1967 03 274 5 -, MINUTES OF THE MARCH 27 1967 COUNCIL MEETING The Chanhassen Village Council met in regular meeting on March 27, 1967, at 7:30 P.M. at the. Village Hall. The following members were present: Mayor Coulter, Councilman Heh1, Tessness and Roeser, Councilman Erickson was absent. The Mayor Called the meeting to order with the Pledge to the flag. The minutes of the Public Hearing held on March 13 1967 on Kerber Drive Sewer Extension were read and on a motion made by Councilman Tessness, and seconded by Councilman Hehl the minutes were approved as read. Motion carried, no negative votes. The minutes of the last regular meeting held on March 13, 1967 were read, and on a motion made by Councilman Roeser and seconded by Councilman Tessness the minutes be approved as read. Motion carried, no neg. Votes. Mayor Coulter reported that he been over and talked to Mr. Simons - Attorney for the school and Mr. Votijeck - Clerk of Court, RE: the Con- demnation of the land where the new elementary school in Chanhassen is to be built. The Council gave Mayor Coulter the authorization to try and get this condemnation on the Court Calender at the earliest possible date, so that the building program won't be delayed. 1, U-1 PROJECT On a motion made by Councilman Heh1 and seconded by Councilman Roeser that the Village Council remit to Randall and Reed and Associated Contracting (1966 -1 project) the balance of what is due, minus $4 9 500.00 motion carried, 'no negative votes. The Engineer is authorized to prepare a letter to be read and signed by the Contractors before receiv- ing their check. UNITED FUND Mayor Coulter informed the Council that Mrs Frank Schneider will again head the United Fund Campaign as was done last year. LIFT STATION MAINTENANCE Mayor Coulter reported that theie was a recent outage on the Lift Station on the Sunrise Hills road, and that there has to be better maintenance and a day by day check on said station. HEALTH OFFICER: The Council desires to have the Health Officer check into those places in the Village where is is dangerous to the public Health and safety. Mayor Coulter presented to the Councila brief preliminary Financial State- ment to be sent to the Village residents. The Council stated the approach is very good. SEWER ORDINANCE: The new preliminary sewer Ordinance drawn up by Flatebo Engineering was studied and discussed. A few changes were suggested. Flatebo to make changes and then send it on to the Attorney for approval. CHANHASSEN ESTATES Mr. Robert Mason developer of Chanhassen Estates present discussed several items with the Council. Engineer Flatebo is to draw up a document which will be approved by the Village Attorney, Village Council and Mr. Mason and that will become a permanent part of the minutes. BLOOMBERG LIQUOR LICENSE Hubert Forcier and Don Stolz presented to the Council their plans for the new dining theater which will be located next to the Furniture Store in the Frontier Development Center. Mr. Stolz and Forcier stated the following: The total complex will be about 20 square feet. Mr. Bloomberg expects a September or October completion and opening of project. 146 MINUTES OF(THE MARCH 27th MEETING CONTINUED: The building can be used for other purposed if at a later date the dining theater were to be moved to the firAt site proposed. The structure will be steel and some wood. Dinners will only be served before the show. Dinner and show ticket will be combined and the cost of said ticket would be between $5.50 and $6.50. Hope to work into a convention center. We aee ready to go into working drawings. Councilman Tessness asked if there could be some assurance that this project would be completed this fall? At this point the Council asked if these people could return to the April 10 1967 meeting. All action will be deferred until the April 10 meeting. STORM SEWERS-: Several persons from Scholerts second addition were present. Mayor Coulter polled the Council as to their feelings on putting in the Storm Sewer: Councilman Hehl -- I would like to see it postponed until the State and County Aid money is available. Councilman Tessness -- I agree with Councilman Hehl. Wait until the money is available, so main street will only have to be torn up once.. Councilman Roeser -- I agree with Councilman Hehl and Tessness, wait. until the State and County Aid is available. Mayor Coulter -- I am in favor of putting in the Storm Sewer. I am`sure the money will be available this year. Mayor Coulter also stated that he is in favor of preparing'a letter and give said letter to anyone picking up a building permit stating that there will be a storm sewer assessment forth coming. He further stated.that in his opinion a residential lot of 12 square feet the assessment would be estimated at $120 Commercial would be higher. Several residents objected to putting in the storm sewer. ANIMAL FAIR BUILDING PERMIT: On a motion made by Councilman Roeser and seconded by Councilman Tessness that Attorney Larson be instructed to pro —, ceed with the Bloomberg violation on Animal Fair building. Motion carried no negative votes. RAIL ROAD EASEMENT A letter was read from the Chicago, Milwaukee, St. Paul and Pacific Rail Road Co. concerning the easement south of Rail Road tracks and east of Hiway # 101. SEWER LANDSCAPING: On a motion made by Councilman Roeser and seconded by Councilman Hehl that the Clerk and Engineer prepare and publish a bid letting on April 1 59 1967 for landscaping at the Sewer plant. Motion carried no negative votes. On a motion made by Councilman Tessness and seconded by Councilman Roeser the meeting be adjourned. Time 11 :15 P.M. K lhut Village Clerk
