The Chanhassen Village Council met in regular session January 27, 1966 at
7:30 1 1)1': at the Village Hall. All members were present. 'layor Coulter
called the meeting to order with the fledge to the Flag,. The minutes of
the last meeting were read.. On a motion made by Councilman ''oeser and
seconded by councilman Pauly the minutes be approved as read. All affirma-
tive Wotes except Councilman Tessness voted negative. '`otion carried, ❑ne
negative vote.
The Council instructed Councilman Tessness-- 1:'ater chairman to write a letter
to Frontier Development and explain to them our water system unit charge,
and how this will be charged for the amount of gallons used..
The Clerk is instructed to delay action on lighting of intersections for
one month, in order to see what will take place with the hii,ray department.
They had indicated that they would take care of this lighting themselves.
PLU_';L -3I"TG T''NTSPECTOR °_ Hubert Forcier was present at this meeting. The
Clerk is instructed not to issue any more meters henceforth to '4r. Don
Stodola. ,t'r. Forcier stated that after malting his third inspection on the
meters which Don Stodola has installed, these meters have finally met with
the State Plumbing Code. The Clerk is instructed by tb(7 Council_ to bill
. Stodola for the second. and third. inspection. The Clerk is instructed
to give '.Ir. Forcier some Village Stationary for correspondence relating
to Plumbing Inspections. ,Ir. Forcier is instructed by the 'Council to go
according to State regulations on all private disposals he is called upon
to inspect. `'Tr. Forcier suggested a few things to the Council regarding
Plumbing: 1- -All plumbing and meter permits should. be taken out by the
Plumber. 2.- -The plumber must carry necessary license which should be shown
to the Village Clerk when the application is made. 3 - -All pltvi :bers trust
be bonded with the Village. 'Tr. Forcier was then asked if a man can do
plumbing in his own home, and install his own meter? Forcier- -Yes a man
can do plumbing in his own home and install his own ,rater ti ter, provided
it cteets with the State Plumbing Code, and passes all inspections.
Forcier then verbally thanked the Council for his appolntrient as Village
slur, :bind Inspector for the year 1966.
Cot_tnciiman 'iessnoss was told by the Council to tape any action necessary
r ogardAnf, r7eter installation at the Frontier Lumber and Hardware T ld.g.
It was suggested. that the Village obtain blinkers and flares to be put up
when any ditch is to he left open for a long period of time.
':'ATER Councilman Tessness reported that the Village 7ngineer has prepared
a list of some of tiie tools necessary to maintain the present water system
in the Village. The one item c ::ost impottant at the present time is a metal
finder.. Councilman .Tessness was instructed by the Council to purchase said
metal finder.
:ayor Coulter desires a prelinianary report (budget) in each department by
the next Council meeting.

Sewer Department. On a motion rTade by Councilman Pauly and seconded by
Councilman Tessness that this report be approved. oti_on carried, no negati

�A1' 3'E, NAXCE: Councilman Tessness reported that the maintenance department
has chocked on prices for a tractor and loader and are submitting the best
price to the Village Council for approval. On a motion made by Council-
man Pauly and seconded by Councilman ::oeser that the Village Council ap-
prove the purchase of a ' asset' Ferguson 35 Special 1961 tractor from
Clarence I_.oken for the sum of x-'1,200.00 lotion carried, no negative votes.
On a motion made by Councilman I?.oeser and seconded by Councilman Pauly to
except the bid for $643.00 from lvlolnau Implement for a loader to be placed
on aforementioned tractor. _ °lotion carried, no negative votes. It was
decided to pay ' -lr. Harold ierber 0.5.00 to haul_ tractor to 1.Iolnau Implement
in Chaska to have loader put on.
On a motion made by Councilman T`oeser and seconded by Councilman Pauly that
Mayor Coulter and Clerk Nay '�lingolhutz make necessary application for a
loan of 4950.00 for maintenance equipment at the State Bank of Chanhassen.
' carried, no negative votes.
Councilman Tessness reported that he has contacted several homeowners re-
garding street improvement and hopes to have a complete report by the next
meeting. A prelimanary maintenance budget was presented by Councilman
Tessness. 3�r. Tessness stated that it is the wish of the main'.. department
to build yr buy a building for the maint. equipment instead of renting,one.
Ue has talked to 'r. :Iarold Kerber on this subject. 7r. `tierber has a type
of building which could be used for the <<Iaint department which he is de-
siring to sell. The Council then instructed Councilman Tessness to check into
into this further and have "Mir. Ferber submit a bid to the Council which
would include foundation and moving building etc. the package deal, by the
next Council meeting.
POLICE: Mr. Francis Klein- Police Officier appeared before the Council..
Kayor Coulter instructed. Ir. Klein that effective tomorrow you will
pick up Air. Douglas Fritz and teach him everything their is to know about
our sanitary sewer system. You will work with ?ir. Fritz until 'March 1st.
By then Ir. Fritz should know the operation of the system quite well.
On Saturday you, Doug, Dick Holmberg, Tory Flatebo, and myself will make
an inspection of the plant. There must be daily reports submitted weekly
to the Clerk on the operation of the plant.
As far as policing :`Ir. Klein, you are the best policeman, but you gave the
poorest public relations I have over seen stated :Mayor Coulter.. From
here on when you have a problem do not avoid us but come to us and con-
sult us on the matter. Don't carry things around inside yourself. As of
February 1st, you will be put on full time policing. The hours and de-
tails will be worked out by the police committee. Effective February lst,
your salary will be 44•,800.00 a year or $400.00 a month. This is open
to review on July 1st.
, Ir. Klein was asked. if in his line of duty he would handle dog catching?
,r. Klein replied he would. A check is to be made on the purchase of a
riot gun. Mayor Coulter stated he would try to have some figures by the
next meeting. Mayor Coulter presented a budget (prelinlanary) of the
Police Department. On a motion made by :,ounciltnan Tessness and seconded
by Councilman Pauly that the prellinanary police budget be approved.
'Motion carried, no negative votes.
JUSTICE OF TH'S PEACE Councilman Tessness stated that he feels that our
J. P. is not giving the people a true service. He said that lie feels
the judge when hearing a case should be dressed up with a white shirt
and etc. It just does not look very good to have the judge in work
clothes and the one he is trying dressed up in a suit. He also feels
that a monthly .report should be submitted. to the Council. IIe presented
to the Council a form used by other Villages called "Justice's return
of fines ", the Council approves these forms and is instructing the Clerk

TO ORD"?' THEN. Mayor Coulter stated that at the next meeting there would
be a report from the Justice of the Peace for the year 1966
PLA, IERS: Councilman ''oeser gave a report on the meeting of the Chanhassen
Village and Chanhassen Township regarding annexation. Councilman Roeser
reported that no decisions were made. The Village a map with
areas drawn in colored pencil showing ghat areas they think the Village
of Chanhassen should have, what should go to Shorewood, and the Southwest
area for whoever they think could best handle this area. Councilman
Roeser reported that the Township was very much impressed by the Village
viewpoints, but did not agree that the Minnewashta area should go into
Shorewood. Councilman Tessness reported that after talking with Chairman
Wolff, he would like to delay the meeting scheduled for next Tuesday between
these two groups for one week. Therefore the next scheduled meeting would
be February Sth, i� this agrees with the Council. The reason for the
delay is to enable the new Plannin Cor_imission '!embers to have a meeting
before meeting with the Township. The two members chosen form. the Pdanning
Commission to represent them are: Rd Hiernlstad and =ark 1,ittfin. T1.7e Council
does agree to this one week delay.
FIRE R'1PORT
The Clerk read two reports from Fire ?'Iarshall Earl McAllister; one report
was regarding the fire which accured. at the Adolph Tessness residence, the
other regarding the fire hazard. at the Pine Grill Cafe. These two letters
are on file in the clerks office. The Cou instructed - Tr. :cA1_li_ster
to take any action he sees necessary to remove said fire hazard.
'Ir Douglas Fritz was instructed to attend. the County '=eed School.
The letter from ._'uss Larson regarding breakdown of his bill and an estimate
for his services should be in the .pail. leill read at next; r1ee.ting.

ing at 7 :30 - 2 17 T with half hour intervals for each one to expr their views
and their plans for this license.
FI''EC OITT--,ACT: The Clerk- related to the Council that the new fire contract
from Txcelsior has been received. but that the amount due is ``2���;.00. hey
apparently havn't received word. of our latest census. The clerk is instructe
to call _ -' . _`:i g orse and make them aware that according to our last census the
population in the Village was 563. A prel:i_manany budget was submitted for
approval on the fire Department.
It was suggested. by Councilman T'oeser that a nice sign be placed by the
Clerics house with Village Clerk painted on it. Council approves.

that the salary for Doug Fritz be `400.00 a month startinu February= 1st, 1966.
