The Chanhassen Village Council i_ict in special r_, eeing on April 21 1966
at 7:30 Pt: at i;he Village hall tc. tape up unfinished business from- the
April 14th Fleeting. All members present.
C'n a motion made by Councilman _:oeser and seconded by councilman IIo1;Lbe
that we dispense with the reading of the minutes of the last meeting.
iTotion carried, no negative votes.
CHANHA sSEN HOLDING CC
A discussion was held on the frontage road of the development. _:7 Don
Nolty from Elhers -:Iann Assoc told. the Council that the delayed assmt. >Ir
i.lason desires can be arranged., and .lr i,Tolty said. he could not e� any
problems with the Village granting him this. .r. Iason would guarantee
115th payment each year of bonds actually sold for his imiprovernent. ,r.
i; ?olty also sated that the V:illac should have the Village attorney examine
the ownership of said property to gUaranteo, an ironclad ownership.
A petition was presented to t Council t'roiniansen and Klingelhutz to
have Street - improvement constructed' on tnc goads in TLighland Par"' Addition.
The ;cuncil then decided that being as though the petitioners do not own
all the property abutting on both sides, there wou'_d lz�re to be a public
hearing on said pro. - posed improver_ient. The `,ouncil wishes that the hearing
for the Chanhassen Holding Co. for const. of water and sewer and the street
Improvement be held, at the same time.
'r. Tory i+ latebo p esented a preliminary report advising as to tine feasibilii
and estimated cost of constructing sewer, water, and street improvement for
the Village. After consideration of said report, itiember '::oeser then in-
troduced the following resolution and moved its adoption:

The motion for the adoption of the foregbing resolution was duly seconded
by m. Tessness and upon a vote being taken, the following members
voted in favor thereof: T Coulter, Councildhan Pau?_y, Holmberg, "oeser,
and Tessness, no negative votes. (Thereupon said resolution was declared
passed and adopted. The date for the Public Hearing ;•ras set for Thursday
Mlay 12 1966 at the Village Tall at 7:30 PI-7.

I•Ir. ''. ?Ic:i11i_ster appeared before the Council and informed the Council of
a informational meeting scheduled for April 29th at 3:00 P at the Legion
Club to organize a Volunteer Fire Departmient for the Vi lage of Chanhassen.
Earl stated that the :Taconia Fire Chief will be present to give a short tall:
and answer any questions that may arise. This meetin is open to anyone
who is interested. Earl_ also wished that the Council members could attend
this meeting.
Fie also informed the Council that Jiva Thompson, Francis Klein and himself
have looked at a Fire Truck at '.°aconia. This truck will meet all the
standards to get the Village into a class 3 insurance rate. It is a Ford
truck pumper, has 5,700 miles on it. Year model - 1951 F_v engine fully
equipped for the price of ;3,500.00. 17r Thot.jpson stated that the mechanical
part is in very good condition.

Mayor 'Coulter stated that he intends to get a letter of intent from several
builders in the area to determine how i_3uch building this area can antici-
pate in the next year. Ile then plans to take these letters to the school
Board.

The Council then tools up the matter of the Hansen w Klingelhutz petition.
"Iouncilman Tessness and Pauly gave their report on this project. After
considerable discussion Councilman - 'oeseb moves that on recommendation
from the Planning Commission the Village ;rant the special use permit
to I3.ansen & :.lingelhutz to const a eleven unit apartment on Lot
U 9 Block 2 and a eleven unit a,partn ont on Lot 6, 7 lock 3 and four
double dwellings on Lot 10, Bloc'i 2. and Lots 5 7, and 0 Block 3
Highland Farlk Addition 7 =otion seconded by Councilman Pauly.
There were several persons present objecting to this petition. ":'he
Council then asked the Contractor if he would. be willing to.write a letter
of intent to the Council stating that the remaining .residential lots
would only be used for single family dwellings. The contractors agree
to do this. The Council then placed the following stipulations to the
Special Use ,permit; that the building be set back from. the front line to
align them with the homes being built. That off street parking space
for 18 cars be provided with each 11 unit apartment. That all garbage
and - rubbish areas be screened.. That the two eleven unit buildings be
constructed approximately the same height, that the Village assess the
sewer hook -up charges the sa+.t.e rat as wee -e charged on the - todola
__partmont and eater unit charges in the sa +oe ratio 9 and that ti residen -
tial area of Highland Pa,'.c Addition be restricted to no more multiple
dwellings than herein specified.
A roll call vote was then ta'zen on the r.;otion a
