL ?+IEETING eke) The Chanhassen Village Council met in regular meeting on January 13th, 1966 at 7 :00 Pm at the Village Hall. All members .present except Councilmen Pauly. Aiayor Coulter opened the meeting with the Pledge to the Flag. The minutes of the last meeting were read and on a motion made by Councilmen Tessness and seconded by Councilmen Roeser the minutes be approved as read. Motion carried, no negative votes. Councilmen Tessness in charge of Maintenance reported that due to the snow fall and the lack of Village Equipment, Mr. Francis Klein on request from the Council was asked to help Mr. Douglas Fritz remove snow and take off amount of hours worked on snow removal, off on policing. Mr. Klein rejected. mayor Coulter then instructed Mr. Douglas Fritz present, to telephone Mr. Klein and have him report to this meeting around 10 :00 P21. MAINTENANCE: Councilmen Tessness reported that the Village is in dire need of a tractor and loader of their own. The Council instructed him to check into the'price of a tractor and loader, and report back the prices. It was decided.by the Council that the Village does need aforementioned piece of equipment. SE'D'ER: Mayor Coulter reported that their is a sewer problem at the Red Jeurissen home. Mr. Klein is working on said problem and is going to have Roto Rooter come tomorrow morning to do what ever is necessary to repair this problem. ?CATER Councilmen Tessness reported that the Village would have approx. $2 from the water fund to repair streets in the spring. The tower is ready for filling, the only object in the way is the weather. In order to fill tower we must have above freezing temp. for a few days. It was de- cided to take a box of meters to the clerks house, so she can take serial numbers off meters and collect deposit when these meters are picked up for installation. It was decided that on buildings that are already in exhist- ence and have severAl units in one building, to only have one meter in said building, but to charge them the amount of units in said buildings at each a minimum. PLANNERS: The meeting between the Mayors, Attorneys, and other concerned parties which was to be held on January 10th, was cancelled, and will be held on January 14th, regarding Inc. of the Township. Mayor Coulter, Engr. Tory Flatebo, and Attorney Russ Larson will represent the Village of Chan- hassen. It was suggested at this time that all sewer and water bills due will be paid direct'to the Village Clerk. The Clerk shall be bonded for $10,000.00 and all other Councilmen and employ- ees shall be covered under a blanket bond. On a motion made by Councilmen Tessness and seconded by Councilmen Roeser that the Clerk and treasurer job be combined as one reading Clerk- treasurer. Henceforth their will be two signature on all disbursements of Village money. These signatures are -- Clerk- treasurer & the Mayors signature. CLERK On a motion made b Roeser that Kay Klingelhutz for the salary of $720.00 Motion carried, no negative y Councilmen Tessness and seconded by Councilmen be hired as clerk treasurer for the year 1966, which will be open to review in six months. votes. ACTING MAYOR On a motion made by Councilmen Roeser and seconded by Council- men Pauly that Councilmen Tessness be appointed acting mayor for the year 1966. Motion carried, no negative votes. tlp; 6 JANUARY 13th MEETING CONTINUED. SALARIES: The salaries will remain the same as previous year for Council- men and mayor. OFFICIAL PAPER On a motion made by Councilmen Tessness and seconded by Councilmen Roeser that the Weekly Valley Herald. be designated as the official newspaper for the Village of:'Ch for the year 1966. Motion carried, no negative votes. OFFICIAL BANK: On a motion made by Councilmen Holmberg and seconded by Councilmen Tessness that the Chanhassen State Bank be designated as the Official Bank for the Village of Chanhassen for the year 1966 Motion carried no neg. Votes. NOTE* Councilmen Pauly is a director in said bank and Mayor Coulter is a stockholder. INSURANCE On a motion made by Councilmen Tessness and seconded by Council - Roeser that Schneider Insurance Agency be designated as the Official In- surance agency for the Village of Chanhassen for the year 1966 Mot carried, no negative votes. RULES OF ORDER On a motion made by Councilmen Roeser and seconded by Councilmen Tessness that the Village adopt Robert rules of order. Motion carried, no negative votes. MEETING NIGHTS: On a motion made by Councilmen Roeser and seconded by Councilmen Holmberg that the meeting nights remain the same as last year: Second and fourth Thmrsday of every month, time 7 :30 PM from January to and incl. April, 8 :00 Pm from May to and incl Sep, 7:30 PM from Oct to December. Motion carried no neg. votes. VILLAGE ATTORNEY: The appointment of the Village Attorney was left open at this time, it was decided that Mr. Larson be approached. and asked how his charges are based, and to consult a council member when attending an out- side meeting in behalf of the Village. Seeing as though their will be an orientation meeting between the Council and the Planning Commission on January 19th, this matter is tabled until then. BUILDING- AND PLUMBING INSPECTOR On a motion made by Councilmen noeser and seconded by Councilmen Tessness that Mr. Hubert Forcier be'apL�ointed Plumbing Inspector and Mr. Huber be appointed Building Inspector for the Village of Chanhassen for the year 1966 Motion Carried, no'negative Votes. NOTE It was decided to bill Mr. Don Stodola for the second in- spection Mr. Forcier had. to make when inspecting the installation of resident water meters. FILE . On a motion made by Councilmen Tessness and seconded by Councilmen Holmberg that Mr. Earl , IcAllister be appointed Fire Marshall for the Village of Chanhassen. Motion carried. No neg. Votes. CIVAL DEFENSE On a motion made by Councilmen Tessness and seconded by Councilmen Roeser that 'Mr. Earl McAllitter be appointed Cival Defense head for the Village of Chanhassen for the year 1966. tlotion carried. The Chanhassen Planning Commission recommends that the Village Council. ex- cept the proposed Highway Entrance Lighting Plan dated December 3. 1965 to light up intersections located on Hiway 4=101 and i'5 and intersection lo- cated near ?.,azy C Drive In. On a motion made by Councilman Holmberg and seconded by Councilman "oeser that the Village Council except this recom- mendation from the Planning Commission. -lotion carried, no negative votes. Iark Littfin reported to the Council some information regarding Fire Pro - tection, and what the Village must do to obtain a class //8 Classification. One of the main points is to organize a fire department. The Clerk is instructed to call `lrs. ''Iorse at the Excelsior City Hall and check about the Village Fire Contract which we havnit received as of yet. At the January 27th, Council meeting the assessors salary will be set. Mayor Coulter informed the Council. that on Wednesday January 19th their will be an orientation meeting between the Council and the Planning Commission to bring every one up to date on the proceeding thus far on the Chanhassen Township incorporation proceedings. POLICE REPORT Mr. Francis Klein appeared before the Council. 'Mayor Coulter stated. that until we know where we stand with the Township incorporation proceedings we the Village cannot hire another man. The two men we now have hired must work together whenever it is necessary. The Council felt that this was ironed out when 'ir. Klein changed his job in September, they felt that whenever their would be a snow emergency that '_.. Klein would help the maintenance man and then take off amount of hours on the policing, but Mr. Klein di_d not understand it this way. He felt that he should do sewer and police work only and that the Village would hire him for any extra work. Mayor Coulter then again repeated than under no circumstances could or would. the Village hire any extra help at this time. It "e the Village are struggling now and until we know where the Village stands we must remain status quo. Councilman Tessness then voiced his opinion that if any one feels that they are unsatisfied with Council matters they should report these things right away, instead of waiting until an emergency a- rises before voicing their opinions. Francis Klein then stated that if things don't change and the Council demands him to do :road work he is hand- ing in his notice, as of February 1st he is all through. Councilman Tessness stated that the Council and '-Ir. Klein should think things over and make a decision in a week on this matter. January 13th 'Teeting Continued The Council moves that all bills due be paid except "uss L,arsons, and that bill be tabled until a latter date. On a motion made and seconded the meeting be adjourned.
