1967 02 2043T STORM SEWER PUBLIC HEARING FEBRUARY'16. 1967 The Chanhassen Village Council held a public hearing on February 16, 1967 at 8:00 P.M. at the American Legion Club in Chanhassen Minnesota, Mayor Coulter opened the meeting. Two letters were read, one from Father Firmin - pastor of Saint Hubertts Church, and one from Bob Mayer - owner of the Quick Clean Center. Engineer Flatebo explained the proposed,storm sewer project. Approximately 70 residents were present.' Most of them voic6ing objections. A discussion was held for about three hours, The biggest objection was the manner on how it is to be assessed and whether there is really a need for a storm sewer at this time. Mayor Coulter brought the meeting to a close saying that no decision will be made tonight and the purpose for this meeting was to get the opinions of the people. I V utz k SPECIAL MEETING FEBRUARY 20th 1967 The Chanhassen Village Council met in special meeting on February 20 19679 at 8 :30 P.M at the Village Hall, Mayor Coulter called the meeting to order, All members were present. Councilman Tessness left the meeting at 8:45 P.M. Mr'. Don Stolz and Mr. Herb Bloomberg were present. Mr. Bloomberg presented the Council with a letter of intent as to his' project where the Liquor License he has applied for will be used, The Clerk read the letter. (Letter on file) A discussion was then held. The Council asked Mr. Bloomberg to explain item #4 in his letter.` Mr. Bloomberg stated that because of financing the site that was originally planned for this project will be deferred for the time being. He has located another site, east of the Frontier Furniture Store. This site will be used for the Dining Theater project and at a later date can be transferred to the original site. Mr. Bloomberg also stated: #1. Would be able to park 200 cars, #2. The project would cost a quarter of a million dollars. #3. The Bongard property would have to be purchased in order to achieve this project. #4. 600 to 700 seating capacity planned for.. #5. Hope to have matinees and noon luncheons. Russ Larson Village Attorney asked if you could just dine there without buying a ticket for the theater. Mr. Stolz stated no it would be,a com- bined ticket, anyone eating there would also be there for the show. Russ stated that he would have to get further information as to whether a Municipality of the size of Chanhassen Village could issue a liquor license to a restaurant. The paragraph on page 432 (Handbook for Minnesota Village: was read. US Special Meeting February 20th Continued The Council suggested that an opinion from the Attorney General be a- cquired. The Council then asked Mr. Bloomberg in the event the Attorney Generals opinion is yes how long will it take you to finish this project? Bloomberg stated that it could be in operation late summer or early fall. The Council then asked if it wouldn't be more feasible to build on the original plat rather than the temporary site2 Mr. Bloomberg stated that it would be impossible to be in operation as quickly on the original plat as it would on the temporary one, and further stating that this temporary building could have other uses when the dining theater was moved. The Council asked if the financing was going to be a problem? Bloomberg stated that his project would cost about $225 and that the financing is no problem also stating that the basic drawings could be available within a six weeks period. Mr. Stolz asked the Council if they want a preformance contingency upon granting the license? This could be done when the Attorney Generals opinion was received:` Russ Larson stated two points: A The question of the license must be answered. B Plans and etc be formulated for this project and be given to this Council. This was agreed upon by all. 1966-1 CONSTRUCTION PAYMENT On a motion made by Councilman Hehl and seconded by Councilman Roser that the 1966 -1 Construction Bills to Randall & Reed and Assoc,Contracting and Elk River Concrete Products Co. for the amount of $3,221.21; and Randall and Reed and Assoc Contracting and Iowa Clay Pipe Co. for the amount of $1,519.60 be approvedjretro- active February 179 1967. Motion carried, no negative votes., SEWER EXTENSION KERBER DRIVE The Clerk related to the Council that she had a call from Mr. Amundson Superintendent of School District #112 stating that a letter was put in the mail requesting Water and Sewer for the proposed.Elementary School on Kerber Drive.' On a motion made by Councilman Roeser and seconded by Councilman Erickson that necessary steps will be taken to provide sewer dnd water for the school property when they are ready for it therefore setting the.public hearing for March 13th 1967 at 7:00 P.M, at the Village Hall, Motion Carried no negative votes. MACHANICAL BIDS The Council moves to defer action on the Machanical bids.until next meeting. On a motion made by Councilman Erickson and seconded.by Councilmen Roeser that Doug Fritz be paid $12.50 for the last half of January 1967. Motion carried 1 negative vote. (Note this is in addition to his reg. salary) A discussion was held on moving the Flasher from the intersection by the church and school to Hiway #5: A meeting was set up for March 27th 1967. SEWER ORDINANCE: On a motion made by Councilman Hehl and seconded by Councilman Roeser that Engineer Flatebo be` authorized to revise the present sewer ordinance.` Motion carried no negative votes'., Flatebo stated he could have the preliminary ready by the next meeting.
