1966 09 08MINUTES OF THE CHANHASSEN VILLAGE COUNCIL MEETING SEPTEMBER S. 1966 The Chanhassen Village Council met in regular meeting on September 8. 1966 at 8:00 P.M. at the Village Hall. The following members present: Mayor Coulter, Councilman Roeser and Hehl. Members Tessness & Pauly absent. Kay Klingelhutz -Clerk was absent the first hour, due to another meeting, an election seminar and receiving of the ,primary ballots at the County Auditor's Office. Councilman Roeser took minutes. On a motion made by Councilman Hehl and seconded by Councilman Roeser that all formalities be dispensed with. Motion carried, no dissenting votes. DOGS: A discussion was held concerning the dog problem. The members pre- sent concluded that the problem has been well taken care of. TRUCK: The Council discussed buying a truck and 1000 gal tank from Doug Fritz. No action was taken. MANHOLE_: On a motion made by Councilman Hehl and seconded by Councilman Roeser that a manhole be installed in front of the Sargent Palmer residence. Engineer is instructed to see that this is done. Motion carried, no dissenting votes. Co. Road 16 : On a motion made by Councilman Hehl and seconded by Council- man Roeser authorizing Village Engineer to make a preliminary study on County Road 16 improvements from Kerber Drive to Lake Street. Motion carried, no negative votes. PLANNING COMMISSION: Minutes of the Planning Commission were read. No action was taken on recommendation as none was required. On a motion made by Councilman Roeser and seconded by Councilman Hehl that the Village purchase the book entitled "Federal Aid to Local Government" at a price of $20 Motion carried, no negative votes. ARCHITECT FOR MUNICIPAL BUILDING: On a motion made by Councilman Roeser and seconded by Councilman Hehl that the clerk and the Mayor sign an agreement with Tom Carmody architect on the construction of the new Municipal Building. Motion carried, no negative votes. (Village Clerk returned) ASSESSM ROLLS The Village Engineer explained the assessment rolls. A discussion "was held on the sewer service charge known as the laterals for Highland Park Addition. The Council will decide on this before the assessment hearing. Member Roeser introduced the following resolution and moved its adoption: RESOLUTION APPROVING ASSESSMENTS FOR SEWER I� WATER AND STREET IMPROVEMENT NO 1966 -1 AND CALLING A HEARING THEREON. The motion for the adoption of the foregoing resolution was duly seconded by member Hehl; and upon a vote being taken, the following members voted in favor thereof: Mayor Coulter, Councilmen Roeser and Hehl. No dissenting votes. whereupon said resolution was declared passed and adopted. (Details of resolution to be found in Minutes and resolution file 1966 -1) On a motion made by Councilman Roeser and seconded by Councilman Hehl that the Council approve the proposed license agreement from the Chicago, Mil- waukee, St. Paul, and Pacific Railroad, sent to the Village for signatures. Motion carried, no dissenting votes. 1 _1 0 On_a motion made by Councilman Roeser and seconded by Councilman Hehl that the Village Council issue warrents to Blacktop Service Co. check No. 8 for the amount of $13 Motion carried, no dissenting votes. TELEPHONE CABLE On a motion made by Councilman Roeser and seconded by Councilman Hehl that the Village Council grant permission to North- western Bell Telephone Co. to place a buried cable on Lake Street and South Drive for growth as shown in detail in the Northwestern Bell Telephone file. Motion carried, no negative votes. On a motion made by Councilman Roeser and seconded by Councilman Hehl that all bills due be paid, except those indicated to hold. Motion carried, no dissenting votes. ELECTION JUDGE FEES On a motion made by Councilman Roeser and seconded by Councilman Hehl that the fee for the election judges be set at $1.25 per hour. Motion carried, no dissenting votes. SPECIAL MEETING: The Village Council is calling a special meeting next Thursday September 15th to work on the budget only. WARRENT- TRACTOR: On a motion made by Councilman Hehl and seconded by Councilman Roeser that the Village Council issue a warrent to the State Bank of Chanhassen, Check #767 for $950.00 plus interest to date for the tractor loan. Motion carried, no dissenting votes. On a motion made by Councilman Roeser and seconded by Councilman Hehl the meeting be adjourned. Motion carried. Time: 10 :15 P.M. Ka7K1in �elhu - Clerk MINUTES OF THE SEPTEMBER 15th, 1966 SPECIAL COUNCIL MEETING The Chanhassen Village Council met in special meeting on September 15, 1966 to work on the proposed budget for 1967. All members present. On a motion made by Councilman Pauly and seconded by Councilman Hehl that we dispense with all formalities. Motion carried no dissenting votes. Each item on the budget was carefully examined and discussed. After all items were checked over, the clerk is to prepare a typed copy for each Councilmen to study and be ready for a recommendation by the next Council meeting.
