1967 03 134 1 PUBLIC HEARING ON SEWER IMPROVEMENT MARCH 13th, 1967 The Chanhassen Village Council held a public hearing on March 13th, 1967 at 7:00 P.M. at the Village Hall. The following members were present: Mayor Coulter, Councilman Tessness, Roeser and Hehl. Councilman Erickson was absent. Mayor Coulter opened the meeting, and explained the purpose of this hearing is to hear the pros and cons of the proposed sewer line extension on Kerber Drive. Engineer Flatebo explained to those present the construction as to.where it wauld be placed and the approximate cost - $4-75 per front foot. Mr. Francis Bjornson asked whether his property (Lot 1 Block 4 Scholerts Second Addition) would be assessed again? The Council stated that he would not be re- assessed, it is the policy of the Village that once a lot has been assessed for a utility, it cannot be re- .assessed at a later date for the same utility', Mr' Robert Scholer present owner of Lots 9 to and incl Lot 13 Block 4, Scholerts Second Addition was present'.' A discussion was held on how to assess the property involved and just where this new line will be con- structed as far as length"''' It is the desire of the Council to construct this line from the manhole on Saint Andrews Street and extend tt to Kerber Drive, go north to Lot 13 at the present time'. For assessing pur- poses it is their desire to consider the cost from Saint Andrews Street to the north boundary of the School Property,' (Kerber Drive) And to assess all on an equal per foot basis as if the line were being completely installed, This would eliminate a future assessment to these properties.' Mr Scholer stated that he would not object if the cost of the project were to be spread over property on both sides of the street for total front footage on an equal per foot basis; commencing from Saint Andrews Street to the north boundary of the school property and that lots 8 and 14, Block 4 and Lot I Block 1 are not subject to assessment to these individual owners, but assessment will be picked up by free area of the Village.` Mayor Coulter stated that unless we get a defin1te committment from the school as to their building status, and that they will pay their assess- ment as.soon as the project is completed, we will not go through with the project. Mr. Scholer wants to go on record stating that he,has already paid the $250.00 Unit Charge per lot on Lots 9 to and incl. Lot 13, Block 4 Scholerts second addition as part of the consideration for installing sewer lines in West Drive and South Drive in Highland Park Addition, Mr` Scholer wants a copy of the minutes. MINUTES OF THE MARCH 13th 1967 VILLAGE COUNCIL MEETING Mayor Coulter reported on the meeting of the elected officials held March 1. 1967 at the Cologne Village Hall at 8 :00 P.M. RANDALL AND REED - 1966.1 project: Representatives from Randall and Reed and Associated Contracting weftresent. They requested the remaining amount of money due to them for the 1966 -1 project. Engineer Flatebo read to them the check list of things to be completed. The represent- atives stated that several of these things mentioned have been completed. Engineer Flatebo is to meet with the representatives tomorrow and check as to whether the check list has been completed. Flatebo is to work with the Attorney as to what amount of monies can be paid at this time, and have a written report ready for the March 27th Council Meeting. SETTING OF SEWER AND WATER RATES: The fjrst meeting in March is set aside for the setting of the Sewer and Water rates in accordance with Ordinance No. 28. On a motion made by Councilman Tessness and seconded by Councilman Hehl that a single unit for sewer stay at $7.50 and the the number of units be designated as follows: All residential - -- one unit. On a motion made by Councilman Tessness and seconded by Councilman Hehl that the minimum for water remain at $6.50 for 10 gallons. 10,000 gallons to 30,000 gallons - -- 40¢ per 1,000 gallons 30,000 gallons and over - -- 30¢ per 1,000 gallons. Motion carried no negative votes. The Clerk read a letter from Attorney Larson RE: Liquor License. The suggestions made were accepted. MERGER - CALLING FOR ELECTION On a motion made by Councilman Roeser and seconded by Councilman Tessness that the Village Council adopt the - Resolution RE: the Merger and calling for an election. Motion carried no negative votes. (Resolution on file) The Chanhassen Village Council met in regular meeting at 8:30 P.M. on March 13 1967 at the Village Hall. The following members present: Mayor Coulter Councilman Hehl, Tessness, and Roeser. Councilman Erickson absent. The minutes of the February 27th meeting were read and on a motion made by Councilman Hehl and seconded by Councilman Tessness the minutes be approved as read. Motion carried, no negative votes. (Resolution on file) 144 Minutes of the March 13, Meeting Continued: On a motion made by Councilman Hebl and seconded by Councilman Roeser that the rate schedule for electrical power for Sewage System from Northern States Power Co. be adopted. Motion carried, no,negative votes. (Rate schedule on file) MACHANICAL BIDS — MUNICIPAL BUILDING Councilman Tessness gave a'report on the machanical bids. The Council instructed Councilmen Tessness to have Architect Tom Carmody draw up the Contract immediately and get them signed. On a motion made by Councilman Hehl and seconded by Councilman Roeser that all bills due be paid, except those circled. Motion carried, no wO negative votes. COMPLAINT: Councilman Hehl put in a complaint that the easement behind his home in Scholer's second* addition does not work properly, the water drains into his and his neighbors yard, instead of draining away. He is requesting that the.Council authorize the maintenance department to.fix this easement. The Council stated that this is private property and that it would have to be checked out before anything can be done.
