1966 11 2123 MINUTES OF THE NOVEMBER 21, 1966 COUNCIL MEETING The Chanhassen Village Council met in regular meeting on November 21, 1966 at 7:30 P.M. at the Village Hall. The following members were present: Mayor Coulter, Councilman Tessness, and Hehl; absent - Councilman Pauly, and Roeser. The minutes of the last meeting were read and on a motion made by Council- man Tessness and seconded by Councilman Hehl the minutes stand approved as read. Notion carried, no dissenting votes. The Council was upgraded as to the progress being made on obtaining a clear title on the property where the 1 Building will be erected. A discussion was held on bringing water to the properties located behind the Standard Oil Standard Oil Station. The present road way is owned by the Milwaukee Rail Road and until this is deeded over to the Village, the Village will be unable to proceed with this extension. POLICING: Sheriff Lester ZMelchert and Police Officer Klein appeared before the Council. The Village and the County have worked out an agreement to experiment on a County Wide Police Protection program. The Village will pay a monthly fee to the County. The County in turn will buy the present Village owned Police car and equipment. In turn the Village will have 24 hour a day police protection. The Police officer will patrol the North East corner of the County, but, will make his base in the Village of Chan- hassen. Mayor Coulter asked the Sheriff if he thought it possible to have painted on the patrol car somewhere 6HANHASSEN CAR? The Sheriff stated he was sure this could be arranged. The Council also asked if the gas and oil needed for the car could be purchased from local merchants in the Village. The Sheriff again stated this could be arranged. On a motion made by Councilman Tessness and seconded by Councilman Hehl that the Village approve the Contract drawn up between the County and the Village of Chanhassen. Motion carried, no dissenting votes.(contract on file in Police folder) On a motion made by Councilman Tessness and seconded by Councilman Hehl that we make this contract retroactive beginning December 1, 1966. Motion carried, no dissenting votes. The Council is to meet with the County Commissioners December 6,1966. Police officer Klein is to obtain several appraisels on the car. MEETIN DATES CHANGE On a motion made by Councilman Tessness and seconded by Councilman Hehl that the Council meeting dates for December be changed to December 'nth, and December 29th. rMotion carried. STANDARD OIL :_ A discussion was held on the storage of cars at the Standard Oil Station. The Council will send a letter to Milt Anderson and a copy to Standard Oil on non compliance on storage of cars and etc. MUNICIPAL BUILDING Mr. Peterson from the firm of Johnson and Peterson, Architect - Thomas Carmody, and Attorney Russ Larson were present, plus a large delegation from the fire department. A discussion was held as to whether the Contractor Johnson and Peterson who submitted the lowest bid on the Municipal Building will sign the contract to preform the work. The Contractors claim they prepared their bid in too much of a haste and there for several mistakes were made. The Council stated that they as representa- ives of th Village could do nothing but accept their bid presented, or the contractor would have to forfeit their bid bond. Councilman Tessness re- commends that Johnson and Peterson be given until tomorrow, no later that 2 5 :00 P -M- to make their decision as to their bid bond or accept the contract. that. ANNEXATION: A discussion was held on a Village of Chanhassen, asking if the V annexing those certain areas to Chaska whether they will forfeit Hr. On a motion made by Councilman Tessness and seconded by Councilman Hehl that Mr. Russ Larson Village Attorney be instructed to reply to the NIMC letter dated November 18th as follows: The Village is opposed to issuance by the Commission of an immediate order for the annexation to Chaska those lands of South Western areas of the Township which have been subject of Merger- Annexation proceedings.
