1966 12 07MI: .`TES OF TIIE CHANHASSEN VILLAGE 'MEETING- DECE lBER 7, 196 The Chanhassen Village Council met in regular meeting on December 7th, 1966 at 7 :30 P.M. at the Village Hall. The following members were present Mayor Coulter, Councilman Pauly, Tessness, Roeser and Heh1. The minutes of the last meeting were read and on a motion made by Council- man Hehl and seconded by Councilman Pauly that the minutes be approved as read. Motion carried, no negative votes. In a discussion of whether we had equipment to plow State Aid County Road 16 from State Highway #5 east to 7`17 it was revealed that we had been plowing this road and Councilman Tessness would remind Douglas Fritz that this should be done regularly. From now on we will be reimbursed by Carver County for this service. MINNETONKA HERALD_: Mr. Jim Williams of the Minnetonka Herald asked that we contract with them for our official publications in 1967. The Minne- tonka Newspaper Association has assured him that the Minnetonka Herald meets the legal requirements. He will present the Village Clerk with the rates, number of clippings furnished at no cost and reprint costs. WATER EXTENSION Councilman Tessness brought us up to date on the ,possible ways of getting water to the properties behind the Standard Station. Russ Larson had outlined the procedure necessary to making this possible to the residents. It was further pointed out that caution should be exercised since the costs could not be put on taxes. STANDARD OIL: A letter to Milt Anderson at the Standard Station was read and it was decided that this was sufficient action for the present. ELECTION RESULTS: The election results were read and it was moved by Councilman Tessness that the election results be certified as read from the Tally Book. This was seconded by Councilman Roeser. Motion passed, no negative votes. CONTRACT FOR MUNICIPAL BUILDING: Upon a motion by Councilman Pauly, seconded by Councilman Roeser and unanimously approved that the Village enter into a written contract with Johnson and Peterson, Inc. for the construction of a r-lunicipal Building for the revised contract price of $36 9 212.00 based on the specifications and plans as heretofore submitted by the architect, said contract to be in such form as is approved by the Village Attorney. LAND _PURCHA A discussion of the difficulties of clearing the title for the land for the r'Iunicipal Building followed. A motion was made by Councilman Tessness, seconded by Councilman Hehl that starting tomorrow morning, December S, 1966, Russ Larson be authorized to take whatever actic is necessary to clear the title. All yes votes, no negative votes. Councilman Tessness reported that plans for the Electrical service, plumb- ing and heating would all be available by Monday December 12, 1966 at the latest. Mayor Coulter suggested that a Council meeting be held a week from tonight on Wednesday, December 14th, 1966. SIREN: A discussion of a proposed purchase of a siren form the Fire Depart ment of Crystal Village for the suln of $150.00 followed. A large contingent of Firemen were in attendance. There being doubt whether the planned - 1 electric service for the Municipal Building would be sufficient for a three phase motor presently used on the siren, Jack Kreger and Frank Kurvers were asked to look into the matter. A motion was made by Councilman Hehl, seconded by Councilman Pauly to authorize the pur- chase of the siren subject to the conditions discussed if the Fire Department feels it is a good deal. Motion carried, no negative votes. 1 INSURANCE: John Lambert had outlined to the mayor the anticipated expense for the insurance on the Fire Department vehicles, fb'r;the next year along with probable rent to house these vehicles. Mayor Coulter agreed to set up an appointment with Bernard Schneider, himself, John Lambert and Jim Thompson, to discuss the feasibility of combing- ing the insurance on these vehicles with other Village vehicles to obtain the most advantageous rates. The subject of having the Firemen covered with Workmans Compensation Insurance will also be investigated at this time. MEMORIAL PLAGUES: John Lambert, Sec. trews of the Fire Department read a motion that was unanimously passed at the Fire Department's November 2nd meeting recommending that memorial plaques be placed on the new Municipal Building hororing George Buschkowsky and August Sinnen in their previous service to the Village. Nayor Coulter offered to con- tact the families for permission. Councilman Tessness made a motion seconded by Councilman Pauly that the Village Council have this done. Motion was unanimously approved. MINNETONKA WATERSHED Mayor Coulter reported on the proposed Minnetonka Watershed and the fact that it would include part of the Township and that the Village Engineer, Torliev Flatebo had been advised to keep informed. Mayor Coulter, also, suggested that the Councilmen consider the possibility of putting the Engineer on a retainer some time in.the future. POLICIN A minor change in the Police Contract was noted in that re- newal would require sixty days notice in place of the 30 days to give the County time to act. The sale of the Police Patrol Car and siren, radio, light and shotgun to the Sheriff and the County was discussed. A motion that the Mayor and Councilman Roeser be authorized to negoti- ate this sale was nfd.e by Councilman Tessness, seconded by Councilman Hehl and unanimously approved.
