1967 04 10MINUTES OF THE APRIL 10 3.967 VILLAGE COUNCIL MEETING The Chanhassen Village Council met in regular meeting on April 10, 1967 at 7 :30.P .1-I. at the Village lull. The following members present: Mayor Coulter Councilman Tessness Hehl, and Roeser. Councilman Erickson absent. The minutes of the last meeting were read and on a motion made by Council - Hehl and seconded by Councilman Tessness the minutes be approved as read. Motion carried, no negative votes. CHANHASSEN ESTATES: The Council instructed'T. Flatebo to have the document RE:' Chanhassen Estates ready by the April 24, 1967 Council meeting. BOND - SAINT JOHNtS STREET A discussion was held on calling of the Bond on Saint Hohnss Street. Attorney Larson has started proceedings. SEWER PLANT LANDSCAPING: The clerk reminded the Council that bids will be taken Saturday April 15, 1967 for the landscaping at the Sewer Plant. STREET OILING - ORDINANCE: A discussion was held on Street Oiling. Engine Flatebo suggested that the Village pass an Ordinance on Street Oiling Asses: ments. The Council instructed Flatebo to prepare a sample copy of said Ordinance and present it to the Council. MAINTENANCE: Councilman Hehl stated that something should be done with all the dirt washing on to South Drive. The Council instructed the Maintenance Committee to place Sand Bags on west end of South Drive, diverting the water for the time being; until the Commercial lots in Highland Park are developed. PLANNERS: Councilman Tessness reported that the Planning Commission met last week and worked on the Zoning Ordinance. They have scheduled another meeting for Thursday night April 13 to try and finish the Ordinance. Mayor Coulter informed the Council that Earl McAllister has set up July �5, 1967 as a tentative date the Fire Underwriters will inspect the Fire Department. BLOOMBERG LIQUM LICENSE: Mr, Herb Bloomberg discussed with the Council his plans for the proposed dining theater. A lengthy discussion followed. The Council was then polled as to their feelings toward the issuance of the license. Councilman Roeser - -.He had no objections to giving Bloomberg the license. Councilman Tessness -- He had no objections on the site or use but does feel we cannot issue the license with out a more complete set of plans and specifications and a more definate starting and completion date for this project. Councilman Hehl -- He feels that who ever gets the license should make use of it this year. Mayor Coulter -- stated that he felt the license in itself is a very small value. #1. This project would be no competition to those businesses already established in the Village. #2. It will bring people into the Village. #3. You should be able to develop your property as you see fit. At this point it was decided a meeting between the Council and Village Attorney would be in order. The matter was tabled until this meeting transpires. 4 Minutes of the April 10 Meeting continued: UPGRADING OF STATE AID COUNTY ROAD 16 and Hiway #101: Engineer Flatebo explained to the Council the proposed plans for the upgrading of State Aid County Road 16 and Hiway #101. (known as main street) On a motion made by Councilman Tessness and seconded by Councilman, Roeser that Engineer Flatebo be authorized to proceed with preliminary design and field work for the State Aid project and are hereby calling a public hearing for May 1 9 ,1967 at the Village Hall at 8 :00 P.M. to consider the making of curb gutter and sidewalks for the upgrading of State Aid County Road 16 (from County Road 17 to TH #101) TH #101 Lake Street South of South Drive and East End of St. Hubert Street to TH #5 in the Village of Chanhassen Minnesota. Motion carried no negative votes. Council approves all bills due except those circled. On a motion made by Councilman Tessness and seconded by Councilman Hehl the meeting be adjourned.
