1967 02 13MINUTES OF THE FEBRUARY 13th 1967 VILLAGE COUNCIL MEETING
The Chanhassen Village Council met in regular meeting on February
1967 at 7 :30 P.M. at the Village Hail.
All members present.
Mayor.,Coulter opened the meeting with the pledge to the flag.
The minutes of the Janury 12 and January 23 meeting were read and
motion made by Councilman Tessness and seconded by Councilman Rohl
minutes be approved as read. Motion carried, no negative votes.

Mayor Coulter stated -that he is now a director of the State Bank of
Chanhassen.
Councilman Roeser gave a report on the School Board meeting he attended.
HIWAY 5 JOINT ACTION COMMITTEE Councilman Tessness gave a report on the
Hiway #5 Committee meeting at Victoria. He stated that there will be a-
nother meeting March 8, of which as many elected officials should try to
attend.
On a motion made by Councilman Erickson and seconded by Councilman Rohl
the Adolph Tessness be appointed representative from the Village of Chan-
hassen on the Hiway #5 Joint Action Committee. Motion carried no nag. Vote
LEAGUE OF CARVER COUNTY ELECTED OFFICIALS Mayor Coulter reported on the
meeting -he attended for the League of Carver County Elected Officials. He
stated that he was appointed temporary Chairman. The lst.meeting will be
held March 1st at Waconia an the Isac Walton League hall.
NORTHERN STATES POWER C0: Mr. Mc Kellips Mr Clough and Cliff Stalke rep-
resenting NSP were present upon request of the Council. The Council
desired information as to why there has been three power outages in the
Village with the break accuring in the same place each time. Mr Clough ex-
plained that the outages were just gquipment failures. The conductors pull
out of the sleeve and break in extreme cold temperatures. But Clough ex-
plained that this problem has been checked into and shouldn't accur again.
STREET LIGHTS: On amotion made by Councilman Hehl and seconded by Council-
man Erickson that immediate authorization be given to NSP to place a street
light on South Drive and High Street locating light on South Side of South
Drive; and authorization be given for placing a street light on West Drive
and South Drive (intersection) when Building Construction warrants it.
Motion carried no negative votes.
SETTING OF THE LIQUOR LISENSE Mrs.Ann Koltyk Harry Pauly and Ed Sharpe
the later representing Bloomberg Co. were present upon Council request.
A discussion was held on setting the fees for the 1967 -68 Liquor License
fees and establishing two different types of licenses.
On a motion made by Councilman Tessness and seconded by Councilman Roeser
that establishments serving Liquor only have a fee of.$1800.00; establish-
ments serving Food and Liquor have a fee set at $2500.00. A discussion was
held. Councilman Tessness withdraws his motion Councilman Roeser with-
draws his second. The Council desires to wait before moving on the above
motion enabling them to consult the Village Attorney as to the legality of
the difference in license fees,
Mr. Sharpe was stold that Mr. Bloomberg will have to have a firm Commitment
within seven days (February 20) as to the status of his building program whe3
the Liquor License Mr. Bloomberg has applied for will be used.
The Council is calling a special meeting on Monday February 20, 1967 at
8 :00 P.M. to meet with Mr' Bloomberg to hear his plans,' Also at that time
other unfinished business will be taken up.

VILLAGE ACCOUNTANT Mr. Ray Hoffman - Village Accountant gave the Council thn
the preliminary - '- ftaancial report of the Village. The Council studied
it over On a motion made by Councilman Erickson and seconded by Council-
man Tessness the Village Council approves the °:"_financial statement.
Motion carriedg no negative votes:
CHANHASSEN ESTATES: Mr Robert Mason appeared. before the Council desiring
some answers and a written statement of things the Village has agreed to
and have stated previously either written or oarally. Mr. Mason gave
each Councilman a copy of his requests. (Copy on file) The Council
wished to defer making any statements or motions until the Village
Attorney and Engineer have been consulted. Mr. Mason agreed.
On a motion made by Councilman Roeser and seconded by Councilman Erickson
that all bills due be approved except those circled. Motion carried
no negative votes.

the meeting be adjourned'," Motion carried.
