1966 10 18MINUTES OF THE OCTOBER 18th SPECIAL COUNCIL MEETING The Chanhassen Village Council met in special meeting on October 18th, 1966 at 7:30 P.Ri. All members present. On a motion made by Councilman Roeser and seconded by Councilman Hehl we dispense with all formalities. Motion carried. Mayor Coulter related to the Council the meeting he and Jim Thompson had with the Broses-.relating to the offer the Village made for the land for the Municipal Building. Coulter stated that the Broses have made a counter proposal to the Village. They will agree to sell the two acres desired for the price of $2 per acre. All legal fees and closing costs will be split in half. Broses paying half and the Village paying half. The question was asked if the Village could purchase property presently lying outside the Village limits? This question has been checked out by the Village Attorney and the answer is yes. STANDARD OIL: At this point the discussion on the land was inserupted by a delegation representing Standard Oil. The Council stated to these men that we have building and plumbing inspection of which they have been in violation in not calling for their inspections. Mr. C. O. Bud Johnson general contractor stated that they usually don't have inspections on their buildings. Their building are a package deal. The Council then stated that the Building inspector was called down today and found a few things that should be corrected. Mr. Housenga - spokesman for Standard Oil Company stated that they will do everything the Village desires. He also wishes to meet with the building inspector at 10:00 P.M. at the statiot tomorrow morning. Clerk to call inspector and notify him of this. Councilman Tessness stated that when the Planning Commission held their public hearing for a rezoning and erecting of this station, one of the stipulations made was that no junk cars are to be kept or left on this property. Grace Lambert - secretary for the Planning Commission was asked to send an extract of the minutes of the Planning Commission to Mr. Housenga. LAND DISCUSSION CONTINUED Mayor Coulter stated he beleives that we should delay making a decision on this counter proposal until the firemen have been consulted. They meet tomorrow evening. Councilman Roeser and Tessness beleive that the offer is not justifiable according to what the School Board offer is for the 15 acres adjoining the two acres the Village wants. On a motion made by Councilman Tessness and seconded by Councilman Hehl that the counter proposal offered by Mr. & Mrs Brose for $2 per acre for the land for Municipal Building be rejected. A roll call vote was taken: Mayor Coulter casts a negative vote - he beleives that the firemen be consulted. Councilman Tessness withdraws his motion Council - man Hehl withdraws his second. On a motion made by Councilman Roeser and seconded by Councilman Tessness that we delay the decision on the counter proposal offered by Mr. & Mrs Brose for $2 per acre until after the Fire Department meeting to- morrow evening. Roll call vote taken: Mayor Coulter - yea, Councilmen Tessness - Yes Hehl - yes, Roeser - yes, Pauly - yes. Motion carried, no dissenting votes. The Clerk is instructed to call the Broses tomorrows morning and tell them no decision has been made. 1966 -1 ASSE SSMENTS: On a motion made by Councilman Tessness and seconded by Councilman Roeser that a single unit charge be put on the following properties urith improvements 1966 -1 project. 1118 CHANHASSEN Estates- (one per lot) American Oil Co. The Cle& is instructed to send each property owner affected by these improvements a statement of- amount of footage and Unit Charge.
