1966 09 22MINUTES OF THE SEPTEMBER 22nd 1966 VILLAGE COUNCIL MEETING The Chanhassen Village Council met regular meeting on September 22nd 1966, at 8 :00 P.M. at the Village Hall. All members presebb. On a motion made by Councilman Roeser and seconded by Councilman Tessness that we dispense with all formalities. Motion carried, no dissenting votes. BOND BIDS FOR MUNICIPAL BUILDING Bond bids for the Municipal building were opened at 8:00 P.t. Mr. Ehlers- fiscal agent was present. Five bids were presented. Member Tessness then introduced the following resolution and moved its adoption: RESOLUTION AWARDING SALE OF $50,000.00iYIUNICIPAL BUILDING BONDS. Be it resolved by the Village Council of the Village of Chanhassen, Minnesota, that the bid of Juran & Moody, Inc. of St. Paul Minnesota and associates named therein, to purchase $50 Municipal Building Bonds in accordance with published notice of sale thereof, is hereby found and determined to be the highest and best bid received for said bonds and is hereby accepted, said bid being to purchase said bonds at a price of par plus accrued interest, plus a premium of $ _0 - the bonds maturing in the years set forth below to bear interest at the respective annual rates set opposite such maturity years: MAT URITY YEARS INTEREST RATES 1968 through 1982 4.80% and each of the bonds to bear additional interest at the rate of 1.20% per annum from January 16, 1967 to April 1, 1968, to be represented by supple- mental coupons; and the Mayor and Village Clerk are hereby authorized and directed to endorse the acceptance of the Village upon a copy of said pro- posal and return the same to said bidder, retaining the said bidder's good faith check until payment of the purchase price and delivery of the bonds. The motion for the adoption of said resolution was duly senconded by member Pauly, and upon a vote being taken thereon, the following voted in favor thereof: Coulter, Roeser, Tessness, Hehl, and Pauly. No dissenting votes, whereupon said resolution was declared duly passed and adopted, and the Mayo being present affixed his signature thereto in approval thereof, which was attested by the Village Clerk. (details to be found in Minutes and resolu- tions - Municipal Building file) FIREMEN: Several firemen from the Village were present, requesting the Council to upgrade them as to whether a site has be located for the Municipa Building, Councilman Tessness gave a report on the progress that has been made. The firemen stated their financial situation and asked if the Council could pay for the housing of their trucks? The Council replied that they would not let the fire department down, they were sure something could be worked out. Secretary -Treas Jack Lambert asked the Council if they would levy at least 1/10 of a mill for their relief association? The Council stated that the Firemen should have a meeting with the department to find out if this mill levy is really needed this year, or if they could wait until next year; because the Council stated that we are levying so much for the Municipal Building, and we just can't raise the taxes much more. If the firemen de- cide that this is really necessary, it should be brought up at the next Council meeting and it will be discussed further. The Council instructed the firemen to proceed with their plans for the fire station (Municipal Building) the site will be available. The Council asked if the fire department could have one man and the truck available next Monday and as many days as needed to flush out the Village Sewer Lines. The Council in return would re- imburse the Fire Department for their services. 1 SHERIFF MELCHERT The Council requested that Sheriff Melchert and Officer Klein be present at-9:30 P.M., The Council told the Sheriff of the financial problems concerning the Police Department. Officer Klein has been taking care of a large area surrounding the Village, not in the Village limits, and therefore the Council feels that he should go where his services are needed, but in return the Village should be re- imbursed from the County for these services, because the Village tax payers are entirely supporting the Police Department. The Council asked the Sheriff if something couldn•t be worked out along this line. The Sheriff replied that the County is short of Policemen, and that by having the Chanhassen Patrolman, patrol the Northeast corner of the County would enable the residents in this corner to have good police protection. The Sheriff suggested that a meeting with `the County Commissioners to arrange the pay schedule and acceptance of this area policing be arranged. The Clerk is to make the arrangements. Engineer Flatebo gave a report on the progress of the Construction work in the Village. He stated the lift station on the Road to Sunrise Hills will be delivered October 1, 1966. OEP was discussed, Mayor Coulter and Engineer Flatebo to take care of composing a letter. The Maintenance Committee and Engineer Flatebo are to check and see what can be done about the surplus buckshot on the roads in Scholer *s 2nd addition. A letter is to be written to Mr. Bloomberg, asking him to attend a meeting in October to discuss his proposed building where his liquor license will be used. On a motion made by Councilman Heh1 and seconded by Councilman Roeser that all delinquent sewer and water bills be put on taxes. A discussion was held. Councilman Hehl:and Roeser withdraw their motion. Councilman Tessness moves that all delinquent customers on utilities be turned off in 10 days unless paid. Delinquent customers with sewer service only, must pay service on or before October 5th, or be put on taxes. Motion carried, no dissenting votes. (motion seconded by,.C. Roeser.) ASSESSOR: Councilman Tessness moves that we re -hire Ray Dietz for a two year period. Motion seconded by Councilman Roeser, motion carried no dissenting votes.
